Concepts and Analytical Techniques of Administrative PhenomenaAmong the phenomena inherent in administrative activities, four key categories may be distinguished: (1) the “duties” of the administration which give rise to whole families of activities and operations; (2) administrative “roles” which facilitate execution of these duties and provide the functional means for their execution; (3) administrative “organs” or institutions, charged with exercising the executive powers and which organize the agents assuming various administrative roles; and (4) the administrative “process” or information exchange circuits which inter-connect administrative duties, roles, and organs.It is argued that the roles emerge from the type of operation, that the organs are, in several forms, postulated by the types of roles, and that the administrative processes are brought into being by the differing outcomes of the work of the administrative organs. We have here the embryo of a structural-functional theory of administration.The thesis is presented throughout as a method of analysing the organization and operation of administrative institutions and as a means which may be used for reforming them. Such an analytical system could serve as a bridge facilitating comparative analysis of different administrative institutions and as the administrative element of a general theory of politics.

The paper is devoted to a comparative analysis of payment systems using electronic technologies in the implementation of money transfer services in Russia and abroad. A comparative analysis of payment systems in the UK, USA, France, Switzerland with Russian payment systems is carried out, electronic information exchange systems used in national payment systems of states are considered. The importance of the mentioned system for wholesale payment systems in any country of the world is noted. The author makes conclusions on progressive electronic payment management systems in the Russian Federation.


A pyrazole integrated pyrimidinetrione 6 has been synthesized and its structure has been established employing physical and analytical techniques such as IR and NMR spectroscopy. Further, density functional theory studies such as geometry optimization, FMOs, MEP, Mulliken population and NLO analyses of the synthesized compound 6 have been carried out using DFT – B3LYP [6-311++G(d,p)] method and the results obtained have been discussed.

The study has been focused on the comparative analysis of various analytical techniques for the injection of samples applied to detect the additives with flavouring potential that are used to obtain illicitly the "Muscat" and "Isabela" wines, by implementing the GC/MS method with injection of liquid samples directly into the capillary column, using the "Head-space" method and the solid phase microextraction (SPME).

For more than a decade the Institute of Geological Sciences has carried out large-scale geochemical analysis in pursuit of mineral exploration and regional geochemical reconnaissance programmes for the Department of Industry. Over this period an XRF analytical system has been developed to meet part of this requirement for multielement data. The elements of interest range from the fourth period to uranium, and have become more numerous as exploration and analytical techniques have expanded. In particular, additions have been made of those elements such as arsenic, molybdenum and tungsten which are more difficult of determination by conventional methods.

Purpose of the study: Sociological analysis of the university education digitalization; identifying the evaluative positions for the educational process agents; study of motivational factors for applying to online courses; comparative analysis of evaluative positions in terms of information exchange effectiveness in the digital learning environment and education quality. Methodology: We utilize sociological survey and comparative analysis to identify significant motivations of agents, to evaluate the quality of education by criteria of freedom of choice, preference for the learning format, individualization of the educational route. The empirical base consists of sociological data obtained by online and offline questioning. Principal Findings: The revealed trends of diversity and target conjugation in the university educational environment agent’s positions reflect the institutional shifts in the educational system. These bring about changes in the social role repertoire, the revision of norms and values in the context of the rapid growth of digital practices. Applications of this study: The study results can serve as a basis for improving the university's educational policy and technologies for information support of the educational process. Identifying the problem points of agency and their target conjugation seems to be a tool of social technology to achieve the effectiveness of digital education. Novelty of this study: We give accent to multi-agent approach in the study of distance learning, a comprehensive assessment of information exchange and motivational factors of interacting agents in the university educational environment, education quality evaluation by the criterion of meeting the expectations of students, teachers and administration in the context of learning environment digitalization.
