AbstractIn the 1990s, Japan officially launched its first legal-assistance projects in Asia, becoming the first Asian donor to offer bilateral assistance in the legal field in the post-Cold War profileration of rule-of-law assistance movements. This paper reviews the process of re-shaping the Overseas Development Assistance (ODA) policies in Japan leading up to the adoption of the ODA Charter in 1992 and its subsequent amendments which underlie the changes in importance and relevancy of legal assistance in the overall Japanese foreign-aid policy over the years. The paper also argues that Japan’s rule-of-law assistance projects were initially launched with pragmatic considerations but had to be continuously justified for their sustainability with increasingly sophisticated philosophical foundations and practical responses to respond to the changing trends of international co-operation and national political pressures.

There is nothing more fundamental to Africans who are concerned with the future of the African continent than the issues of democracy, human rights, good governance, and the rule of law. These basic human liberties, among other concerns, constitute the central driving force behind what is often referred to as Africa’s “second liberation.” The primary purpose of this article is to assess the Clinton administration’s role in this second liberation, particularly in terms of its involvement in issues of democracy and human rights. This assessment is offered from the perspective of an individual who has been directly involved in the prodemocracy and human rights movement in Kenya. This article focuses on whether the Clinton administration’s policies are still heavily influenced by classic U.S. conceptions of realpolitik, or if enlightened leadership more in line with a neo-Wilsonian idealpolitik—as official rhetoric suggests—has permitted a fundamental departure in favor of a more coherent and tangible democracy and human rights foreign policy stance in the post-Cold War era.

Chapter 4 examines the transatlantic political space, with special attention to the rise of populism. Particularly since 2016, analysts have been obsessed with the dawn of a new era of post-truth politics and illiberal democracy. Refusing such pessimism, the chapter asserts that the rise of transatlantic populism is part and parcel of the reshuffling of democratic politics after 1989, when labels like “left” and “right” no longer carried the meaning they once had. Moreover, the transatlantic nature of populism—like the rise of the so-called Third Way in the 1990s—speaks volumes of the degree of interconnectivity between Europe and America in the post–Cold War world. While each country’s domestic politics can be idiosyncratic, the “macro” trends have grown increasingly similar in the past three decades. There is, the chapter contends, a transatlantic political space in which ideas resonate and “travel” at increasing speed.

AbstractThis paper examines a new trend in Japan's Official Development Assistance (ODA) policy that emerged at the end of the Cold War. In 1992, the Japanese government adopted the "Official Development Assistance Charter," which obliged Japan to use its foreign aid to promote human rights, democracy, and freedom. Since the beginning of the 1990s, there have been cases when Japan imposed "human rights conditionalities" by increasing the amount of foreign aid to the recipient countries with good human rights records and reducing economic assistance to the countries with poor human rights practices. However, there remain doubts whether Japan is truly committed to use its aid power as leverage to ensure that democracy and human rights are respected by the governments of its aid recipients. This paper uses panel data analysis to examine whether the condition of human rights in aid-recipient countries has become one of the factors that influence Japan's ODA allocation. The findings reveal the lack of evidence to prove that the human rights condition in aid-recipient countries has influenced the allocation of Japanese aid.

With the end of the Cold War, much attention has been paid to the nature of the emerging new world order. By what criteria will power and influence be measured in this new era? Who will be the winners and losers? What types of allegiances will develop? Or is Francis Fukuyama's argument correct that, with the collapse of communism, we have reached the "...endpoint of man's ideological evolution" and thus "the end of history". Unlike Marx, who saw socialism at the end of humanity's arduous journey, Fukuyama tells us that the search is off because we have already arrived at our evolutionary destination: liberal capitalism...Other analysts envision less optimistic scenarios...One of the most popular scenarios over the past few years has been to anticipate growing tensions between the three main core powers: the US, Germany, and Japan... The first task of this paper, then, is to look at Germany within the context of the radically altered post-Cold War period... We argue that Germany, based on a multitude of factors which will be outlined below, is not now, nor will it ever become in the foreseeable future, a global hegemon... Indeed, as will be asserted in the second part of this paper, Germany will enter into a close alliance with the United States to form a reinvigorated trans-Atlantic marriage in which the common bonds of "culture and civilization" will replace a virulent anti-communism as the common vow.

How does the internal organization of a foreign aid donor affect its aid allocation decisions? Despite the voluminous literature on the political economy of foreign aid, little systematic scholarship exists on this topic. This paper analyzes the allocations of the International Development Association (IDA), the World Bank's lending arm for the poorest countries, to all eligible countries between 1977 and 2005. While factors such as a country's need and its policy environment have consistently impacted IDA's allocation decisions, other factors have changed in important ways. For example, IDA disbursements do not follow US aid disbursements in the post–Cold War period the way they did during the Cold War. And most strikingly, IDA's allocations have become tightly linked to debt owed to IDA's sister organization, the International Bank for Reconstruction and Development (IBRD). While IDA used to shy away from countries with higher debt to the IBRD, the last two decades have seen IDA engage in apparently defensive lending for the IBRD, lending more to countries with outstanding balances to that institution. The results suggest greater focus on the internal structures of donors would yield insight into their allocation decisions.

The end of the Cold War in 1991 brought about structural changes to the global geostrategic landscape but did not usher in a completely new era in East Asia. Unresolved issues remain, such as the division lines on the Korean peninsula and across the Taiwan Straits, simmering Sino-Japanese hostility, and continuing United States predominance in regional security. Against this background of the early 1990s, in “Building a Neighborly Community: Post-Cold War China, Japan, and Southeast Asia,” Diaojiong Zha and Weixing Hu examine the collective efforts of East Asian countries in forging a regional environment conducive to their security and development.

This chapter applies the theory of targeted development to foreign aid and analyzes bilateral aid allocation from 23 donors to 156 recipient for the period 1973–2012. The targeted development framework predicts that donors will use aid where it can most benefit themselves by decreasing negative spillovers from underdevelopment, and that this concern with spillovers will have grown as globalization has increased. The analysis shows that in the post-2001 period, donors give more aid to nearby countries and to those that are linked to themselves through trade, migration, or historical ties. These countries have an increased likelihood of transmitting spillovers to the donor state. This marks a change from the Cold War period, when non-development considerations were leading determinants of aid policy. The analysis also shows that donors alter the composition of aid based on the quality of governance in a recipient, consistent with an attempt to increase aid effectiveness.
