Control and Suppression in Sarnia’s Chemical Valley during the 1960s

During the 1960s, Sarnia was the wealthiest city in Ontario and the one with the dirtiest air. Its economy was dominated by Chemical Valley, the city’s petrochemical industry. Chemical Valley firms and executives were civically active, donating to public causes, dominating the local chamber of commerce, and working closely with provincial and municipal officials to ensure a friendly business environment. They also maintained a monopoly on information about local air pollution levels and were not required by government to adhere to clean air regulations. However, like the rest of the chemical industry at the time, Chemical Valley was exposed to an onslaught of negative publicity, raising the threat of regulation and loss of their control over emissions data and production processes. This article illustrates how economic elites in Sarnia prevented the problematization and regulation of air pollution. In doing so, it describes the actors in the policy system and examines its recourse to suppress dissent when activists sought to raise the air pollution issue.

In this article, we explore the links between city competitiveness and air pollution and business environment. Because competitive cities not only attract more productive firms but also facilitate their business, we choose to look at firm performance as a proxy for city competitiveness. We particularly focus on African firms because this region is developing fast, experiencing increasing pollution levels and the effects of agglomeration economies. We find two interesting results. First, the negative association between air pollution and firm performance can be seen at lower than expected levels of pollution. Second, the effects of capacity agglomeration on labor productivity growth are stronger compared to other regions. These findings suggest that cities in this region should address pollution issues soon, as they continue to grow fast and pollution levels are becoming an increasing concern.

The objective of this work was to evaluate the effects of pollutants on the abundance and diversity of Collembola in urban soils. The research was carried out in three parks (Cişmigiu, Izvor and Unirea) in downtown Bucharest, where the intense car traffic accounts for 70% of the local air pollution. One site in particular (Cişmigiu park) was highly contaminated with Pb, Cd, Zn and Cu at about ten times the background levels of Pb. Collembola were sampled in 2006 (July, September, November) using the transect method: 2,475 individuals from 34 species of Collembola were collected from 210 samples of soil and litter. Numerical densities differed significantly between the studied sites.The influence of air pollutants on the springtail fauna was visible at the species richness diversity and soil pollution levels. Species richness was lowest in the most contaminated site (Cismigiu, 11 species), which presented an increase in springtails abundances, though. Some species may become resistant to pollution and occur in high numbers of individuals in polluted sites, which makes them a good bioindicator of pollutants.

Animated by the contrast of rising prosperity and declining environmental quality in the 1960s, the modern environmental movement pushed local and state authorities and then the federal government to take responsibility for restoring and safeguarding the environment. Central to that expanded federal role was the establishment of science-based national air quality standards in the Clean Air Act of 1970. Economists too came to focus on pollution as a key threat to public welfare and laid the groundwork in the 1960s for what would become a politically compelling monetization of the costs of air pollution and environmental degradation. But whereas environmentalists tended to describe clean air as a natural right, to be secured regardless of the cost, economists approached clean air as a natural resource, to be managed for its measurable contributions to a monetized notion of public welfare.

This chapter reviews currents in theory with a focus on modernization and neoclassical statements of comparative advantage on the one hand, and structuralism, dependency, and other theories of underdevelopment on the other. The latter theories of underdevelopment hit their zenith in the policies of the import-substitution industrialization of the 1960s and 1970s. They were largely dismissed in the 1980s as the limits of import-substitution industrialization became apparent and as East Asia industrialized, undermining any argument that structural transformation was problematic in the periphery. This chapter theorizes that neither orthodox nor heterodox theories of structural transformation adequately explain the development of late developers because of the heterogeneity of contemporary capitalism. That said, heterodox theories, which coalesce around the nature of incorporation of developing countries into the global economy, do retain conceptual usefulness in their focal point, ‘developmentalism’, by which we mean the deliberate attempts at national development led by the state.

AbstractThe linguistic rights of Mirandese were enshrined in Portugal in 1999, though its “discovery” dates back to the very end of the 19th century at the hands of Leite de Vasconcellos. For centuries, it was the first or only language spoken by people living in the northeast of Portugal, particularly the district of Miranda do Douro. As a minority language, it has always moved among three dimensions. On the one hand, the need to assert and defend this language and have it acknowledged by the country, which proudly believe(d) in their monolingual history. Unavoidably, this has ensued the action of translation, especially active from the mid of the 20th century onwards, with an emphasis on the translation of the Bible and Portuguese canonical literature, as well as other renowned literary forms (e.g. The Adventures of Asterix). Finally, the third axis lies in migration, either within Portugal or abroad. Between the 1950s and the 1960s, Mirandese people were forced to leave Miranda do Douro and villages in the outskirts in the thousands. They fled not only due to the deeply entrenched poverty, but also the almost complete absence of future prospects, enhanced by the fact that they were regarded as not speaking “good” Portuguese, but rather a “charra” language, and as ignorant backward people. This period coincided with the building of dams on the river Douro and the cultural and linguistic shock that stemmed from this forceful contact, which exacerbated their sense of not belonging and of social shame. Bearing all this in mind, we seek to approach the role that migration played not only in the assertion of Mirandese as a language in its own right, but also in the empowerment of new generations of Mirandese people, highly qualified and politically engaged in the defence of this minority language, some of whom were former migrants. Thus, we aim to depict Mirandese’s political situation before and after the endorsement of the Portuguese Law no. 7/99.

In recent years, policymakers of urban agglomerations in various regions of the world have been striving to reduce environmental pollution from harmful exhaust and noise emissions. Restrictions on conventional vehicles entering the inner city are being introduced and the introduction of low-emission measures, including electric ones, is being promoted. This paper presents a method for scenario analysis applied to study the reduction of exhaust emissions by introducing electric vehicles in a selected city. The original scenario analyses relating to real problems faced by contemporary metropolitan areas are based on the VISUM tool (PTV Headquarters for Europe: PTV Planung Transport Verkehr AG, 76131 Karlsruhe, Germany). For the case study, the transport model of the city of Bielsko-Biala (Poland) was used to conduct experiments with different forms of participation of electric vehicles on the one hand and traffic restrictions for high emission vehicles on the other hand. Scenario analyses were conducted for various constraint options including inbound, outbound, and through traffic. Travel time for specific transport relations and the volume of harmful emissions were used as criteria for evaluating scenarios of limited accessibility to city zones for selected types of vehicles. The comparative analyses carried out showed that the introduction of electric vehicles in the inner city resulted in a significant reduction in the emission of harmful exhaust compounds and, consequently, in an increase in the area of clean air in the city. The case study and its results provide some valuable insights and may guide decision-makers in their actions to introduce both driving ban restrictions for high-emission vehicles and incentives for the use of electric vehicles for city residents.
