AbstractThis article examines the development of racially segregated Mexican rooms and Mexican schools in Wyoming during the Depression era. Working in concert with New Deal legislation, the segregation of Mexican children—regardless of US citizenship—in Wyoming was not just a matter of social practice and local custom, it became an expression of increased state and federal power that mirrored Jim Crow laws. Wyoming was not alone. The segregation of Mexicans also occurred in neighboring Colorado, Montana, and Nebraska. This article also discusses how, ultimately, public schools and schooling finalized the codification and institutionalization of Mexicans as a race of their own. In Wyoming, schools were the architects of the Mexican race. Furthermore, this unexplored area demonstrates that the segregation of Mexican children was not just a Southwest phenomenon but encompassed almost all of the US West.

This paper presents the highlights of the third annual edition of the BP Energy Outlook, which sets out BP’s view of the most likely developments in global energy markets to 2030, based on up-to-date analysis and taking into account developments of the past year. The Outlook’s overall expectation for growth in global energy demand is to be 36% higher in 2030 than in 2011 and almost all the growth coming from emerging economies. It also reflects shifting expectations of the pattern of supply, with unconventional sources — shale gas and tight oil together with heavy oil and biofuels — playing an increasingly important role and, in particular, transforming the energy balance of the US. While the fuel mix is evolving, fossil fuels will continue to be dominant. Oil, gas and coal are expected to converge on market shares of around 26—28% each by 2030, and non-fossil fuels — nuclear, hydro and renewables — on a share of around 6—7% each. By 2030, increasing production and moderating demand will result in the US being 99% self-sufficient in net energy. Meanwhile, with continuing steep economic growth, major emerging economies such as China and India will become increasingly reliant on energy imports. These shifts will have major impacts on trade balances.

Much has been written about the costs—and benefits--of migration--in terms of the costs to the US (or receiving regions) and of the benefits to migrants. Massey (2005) concludes that because (Mexican) immigrants pay taxes, they are not a drain on public services. In fact, migrants are less likely to use public services, and pay taxes for services they don’t use. Almost two-thirds have Social Security taxes withheld, only 10% have sent a child to public schools, and under 5% or have used food stamps, welfare, or unemployment compensation. They also pay sales taxes. In terms of criminality, Rumbaut and Ewing (2007) refute the myth that migrants bring crime. They find that Mexican immigrant men have a lower rate of incarceration (0.7%) than US born Latinos (5.9%) or for US born males (3.5%).

American society continues to be characterized by deep racial inequality that is a legacy of slavery and Jim Crow. What does justice demand in response? In this book, Andrew Valls argues that justice demands quite a lot—the United States has yet to fully reckon with its racial past, or to confront its ongoing legacies. Valls argues that liberal values and principles have far-reaching implications in the context of the deep injustices along racial lines in American society. In successive chapters, the book takes on such controversial issues as reparations, memorialization, the fate of black institutions and communities, affirmative action, residential segregation, the relation between racial inequality and the criminal justice system, and the intersection of race and public schools. In all of these contexts, Valls argues that liberal values of liberty and equality require profound changes in public policy and institutional arrangements in order to advance the cause of racial equality. Racial inequality will not go away on its own, Valls argues, and past and present injustices create an obligation to address it. But we must rethink some of the fundamental assumptions that shape mainstream approaches to the problem, particularly those that rely on integration as the primary route to racial equality.

Del Valle traces the history of the institutionalization of Spanish teaching and study and its effects on linguistic research’s position within Spanish departments. Shifts in approaches to the use of language in social practice, and the growing demands on language units to act as service departments for language learners, has isolated scholars in those institutional homes from broader integration into sociolinguistic research.

In 1887, T. Thomas Fortune published an editorial, “The Negro's Peculiar Work,” in the black newspaper theNew York Freeman, wherein he reflected on a recent keynote speech delivered by Reverend J. C. Price on 3 January in Columbia, South Carolina, to commemorate Emancipation Day. Price, a member of the Zion Wesley Institute of the AME Zion Church, hailed from North Carolina and his denomination considered him to be “the most popular and eloquent Negro of the present generation.” On the occasion meant to reflect on the meaning of the Emancipation Proclamation (which went into effect on 1 January 1863) for present-day African Americans, Price turned his gaze away from the US towards Africa. In his speech “The American Negro, His Future, and His Peculiar Work” Price declared that African Americans had a duty to redeem Africans and help them take back their continent from the Europeans who had partitioned it in 1884–85. He railed,The whites found gold, diamonds, and other riches in Africa. Why should not the Negro? Africa is their country. They should claim it: they should go to Africa, civilize those Negroes, raise them morally, and by education show them how to obtain wealth which is in their own country, and take the grand continent as their own.Price's “Black Man's Burden” projected American blacks as agents of capitalism, civilization, and Christianity in Africa. Moreover, Price suggested that African American suffering under slavery, failed Reconstruction, and Jim Crow placed them in a unique position to combat imperialism. He was not alone in seeing parallels between the conditions of “Negroes” on both sides of the Atlantic. Many African Americans, Afro-Canadians, and West Indians saw imperialism in Africa as operating according to Jim Crow logic: white Europeans would subordinate and segregate Africans, while economically exploiting their labor to bring wealth to Europe.

This chapter explores a queer all-male dance lesson for partnered sailors in the Fred Astaire–Ginger Rogers musical Follow the Fleet (1936), using archival research (scripts, Production Code Administration records) and comparative textual and contextual analysis. It raises the queerness of Rogers and Astaire before exploring two intersecting axes. The association of sailors with queer behavior and effeminate “pansies” occurs in military scandals, paintings, and Depression-era Hollywood films, including Sailor’s Luck and Son of a Sailor (both 1933). The queerness of male same-sex dancing arises in ballet and in film, including Suicide Fleet (1931). Various institutions criticized or attempted to censor such representations, but they also found acceptance. The US Navy, for example, wanted the comical dance lesson removed from Fleet; instead, it was only rewritten, suggesting the inability to remove queerness from culture and its essential role in mass entertainment.

Starting from a broad conception of politics - transcending the mere struggle for power, and identifying politics with a human-social practice that has the purpose of making possible the living together of groups and people - the article elaborates an equally broad concept of democracy that, not being restricted to its parliamentary or electoral meaning, is understood as a social practice that builds the free and peaceful coexistence of individuals and groups that assert themselves as historical agents. Taken then as a historical-cultural actualization through which takes place the construction of the historical man through the acquisition of culture, education has its political dimension highlighted precisely because of this ability to endow the human being with their historical and plural condition, due to which they necessarily have to live with other individuals and groups. By analyzing the dialogic and reinforcing character of the subjectivity of the educated, through which the authentic education must take place in order to be coherent with its function of builder of the historical man, the work seeks to bring forward the nature of the education process not just as political practice but also as an intrinsically democratic practice. Within this framework the article considers the implications of this political and democratic condition to the quality of teaching, to the school management practice, and to the studies in school management.

This article examines the border-crossing journalism of the Negro Digest, a leading African American periodical, published from 1942 to 1951. The first title produced by the Johnson Publishing Company, the Digest had an international focus that connected Jim Crow to racial oppression around the world. However, while the magazine challenged white supremacy on a local and global level, its patriotic tone and faith in American democracy occasionally restricted its global analysis of racism. Ultimately, the internationalism of the Negro Digest was quintessentially American – wedded to the exceptional status of American freedom and an overriding belief that the US could change the world for the better.
