Comparing Political Regions: The Case of California

One of the more fertile sources of data for systematic comparative political studies is in the regional differences that abound within political systems. When such differences are large and politically significant, explaining them becomes intriguing and important, especially if their causes cannot be found in the more familiar classes of socioeconomic variables.Our purpose here is to present a preliminary analysis of a widely discussed intrasystem political difference—that between Northern and Southern California. This regional split has received particularly wide attention since the 1964 Republican primary, when Senator Goldwater's landslide majority in the South overcame his resounding defeat in the San Francisco Bay Area and insured his presidential nomination. Attempts to explain this pronounced regional variation have generated propositions about the political consequences of those social and economic conditions thought to be characteristic of Southern California. Since that area's most striking feature is its continuous rapid growth and economic development, many writers have been led to speculate that anxieties resulting from such changes lead to ultraconservative political preferences. These propositions are of considerable interest to students of politics, since neither economic growth nor its presumed attitudinal consequence is unique to Southern California, nor, for that matter, to the United States. AVe will examine various explanations for California's regional variation, with special emphasis on propositions about economic growth. Our data are from the 1960 Census, 1964 and 1968 election returns, and a series of statewide sample surveys conducted during the 1964 campaigns.

In the 1970s, Japanese cooks began to appear in the kitchens of nouvelle cuisine chefs in France for further training, with scores more arriving in the next decades. Paul Bocuse, Alain Chapel, Joël Robuchon, and other leading French chefs started visiting Japan to teach, cook, and sample Japanese cuisine, and ten of them eventually opened restaurants there. In the 1980s and 1990s, these chefs' frequent visits to Japan and the steady flow of Japanese stagiaires to French restaurants in Europe and the United States encouraged a series of changes that I am calling the “Japanese turn,” which found chefs at fine-dining establishments in Los Angeles, New York City, and later the San Francisco Bay Area using an ever-widening array of Japanese ingredients, employing Japanese culinary techniques, and adding Japanese dishes to their menus. By the second decade of the twenty-first century, the wide acceptance of not only Japanese ingredients and techniques but also concepts like umami (savory tastiness) and shun (seasonality) suggest that Japanese cuisine is now well known to many American chefs.

"The largest number of Tongans outside of Tonga lives in the United States. It is estimated to be more than 70,000; most live in the San Francisco Bay Area. On several occasions during two visits to the US by my wife and I during 2004, we met workers who operate the only daily Tongan language radio programmes in San Francisco. Our organisation supplies the daily news broadcast for their programmes. Our newspapers— in the Tongan and Samoan languages— also sell in the area. The question of what are the fundamental roles of the media came up in one of our discussions..."

Asians and Asian Americans are the most suburbanized people of color in the United States. While Asians and Asian Americans have been moving to the metropolitan fringe since the 1940s, their settlement accelerated in the 1970s, 1980s, and 1990s. This was partly the result of relaxed US immigration policies following the 1965 Hart-Celler Act. Globalization and burgeoning transnational economies across the so-called Pacific Rim also encouraged outmigration. Whether it is Korean or Indian immigrants in northern New Jersey or Vietnamese refugees in suburban Houston, Asians and Asian Americans have shifted Americans’ understandings of “typical” suburbia. In the late 1980s, academic researchers and policymakers started paying closer attention to this phenomenon, especially in Southern California, where Asians and Asian Americans often clustered together in select suburbs. Sociologists, in particular, observed how greater Los Angeles’s economic, political, and built landscapes changed as immigrants and refugees—predominantly from Hong Kong, Taiwan, the Philippines, South Korea, India, and Vietnam—established roots throughout the region, including Orange County. Since then, other studies of heavily populated Asian and Asian American ethnic suburbs—or “ethnoburbs”—have emerged, including research on New York City, Boston, and Washington, DC. Nonetheless, scholarship remains focused on Southern California, the San Francisco Bay Area, and other hubs of the metropolitan West Coast. Research and scholarship on Asians and Asian Americans living in the suburbs has grown over the last decade. This is partly a response to demographic shifts occurring beyond the coasts. Moreover, geographers, historians, and urban planners have joined the discussion, producing critical studies on race, class, architecture, and political economy. Despite the breadth and depth of recent research, literature on Asian and Asian American suburbanization remains limited. There is thus much room for additional research on this subject, given a majority of Asians and Asian Americans in the United States live outside city limits.

