he article presents an analytical review of the All-Russian Library Congress, held in Vladimir — the Library Capital of Russia 2018 — on 12—18 May 2018. The Congress was devoted to the theme “Ba-sing on the Past, We Build the Future. The Role of Cultural Heritage in Transforming the Librarianship in Russia”. The Congress held an open Discussion on the concept of librarianship development in the Russian Federation; it adopted the Guidelines on local lore activities for public libraries of the Russian Federation and approved the Regulations on the Council for Professional Qualifications in the Field of Library and Information Activities, planned for creation under the Russian Library Association. The Congress worked in various formats: pre-session events, plenary sessions, section meetings by library types and activity areas, and special events. The 19th Exhibition of Publishing Products, New Information Technologies, Goods and Services complemented the Congress. The Congress determined Tula to be the Library Capital of Russia 2019.

On 16—20 May 2021, the All-Russian Library Congress: XXV Anniversary Annual Conference of the Russian Library Association (RLA) was held in the Library Capital of Russia for 2020/2021, Petrozavodsk (Republic of Karelia), with the support of the Ministry of Culture of the Russian Federation and the Government of the Republic of Karelia. The theme of the Congress was “Library 2030: Building the Future Today”. For the first time, this forum was held in a hybrid format, i.e., both offline and online, while all the events were streamed online, which made it possible to expand the audience reach. The strategic goals of the Congress were to identify the main trends in the development of librarianship and to form the image of the library of the future. Consequently, many speakers focused on the pivotal document for the library field “The strategy for the development of librarianship in the Russian Federation until 2030”, approved in 2021. In addition, the participants deliberated the draft of the new professional standard “Specialist in library and information activities”. The plenary and sectional sessions involved the discussions on the development of libraries of various types, the library profession in the modern world, etc. The Congress was accompanied by the XXI Exhibition of publishing products, new information technologies, goods and services, which was also organised in a hybrid format. At the final plenary meeting, the results of the elections of the President of the RLA and the members of the RLA Board for 2021—2024 were announced. M.D. Afanasyev was elected President of the RLA for a second term. One of the important outcomes of the Congress was the adoption at the final plenary session of the RLA normative and advisory act “Methodological recommendations for the formation of basic standards for the provision of public libraries services in the constituent entities of the Russian Federation”. Nizhny Novgorod received the status of the Library Capital of Russia for 2022, and it is going to host the XXVI All-Russian Library Congress next year.

The main results of surveys of the population of the Russian Federation on the use of information technologies and information and telecommunication networks for the period from 2014 to 2016 have been described. An analysis of the population’s use of the Internet, including in terms of gender, age, place of residence has been made. Particular attention has been paid to the study of the use of the Internet for the purchase, ordering of goods and services. The article characterizes the most popular goods and services ordered by the population via the Internet. The use of the Internet for the purpose of interaction with public authorities and local self-government has been considered. This paper pays attention to using by our population of the Single portal of public services of the Russian Federation.

The article provides an analytical review of the experience of foreign countries in the creation of industrial parks and shows their role in the economy of individual regions, each individual state. The importance of the creation and development of industrial parks as an institution for the development of industrial and innovative production in the economy of the Russian Federation is indicated. The main problems of the development of industrial parks in the Russian Federation and methods of their solution are considered. The conclusion is made about the current level of development of the institute of industrial parks as a driver of economic growth in the Russian Federation.

The purpose of the work is to determine the mechanisms of digital mobilization of the party electorate in the Internet. This problem is being updated due to the increasing popularity of the protest agenda among the population of the country, the pandemic of coronavirus infection and, as a result, the popularization of Internet resources, the change in the ways of obtaining new information among Russians in the 20s of the XXI century. As part of the study, the author conducted an expert interview of party workers, SMM-specialists, representatives of the scientific community. Also, the groups of United Russia and the Communist Party of the Russian Federation were monitored in VKontakte for the tonality of information and the mechanisms of citizen mobilization presented, using content analysis. As a result of the analysis, the author came to the opinion that the feature of modern digital mobilization in 2021 is the pedaling of «covid» issues. The author identifies two modes of the tonality of mobilization: creative, based on party projects and volunteer movement, and protest, which is based on collective actions against the policies of the party in power. The paper draws conclusions according to which in 2021 the role of social media has changed, if earlier they acted more for the dissemination of information, then in modern realities within the framework of this topic they are used as tools for uniting people and motivating them to collective actions, whether it is voting or taking to the streets (rallies, marches, demonstrations).

