Analysis of the results of the activity of the State Atomic Energy Corporation "Rosatom" and the Federal Service for Ecological, Technological and Nuclear Supervision for preparing the Russian Federation reports at meetings of the contracting parties to fulfil the obligations arising from the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management was performed.The main content of the report refers to the fourth national report of the Russian Federation submitted to the IAEA in May 2015. The main results of the activity for the formation of a unified state system for RW management were considered. Analysis of the questions of the Member States of the Joint Convention to the content of the national report was performed. A review of the activities of the FSUE "RosRAO" in terms of solving the basic problems for the safe management of radioactive waste was presented.

Pursuant to relevant provision of the Federal Law No. 190-FZ On Radioactive Waste Management and Amendments to Certain Legislative Acts of the Russian Federation of July 11, 2011, radioactive waste generated due to the peaceful uses of nuclear charges has been attributed to the non-retrievable radioactive waste (RW) category. Accordingly, relevant RW subsoil areas are currently considered as facilities holding non-retrievable RW with periodic radiation monitoring that should be performed and certain measures provided to ensure the long-term safety of the population. The article presents the results of a radiation survey performed in 2019 for the site with non-retrievable RW inventory generated from the Meteorite-5 peaceful nuclear explosion.

The problem of waste management is acute in the Russian Federation. Not enough attention is paid to the systematic studies of their composition and properties. The purpose of the work is to conduct a comprehensive analysis of data on waste generated, to select models for predicting their mass, composition, and properties, to substantiate the feasibility of using exergetic analysis to assess safety and make informed decisions on the management of solid municipal waste management. To predict the volume of waste generation, the following were used: an integrated autoregression model — a moving average and exponential smoothing models. The study of changes in the composition and properties of the municipal solid waste, the choice of technology and the assessment of safety in waste management were carried out using the exergetic method. Its advantages are determined by the possibility of conducting a comprehensive energy-ecological assessment and determining the fire hazard of waste and the processes of handling them. The application of the Holt-Winters model for predicting the mass of the generated waste is substantiated. The analysis of changes in the morphological composition of waste, their distribution by types of economic activity is carried out. The values of chemical exergy of municipal solid waste are determined, and a forecast of its further growth is constructed. The dependences of chemical exergy on the heat of combustion of waste are found. It is determined that it is advisable to consider chemical exergy as a heat engineering characteristic and an indicator of fire and environmental hazard of waste. It is proved that the exergetic efficiency of the incineration process is higher than that of composting and burial. Transportation of garbage from the large cities by road and rail transport for subsequent disposal and recycling can be considered as a forced temporary measure during the development of the branch of industry and the formation of a waste management culture. For the application of the exergy method in the system for ensuring safety when handling solid municipal waste, a data mining system was developed. It is advisable to use the obtained results for the development of safety requirements for the management of production and consumption waste in the Russian Federation.

The circular economy entails the principles of rational waste management to the best advantage. Waste management in the Russian Federation is currently in a reform process, thus it is crucial to choose now the most efficient way for its development. Besides, in addition to general government strategic aims in such a vast country such as Russia, it is very important to take into consideration specific aspects typical of its territories, which will allow determining regional areas of activities. The article analyzes current municipal solid waste management in the Russian Federation. The case study is of one of the regions (Sverdlovskaya Oblast) characterized by some typical and specific problems which illustrate the results of the first stage of reforming. The authors analyzed the existing and planned mechanisms of state regulation in the waste management sector at regional and federal levels, and scrutinized changes in legislation. The development level of the circular economy in the region was determined on the basis of the index method. The life cycle analysis (LCA)-based evaluation approach made it possible to evaluate the economic efficiency of the production and economic activities at different stages of municipal solid waste (waste paper) recycling with due regard to externalities. The research showed that despite the current substantial economic potential of the secondary resources’ (waste paper) reuse, there was a low level of development of the circular economy index. Regional factors hindering and fostering the circular economy development were identified. Recommendations for improving the quality of governance of the municipal solid waste management were formulated.

