IT IS NOT SO EASY TO DETECT THE SPECIFIC FEATURES OF THE Helvetian model in the Switzerland of today. They should rather be sought in what has made Switzerland what it is in seven centuries of the association of different communities, often disunited, fiercely determined to maintain their own sovereignty and independence. Switzerland was born from the conviction that only a system of collective security would in the long term assure to each community the liberty to which all aspired. It was a double liberty: that which was threatened by external aggression, and that which had to be preserved against interference from those which one was committed to succour. For, in binding themselves, from the second half of the thirteenth century, by successive treaties of alliance, the first confederated cantons in no way surrendered their own liberties.The system of collective security thus set up in the thirteenth century was the cornerstone on which Switzerland was built, its spinal column. The engagements formed in the pact of 1291 were set out in a few lines, and are still valid seven centuries later. They have certainly enabled the Confederation to stand up to external danger almost until the end of the Ancien Régime in 1798. It is these secular experiences in matters of collective security which have inspired and, after many changes, fashioned modern Swiss security policy.

The article analyzes long-term external and internal factors determining the course of development of Russian-Japanese relations in 2019-2020. On the one hand, the anti-Russian component in Tokyo's foreign policy is shaped by its membership in the Security Treaty with the United States and its solidarity with the sanctions policy of the Group of Seven towards Russia. On the other hand, Japan and Russia are both interested interest in political cooperation in creating multilateral dialog mechanisms of international security in East Asia, resolving the nuclear issue on the Korean Peninsula, and easing tensions around territorial disputes in the East China and South China seas. Among the economic factors, the author focuses on the significant place of Russia in the context of Japan's task of diversifying sources of external energy supplies, as well as on Russia's desire to avoid unilateral dependence on the Chinese market while reorienting the system of foreign economic relations from the West to the East. Personal diplomacy of political leaders plays a significant role in relations between Russia and Japan, and, above all, close personal relationships and frequent meetings between Prime Minister Abe and President Putin, which make it possible to partially compensate the unfavorable image of the partner country in the public opinion of both Russia and Japan. Against the background of a deadlock in the Peace Treaty talks which emerged in 2019, the search for a way out of the diplomatic impasse is on the agenda. In the author's opinion, it would be appropriate at the first stage to proceed to the conclusion of a basic agreement on the basis bilateral relations, which would be "untied" from the Peace Treaty. In addition, Russia could stop criticizing Japan for its security policy and show greater understanding of the Japanese initiative in the field of quality infrastructure. In turn, Japan could take a number of strategic decisions on cooperation with Russia and announce them in the Prime Minister's keynote speech. In addition, Tokyo could stop positioning the issue of the peace Treaty as the main issue in relations with Russia, which would allow our countries to "untie" bilateral relations from the problem of border demarcation and focus on their positive agenda.

La pollution des eaux n'est pas un phénomène récent : jusqu'au début du xxe siècle, et même après, l'usage d'eaux malsaines était quasi général, et la rareté de l'eau — dans les campagnes comme dans les villes — avait des conséquences sociales et médicales non négligeables. Certes cette histoire de l'eau est difficile à écrire, et elle tente peu les historiens, précisément parce qu'elle touche à cet « invisible quotidien » qui laisse peu de traces. Pourtant elle engage toute l'histoire des conditions matérielles de vie, l'histoire démographique et même l'histoire des mentalités : la révolution de l'eau a été trop diffuse pour qu'on en puisse aisément saisir toute l'étendue . Ne peut-on, cependant, pour une région limitée, tenter de dégager à grands traits les conditions de cet « ancien régime » de l'eau ?

Le parti adopté est le même que ceux précédemment choisis par P. Goubert et E. Le Roy Ladurie pour le Beauvaisis et le Languedoc, plus récemment par R. Fossier pour la Picardie.

This research was instigated by the fact that during the last decade annually repeated shallow disk tillage on the same field became frequent practice in Hungary. In order to study the changes of soil condition associated with disk tillage and to assess it is consequences, long-term tillage field experiments with different levels of nutrients were set up in 1991 (A) and in 1994 (B) on Chromic Luvisol at Gödöllö. The effects of disk tillage (D) and disk tillage combined with loosening (LD) on soil condition, on yield of maize and winter wheat, and on weed infestation were examined. The evaluation of soil condition measured by cone index and bulk density indicated that use of disking annually resulted in a dense soil layer below the disking depth (diskpan-compaction). It was found, that soil condition deteriorated by diskpan-compaction decreased the yield of maize significantly by 20 and 42% (w/w), and that of wheat by 13 and 15% (w/w) when compared to soils with no diskpan-compaction. Averaged over seven years, and three fertilizer levels, the cover % of the total, grass and perennial weeds on loosened soils were 73, 69 and 65% of soils contained diskpan-compaction.

With constantly increasing demand in connected society Internet of Things (IoT) network is frequently becoming congested. IoT sensor devices lose more power while transmitting data through congested IoT networks. Currently, in most scenarios, the distributed IoT devices in use have no effective spectrum based power management, and have no guarantee of a long term battery life while transmitting data through congested IoT networks. This puts user information at risk, which could lead to loss of important information in communication. In this paper, we studied the extra power consumed due to retransmission of IoT data packet and bad communication channel management in a congested IoT network. We propose a spectrum based power management solution that scans channel conditions when needed and utilizes the lowest congested channel for IoT packet routing. It also effectively measured power consumed in idle, connected, paging and synchronization status of a standard IoT device in a congested IoT network. In our proposed solution, a Freescale Freedom Development Board (FREDEVPLA) is used for managing channel related parameters. While supervising the congestion level and coordinating channel allocation at the FREDEVPLA level, our system configures MAC and Physical layer of IoT devices such that it provides the outstanding power utilization based on the operating network in connected mode compared to the basic IoT standard. A model has been set up and tested using freescale launchpads. Test data show that battery life of IoT devices using proposed spectrum based power management increases by at least 30% more than non-spectrum based power management methods embedded within IoT devices itself. Finally, we compared our results with the basic IoT standard, IEEE802.15.4. Furthermore, the proposed system saves lot of memory for IoT devices, improves overall IoT network performance, and above all, decrease the risk of losing data packets in communication. The detail analysis in this paper also opens up multiple avenues for further research in future use of channel scanning by FREDEVPLA board.

The reflections in this article were instigated by the repeated and brutal clashes since 2007 between peasants and the state government’s militias—both official and unofficial—over the issue of industrialization. A communist government engaging peasants violently in order to acquire and transfer their lands to big business houses to set up capitalist enterprises seemed dramatically ironic. De- spite the presence of many immediate causes for the conflict, subtle long-term change to the nature of communist politics in the state was also responsible for the present situation. This article identifies two trends that, though significant, are by themselves not enough to explain what is happening in West Bengal today. First, the growth of a culture of governance where the Communist Party actively seeks to manage rather than politicize social conflicts; second, the recasting of radical political subjectivity as a matter of identity rather than an instigation for critical self-reflection and self-transformation.
