Policy Work in Multi-Level States: Institutional Autonomy and Task Allocation among Canadian Policy Analysts

Abstract. Despite all the attention paid to the topic of policy analysis as a conceptual endeavour, empirically, the actual work of policy analysts is little investigated and little known. This is true generally of most countries and jurisdictions but it is most acute at the subnational level of government in multilevel states. Recent work in Canada, however, based on comprehensive surveys of analysts of provincial and territorial policy, on the one hand, and regionally and Ottawa-based federal policy workers on the other, has found many similarities with national-level work but also significant differences. This work has highlighted differences in the distribution of tasks across jurisdictions—mainly the extent to which policy work involves implementation as well as formulation-related activities—as key distinctions found in policy work across levels of the Canadian multilevel system. This article uses frequency and principal components analysis (PCA) and structural equation modeling (SEM) to probe these dimensions of policy work. It shows provincial and territorial analysts to be similar to regionally based federal workers in task allocation, undermining a straightforward depiction of differences in policy work by level of government. The extent of autonomy enjoyed by policy workers in different jurisdictional venues, both from internal actors and those outside of government, is shown to be the key driver of differences in policy work across levels of government.Résumé. Malgré toute l'attention accordée au thème de l'analyse politique comme un effort conceptuel, empirique du travail réel des analystes des politiques est peu étudié et mal connu. Ceci est vrai en général de la plupart des pays et juridictions, mais est le plus aigu au niveau sous-national de gouvernement dans les États multi-niveaux. Des travaux récents au Canada, cependant, basée sur des enquêtes complètes des provinces et des territoires, d'une part, et régional et basée à Ottawa analystes de la politique fédérale, d'autre part, a trouvé de nombreuses similitudes avec le travail au niveau national mais aussi des différences significatives. Ce travail a mis en évidence des différences dans la répartition des tâches entre les administrations – notamment la mesure dans laquelle le travail politique consiste à la mise en œuvre ainsi que la formulation des activités liées – comme les distinctions clés trouvés dans le travail politique à travers les niveaux de l'canadienne système multi-niveau. Cet article utilise la fréquence et analyse en composantes principales (ACP) et la modélisation par équations structurelles (SEM) pour sonder ces dimensions du travail politique. Il montre les analystes provinciaux et territoriaux à être semblables à l'échelle régionale basée sur les travailleurs fédéraux dans la répartition des tâches, minant une représentation directe des différences dans le travail politique, par niveau de gouvernement. Le degré d'autonomie dont jouissent les travailleurs dans les différents lieux de la politique juridictionnelle – à la fois par des acteurs internes et ceux de l'extérieur du gouvernement – se révèle être le principal moteur de différences dans le travail politique à travers les niveaux de gouvernement.

PurposeThis paper aims to propose user experience sharing (UES) as a customer-based initiation of value co-creation pertaining to service provision, which represents customers’ level of effort made for the direct benefit of others in their service network. The authors propose and empirically examine a user experience sharing model (UESM) that explicates customer-to-customer (C2C) UES and its impacts on firm-desired customer-based outcomes in online communities.Design/methodology/ApproachBased on an extensive review, the authors conceptualize UES and UESM. By using online survey data collected from mobile app users in organic online communities, the authors performed structural equation modeling analyses by using AMOS 24.FindingsThe results support the proposed UESM, showing that C2C UES acts as a key driver of both firm-desired customer efforts and customer insights. The results also confirmed that service-dominant (S-D) logic-informed motivational drivers exert a significant impact on C2C UES. Importantly, C2C UES mediates the relationship between S-D logic-informed motivational drivers and firm-desired customer-based outcomes.Originality/valueThis study offers a pioneering attempt to develop an overarching concept, UES, which reflects customers’ initiation of value co-creation, and to empirically examine C2C UES. The empirical evidence supports the key contention that firms should proactively facilitate C2C UES.