В данной лекции содержится теоретико-практический материал, отражающий дискуссионные вопросы внедрения цифровых технологий современной науки криминологии в Российской Федерации. Специально показывается, что развитие цифровых технологий предъявляет повышенные требования к обеспечению деятельности следователей при использовании цифровых технологий: при доказывании юридических фактов; оптимизации процессуальных и управленческих процессов, как на стадии возбуждения уголовного дела, так и в ходе расследования преступления; решении проблем, возникающих при внедрении новых информационных технологий в правоприменительную практику. Автор предлагает внимательно проанализировать действующую нормативную правовую базу с целью ее корректировки в направлении повышения эффективности использования цифровых технологий в современной криминалистике. This lecture contains theoretical and practical material, reflecting the debatable issues of the introduction of digital technologies of the modern science of criminology in the Russian Federation. It is specially shown that the development of digital technologies imposes increased requirements for ensuring the activities of investigators when using digital technologies: when proving legal facts; optimization of procedural and managerial processes, both at the stage of initiating a criminal case and during the investigation of a crime; solving problems arising from the introduction of new information technologies into law enforcement practice. The author proposes to carefully analyze the current regulatory legal framework in order to correct it in the direction of increasing the efficiency of using digital technologies in modern criminology.

The modern stage of development of society is characterized by the increasing role of the information sphere. The information sphere is a set of information, information infrastructure, entities engaged in the collection, formation, distribution and use of information, as well as a system of regulation of public relations arising in this process. The expansion of the areas of application of information technologies, as a factor of economic development and improvement of the functioning of public and state institutions, at the same time generates new information threats. The situation is significantly complicated by the confrontation between the Russian Federation and the West, which directly affects the sphere of national interests of the Russian Federation and poses a direct threat to the national security of the country, the key element of which is information security. There is a constant growth of computer attacks on Russian information resources, the number of attacks has increased significantly in recent years. At the same time, the methods, means and tactics of such attacks are being improved, and their intensity directly depends on the current international situation. Terrorist and extremist materials are openly distributed in the global network. The number of crimes committed with the use of information technologies, for example, illegal penetrations into the corporate networks of state and credit and financial institutions, has increased. The article analyzes the requirements for the security of important objects of critical information infrastructure of the Russian Federation. It is shown that they should be performed at all stages of the life cycle during the creation (modernization), operation and decommissioning of a significant object.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.

This article reveals the problem of the role of the religious factor in the formation of the value orientations of the military personnel of the Russian army from its inception to the present state. In the article, the author reveals the significance of the Church in the formation of the value orientations of military personnel. The problem of religious situation in foreign armies is considered. The article presents data from sociological studies confirming the increase in the number of religious servicemen in the modern Armed Forces. The concept of “religious factor” is revealed. The author suggests considering the influence of the religious factor on the formation of value orientations through the functions of religion. The article provides examples of the influence of religion on the formation of value orientations of military personnel from the time of the Baptism of Russia to the present. Examples of writers of Russian classical literature about the influence of religion on the morale of troops are given. Examples of religious participation in major battles and wars of the past years are shown. The significance of the religious factor in uniting the people and the army is shown. The work of officials of the Ministry of defense of the Russian Federation in strengthening values among military personnel in modern conditions is demonstrated. The role of the Minister of defense of the Russian Federation, General of the army S.K. Shoigu in strengthening the faith of the Russian army is outlined. Issues related to the construction of the Main Temple of the Armed Forces and its impact on the public masses were discussed. In this study, the author aims to show the significant role of religion in the formation of value orientations in Russian military personnel. The analysis shows an increasing role of religion in the minds of military personnel in modern conditions.
