he article presents an analytical review of the All-Russian Library Congress, held in Vladimir — the Library Capital of Russia 2018 — on 12—18 May 2018. The Congress was devoted to the theme “Ba-sing on the Past, We Build the Future. The Role of Cultural Heritage in Transforming the Librarianship in Russia”. The Congress held an open Discussion on the concept of librarianship development in the Russian Federation; it adopted the Guidelines on local lore activities for public libraries of the Russian Federation and approved the Regulations on the Council for Professional Qualifications in the Field of Library and Information Activities, planned for creation under the Russian Library Association. The Congress worked in various formats: pre-session events, plenary sessions, section meetings by library types and activity areas, and special events. The 19th Exhibition of Publishing Products, New Information Technologies, Goods and Services complemented the Congress. The Congress determined Tula to be the Library Capital of Russia 2019.

In recent years, ICT innovation is explicitly linked to deep structural reforms in public administrations. In this chapter, I examine the role of context, during the establishment of a minimal and accountable government apparatus, using the concept of negotiation space as my theoretical lens. The process of imbricating ICT innovation within the local context is viewed as a clash between local institutions and the ones carried by new Information Technologies. This clash is empirically examined in the case of TAXIS, the flagship Information Technology project of the Greek government in the mid 1990s. TAXIS’s implementation has been strongly supported by both the political system and Greek society. Nevertheless, ICT innovation did not trigger radical changes in taxation. Instead, it was infused by strongly engrained political practices which resulted in the implementation of an Information System functional yet unable to support radical tax reform.

Regional Australia continues to be the recipient of public programs premised on assumptions about the benefits of Information and Communications Technologies (ICTs) related development, at the same time as it is experiencing a reduction in basic services and problems associated with the digital divide. From a research perspective, these circumstances pose challenges on how to evaluate meaningfully the impacts of ICTs on regional development. These challenges are compounded by the considerable confusion that exists over what is meant by regional development, how it can be achieved, and how to measure and evaluate the role ICTs play in reviving and sustaining regional communities. The exploratory research reported in this chapter examines the issues surrounding what is meant by ICT-related development in a regional context. It also explores the usefulness of multiple measures, as opposed to single measures, to describe what in reality is a very complex process. In this context, the chapter outlines the preliminary development of, and the rationale behind, a holistic approach for evaluating the role of ICTs in regional development, based on insights generated from ongoing research in Tasmania. The role of ICT … in economic growth and social change has received considerable attention in recent years [but] … reliable and comprehensive indicators are needed to track developments in new information technologies and understand their impacts on our economies and societies. Cyberfeminism is a woman-centered perspective that advocates women’s use of new information and communications technologies for empowerment. This paper explores the role of information technologies, in particular the role of social media, in empowering women entrepreneurship in emerging economies via increased social capital and improved self-efficacy. A conceptual model is offered and propositions are explicated.

The function of research and promotion is not unique only to museums and libraries, but also to archives, because these institutions’ activity is aimed to public needs. Nowadays greater importance is given to the archives communication. Communication with public is one of the components of the archive image. Archives cooperate to a much greater extent with public, informing people and making people aware of national documentary heritage. The archives cooperation with educational institutions and teachers is positively regarded. The important direction of the Latvian National Archives activity is the document digitization in order to expand access to documents. Therefore, with the possibilities of new information technologies, the archive becomes more open. Most recently the important role of archives activity was only documents accumulation for evaluation and preservation. Until 21st century there was not a wide access to the archival records, therefore archives pedagogy is a new branch in Latvia.

The article discusses modern forms and methods of bibliographic activity in libraries. The role of modern information and communication technologies is explained. The information society places new demands on all social and communication institutions, including the activation of the formation of electronic document space, libraries and bibliographies. It is noted that the information society, the activation of the formation of electronic document space, puts new demands on all social and communication institutions, including libraries and bibliographies. New information technologies allow to significantly expand, deepen and diversify all forms of information and bibliographic services, which makes them faster, more efficient and more convenient. At the same time, it is explained that with the application of digital technologies, the category of information and bibliographic services is becoming a daily information service used by any reader of any library. Electronic catalogs are becoming powerful information systems to support the work of libraries and perform large-scale tasks.