Purpose This paper aims to conduct two studies to investigate shared leadership and team creativity (TC) in leaderless short-term project teams (STPTs). Design/methodology/approach To answer the research question, this paper used a multi-level mixed-methods design. This paper analyzed video recordings, transcripts of STPTs’ collaboration and self-report surveys from an international engineering competition. In Study 1, this paper attempted to connect relation-oriented shared leadership (ROSL) and task-oriented shared leadership (TOSL) with TC by coding video recordings. In Study 2, this paper further investigated the proposed positive relationship between shared leadership and TC by surveying a sample of 166 students in 51 teams. Findings In Study 1, this paper found that shared leadership covaries with TC following a similar behavioral pattern. In Study 2, multi-level structural equation modeling results suggested that both TOSL and ROSL are positively correlated with TC. Originality/value In this mixed-methods multi-level research, this paper found that when the team’s shared leadership increases, their TC activity becomes frequent. This paper confirmed the qualitative finding by quantitatively investigated the relationship between shared leadership and creativity at the team level.

Purpose Previous literature has reported inconsistent findings regarding the impact of uncertainty avoidance (UA) on intercultural experiences. This includes positive, negative and insignificant associations between UA on the one hand and cosmopolitanism or comfort with intercultural service encounters (ICSE) on the other hand. The purpose of this paper is to participate in addressing these contradictions. More specifically, this study examines how UA affects expatriate cosmopolitanism as well as approach of service environments patronized by local customers by introducing two moderators: national identification and perceived discrimination. Design/methodology/approach The authors propose a conceptual model based on the results of a literature review. The authors test it with survey data collected from Indian expatriates (n=341) living in Qatar, using structural equation modeling. Findings The results corroborate the moderating role of national identification. Under low identification, expatriate consumers engage in a prospective form of uncertainty management, leading them to adopt a more cosmopolitan stance. Under high identification, their uncertainty plays an inhibitory role, reducing their cosmopolitanism and negatively affecting their approach of service places patronized by local consumers. Perceived discrimination did not moderate the impact of UA as expected on either cosmopolitanism or approach. Originality/value This paper extends the prior research on UA by testing how two moderators could activate either a prospective or an inhibitory form of uncertainty. It also contributes to research on ICSE, by focusing on customer-to-customer interactions in a multicultural marketplace.

The main goal of this study was identify the impact of Self-Efficacy on the performance of team sports players in Sri Lanka. Mainly it was focused to measure self-efficacy belief of team players and the experimental variable of the study was perceived performance. The study utilized a likert scale questionnaire which had been adopted from literature to obtain data for the study. The research model was tested using 308 subjects comprised of national level team players. Data were analyzed using SPSS and structural equation modeling with AMOS. Self-efficacy has proven to have a noticeable impact on subjective performance of the players. The recommendations included the strategies which can be utilized to enhance the self-efficacy belief of the players.

The effects of traffic congestion on travel behavior are complex and multidimensional because they are related to various factors such as density, land use patterns, network connectivity, and individual preferences. Traffic congestion is a phenomenon that not only affects transportation systems but also influences commuters’ quality of life and population mobility. The present research aims to analyze the effects of traffic congestion on individuals’ travel behaviors, addressing both direct and indirect effects of congestion on vehicle miles traveled (VMT) per driver by implementing structural equation modeling (SEM) techniques. In addition to the causal analysis between traffic congestion and VMT, this study examined the complex relationship between an individual’s socioeconomic characteristics, the built environment, congestion, and VMT. Measuring local congestion at a national level is also a key contribution of this research. This study used the same methodology as the Texas A&M Transportation Institute to compute a road congestion index and quantify local congestion for 93,769 drivers within 337 metropolitan areas. Our findings suggest that congestion is the main driver of VMT reduction. The findings also confirm that residents in compact development regions have lower daily VMTs because of the proximity of origins and destinations in denser areas with higher job–population balances. Therefore, rather than expanding highway networks, public transit investment might address traffic congestion more efficiently—not only by providing residents with more equitable and sustainable means of transportation, but also by encouraging people to reside in more compact and location-efficient areas.