Introduction. Developing environmental entrepreneurship and attracting investments in the sphere of waste management are relevant for increasing the sustainability of economic systems in the circumstances of catastrophic environmental pollution, climate change, and depletion of natural resources. Based on the conducted research, the article assesses the impact of industrial and consumer waste generation on the development of the regional investment market in the sphere of waste management. Materials and Methods. A systemic analysis of the databases of the Federal State Statistics Service characterizing the development of the investment market in the sphere of waste management was performed using the correlation, factor, and regression (linear and nonlinear) methods of analysis, as well as the analysis of variance. On the basis of econometric dynamic modeling using instrumental variables, the study has revealed the dependence of the volume of investment in fixed assets in the Russian Federation aimed at environmental protection and rational use of natural resources on the volume and structure of generated industrial and consumer waste. Results. The volume of investment in fixed assets in the Russian Federation aimed at environmental protection and rational use of natural resources has been prognosticated taking into account the statistical criteria; conclusions have been drawn about strong influence of the dynamics of industrial and consumer waste generation. Based on the conducted research, proposals for increasing investment activity in the sphere of waste management have been formulated. Discussion and Conclusion. The sphere of waste management has a high development potential enabling this sector of the Russian economy, with appropriate competent investment policy, to solve not only environmental, but also significant macroeconomic problems. The results obtained can be used when elaborating and implementing measures aimed at the development of a waste management system, the key exogenous parameter of which, determining the magnitude of the macroeconomic effect, is the volume of investment in the production of waste collection and processing equipment.

В статье рассмотрена проблематика в области обращения с отходами в Санкт-Петербурге. Рассматриваются положения стратегических документов в области охраны окружающей среды Российской Федерации на федеральном и региональном уровнях, в частности г. Санкт-Петербурга для выявления актуальных целевых показателей, достижению которых могут способствовать комплексы по обработке, утилизации и обезвреживанию отходов. Выявлена схожесть целей и задач, установленных в стратегических документах федерального и регионального уровней. В качестве решения полигонного захоронения отходов в Санкт-Петербурге предлагается развитие сети экотехнопарков. В работе предлагается методология создания экотехнопарка, а также модель экотехнопарка: перечень основных объектов и возможные потребители получаемой продукции. В статье раскрывается понятие экотехнопарка, его основная цель и решаемые задачи для региона. The article reviews the problems in the field of waste management in St. Petersburg. The article reviews the provisions of strategic documents in the field of environmental protection of the Russian Federation at the federal and regional levels, in particular, St. Petersburg in order to identify relevant targets, the achievement of which can be facilitated by waste treatment, disposal and deactivation complexes. The similarity of goals and objectives established in strategic documents of the federal and regional levels has been revealed. As a solution to the landfill in St. Petersburg, the development of a network of ecological and technological clusters has been proposed. The paper proposes a methodology for arranging an ecological and technological cluster, as well as a model of an ecological and technological cluster: a list of the main facilities and possible consumers of the resulted products. The article reveals the concept of an ecological and technological cluster, its main goal and the tasks to be solved for the region.

The study focuses on the aspects of environmental protection practices in the Russian Federation primarily with regard to industrial and household waste management. Waste now occupies significant areas and causes pollution of the adjacent territories and specifically underground waters that further mix with, and significantly spoil, ground waters. The study addresses the technologies of interaction and methods of economic stimulation to improve waste management going further both at the regional and national level. Almost no progress has been achieved in this direction in the Russian Federation over the past ten years – the main technological mechanism adopted in major cities and other major infrastructure facilities consisted in waste removal to a landfill without any specific treatment. More recently, urban and technological development has intensified environmental problems. The paper outlines waste management practices employed in Russia and other countries and provides an efficiency assessment. The basic economic mechanisms, such as tariff regulation, environmental levy and environmental impact fees, are described and assessed in terms of their stimulating effects on waste management improvement in the Russian Federation. Aspects of waste removal under a single regional operator are discussed and a model of public-private partnership in waste management is proposed and detailed.

The object of the study is the territories allocated for the disposal of industrial waste and municipal solid waste. One of the main modern problems of mankind is the accumulation of large amounts of waste, which is an indispensable by-product of the modern production and consumption. Among the efficient solutions to the problem is the organization of an optimized system of waste management and utilization, which minimizes their disposal in specially designated landfills. Another, no less significant problem for the Russian Federation, is the return to circulation of huge territories previously allocated for waste disposal and the use of which as landfills was discontinued.