Since 1998, carsharing organizations in the United States have experienced exponential membership growth, but to date there have been only a few evaluations of their effects on travel. Using the results of focus groups, interviews, and surveys, this paper examines the change in travel among members of CarLink–-a carsharing model in the San Francisco Bay Area, California, with explicit links to transit and suburban employment–-after approximately 1 year of participation. The demographic and attitudinal analyses of CarLink members indicated that the typical member ( a) was more likely than an average Bay Area resident to be highly educated, in an upper income bracket, and professionally employed and ( b) displayed sensitivity to congestion, willingness to try new experiences, and environmental concern. Some of the more important commuter travel effects of the CarLink programs included an increase in rail transit use by 23 percentage points in CarLink I and II; a reduction in driving without passengers by 44 and 23 percentage points in CarLink I and II, respectively; a reduction in average vehicle miles traveled by 23 mi in CarLink II and by 18 mi in CarLink I; an increase in travel time and a reduction in travel stress; a reduction in vehicle ownership by almost 6% in CarLink II; and reduced parking demand at participating train stations and among member businesses. The CarLink travel results are compared with those of neighborhood carsharing models in the United States and Europe.

The San Francisco Bay Area (Bay Area) leads the United States and California in the rate of electric vehicle (EV) adoption. However, EVs only represent 3% of vehicles driving on Bay Area roads. Widespread EV adoption requires that all Bay Area residents participate in the EV revolution regardless of demographics or geography. Equitable access to EVs will ensure that all Bay Area residents benefit from improved air quality, lower fuel and maintenance costs, and a better driving experience. Below, we delve into the unique EV market in the Bay Area and present information and insights from the Bay Area Air Quality Management District’s (Air District) EV programs.

Halifu Osumare presents a regional history of African dance in the United States, focusing on the Oakland-San Francisco Bay Area from the 1960s to the present. Beginning with the first cohort of local Dunham-trained dance instructors in the 1950s and 1960s to more contemporary instructors hailing directly from the African continent. She analyzes how African and African diasporic dance traditions became important fixtures in the Oakland-San Francisco Bay Area, becoming powerful tools in teaching social justice through various community programs and dance companies that extended from Ghana, the Congo, Senegal, and Liberia into that region. Osumare’s research traces the formation of artistic lineages, while offering insights about the local impact of African dance instruction as a narrative history of how the Bay Area became a regional powerhouse in the African dance field.

Abstract A method discussed in Gibbs, Boore, et al. (1994) was applied to surface-source, downhole-receiver recordings at 22 boreholes, in the San Francisco Bay area in central California and the San Fernando Valley of southern California, to determine the average damping ratio of shear waves over depth intervals ranging from about 10 m to as much as 245 m (at one site), with most maximum depths being between 35 and 90 m. The average damping values range from somewhat less than 1% to almost 8%, with little dependence on grain size for sites in sediments. Surprisingly, the average damping values for sites with average velocities greater than about 450  m/s, including, but not limited to rock sites, are generally larger than for sites with lower average velocities. The combined effect of the higher damping and shorter travel times through the rock columns, however, leads to an effective attenuation that is generally comparable or smaller than for soil sites.

In the Fall of 2014, Black Lives Matter protests erupted across the United States and the San Francisco Bay Area became the site of nightly demonstrations that deployed a range of disruptive practices and direct actions. The content and style of these protests reflected both the national political issues raised by the Black Lives Matter movement, and highly local and regional struggles over gentrification and displacement. In this article, I analyze these protests in relation to the regional political economy of the tech-industry, the real estate booms, and the attendant ‘eviction epidemic’ in the region. In doing so, I lay out an analysis of the relationship between policing and gentrification in the Black Lives Matter protests in the Bay Area. In the first section, I analyze the regional political economy as the context in which these protests must be understood. In a second section, I argue that the protests created a regional protest geography that, in turn, was met by a regionalized repressive security state. Finally, I read the disruptive practices deployed by these protests as a series of complex and sophisticated contestations which embodied connections among policing, gentrification, and the regional political economy. As such, the Black Lives Matter protests produced an intersectional analysis and can be read as a regional uprising aimed to disrupt the security state.

In the San Francisco Bay Area, Seattle, and Los Angeles, urban development decreased the poor's access to water and marine resources. Modernization in these cities either reduced services to the poor and to ethnic minorities, be they Native Americans,Asian Americans, or Hispanic Americans, or diminished these groups' ability to supplement their incomes by fishing or foraging. Industrial development, shipping channels, and sewers all contributed to a larger pattern of environmental racism and environmental inequity in the United States. This forum contributes to the study of environmental justice by exploring how marginalized peoples adapted to urban growth and the reallocation of resources in the late nineteenth and early twentieth centuries.