Organizational cynicism has been a topic of discussion and debate among employees and top management. The purpose of this study is to find out the relationship between organizational cynicism and organizational pride. Precisely, the objectives are to identify and measure organizational cynicism among employees in industrial organizations; to determine and measure the degree of organizational pride among employees in industrial organizations and to study the effect of organizational cynicism on the organizational pride of employees in industrial organizations. In this empirical research, the study population was employees of industrial organizations of Oman. Using a purposive sampling technique, nine industrial organizations from Oman were picked. With the help of structured questionnaire, data from 350 respondents was obtained. Structural equation modeling was used through Amos version 25.0 for data analysis. The results reveal that the two dimensions of organizational cynicism (affective cynicism and behavioral cynicism) have a significant and negative impact on emotional pride, while cognitive cynicism does not significantly effect emotional pride. The study results indicate that the one dimension of organizational cynicism (affective cynicism) has a significant impact on attitudinal pride, while the rest of the other dimensions (cognitive cynicism, behavioral cynicism) do not have a significant effect on attitudinal pride. The limitations and implications of the research are also discussed.

In contrast to the many studies in the business setting, few sport scientists have studied the predictors of athletes’ perception of justice. The present research aimed to determine the role of the interpersonal style of coaches (autonomy support) in enhancing perceived justice and its impact on satisfaction and performance. More precisely, two independent studies examined whether perceived justice mediated the relation between autonomy support on the one hand and athletes’ satisfaction and their self-rated progression on the other hand. In Study 1, female team dancers ( N = 145) completed questionnaires assessing autonomy support, justice, and satisfaction. In Study 2, male handball players ( N = 102) completed the same questionnaire extended with self-rated progression. Structural equation modeling revealed a positive link between athletes’ perceived autonomy support of the coach and perceived justice. Subsequently, procedural-interactional justice predicted higher levels of satisfaction and self-rated progression, while a significant indirect effect was found from autonomy support to satisfaction. Measurement and path invariance tests showed that the measurement scales and structural models were invariant across both samples. These findings signify the importance of autonomy support and perceived justice to optimize team athletes’ satisfaction and consequently their progression.

Purpose The purpose of this study is to determine the relationships between technology transfer, innovation and firm performance. Design/methodology/approach The relationship between technology transfer, innovation and firm performance is examined by using data obtained from 252 Turkish export firms, which are among the top 1,000 firms in terms of export volume in Turkey. To examine these relationships, a theoretical framework is empirically tested using structural equation modeling and tested via an empirical study of Turkish export companies. Findings The results of this study can benefit policymakers in government at the national level and company decision-makers at the firm level. Furthermore, an understanding of the relationship between technology transfer, innovation and firm performance may help firms to make correct technology transfer decisions and focus on the correct type of innovation to increase firm performance in practice. The findings indicate the positive effects of technology transfer on innovation and firm performance. In addition, innovation mediates the relationship between technology transfer and firm performance in Turkish export companies. This study suggests that decision-makers should transfer the right technology because well-realized technology transfers lead to the improvement of corporate innovation capacities and improvement of firm performances for export companies. Originality/value There is no study that fully examined the relationship between technology transfer, innovation and firm performance. The proposed literature-based theoretical framework in this study is novel for Turkish export companies.

Rapid developments in present age on the one hand, and the conditions prevailing national firms and presence in the international arena on the other hand requires considering necessary strategies to compete in the global arena. In order to survive in this competitive era, organizations must think about reducing response times and improving flexibility in performing tasks. Doing so requires the creation of entirely new form of organization. On this basis, moving an enterprise towards agility as a new approach in the path to change is vital.The purpose of this article is to explore the level of organization agility and propose a comprehensive model for Nir Pars Company. This is an applied, descriptive-correlation research, conducted by survey methodology. A collection of 400 experts and managers of different organizational levels of Nir Company were chosen as the statistical population of the study and a batch of 240 persons were chosen by simple random sampling. Library method was used for data gathering to form the theoretical foundations of the research, and we used our own questionnaire to confirm or refute the research hypotheses; which has the required reliability and validity (Cronbach's alpha coefficient of 0.964). To explore the relationships between the elements of the Model, factor analysis and structural equation modeling techniques were used. According to achieved results, the organization agility exceeds 0.80(for all parameters of the model).
