Economic liberation and regional cooperation in Southern Africa: SADCC and PTA

Two of the most significant regional organizations to emerge in Southern Africa in recent years are the Southern African Development Coordination Conference (SADCC), with nine members, and the Preferential Trade Area for Eastern and Southern Africa (PTA), comprised of fourteen states including five SADCC members. Although their purposes and programs are similar and steadily converging, SADCC and PTA exhibit distinct differences in their origins, memberships, institutional structures, financial patrons, ideologies, and strategies. Although national development remains the ultimate aim of both bodies, reducing external dependency, especially in the case of SADCC on South Africa, and regional cooperation are seen as essential to success. While obvious areas of conflict exist, the two organizations may be able to restrain their rivalry in the interests of their members and possibly of their own survival.

Providing access and usage are the reason for existence of memory institutions such as archive repositories. Despite the importance of the visibility and accessibility of public archive repositories, various scholars concur that these repositories in eastern and southern Africa are not known and are accessed by few people. This chapter utilises the concept of soft power as a framework to examine the visibility and accessibility of public archives repositories in South Africa. A quantitative research approach utilising questionnaires, interviews, content analysis and the observation of landmarks were employed as data collection tools. The findings revealed that collaboration, especially with civil societies, is a key for successful public programming at the lowest cost. It concludes that the concept of soft power can provide deep insight and better understanding on how to develop inexpensive visibility programme, yet capable of attracting a large number of people in a sustainable manner.

This Article Assesses the impact of the Cuban military on strategic, diplomatic and political relationships in southern Africa. It does not deal with why Cuba and its Soviet benefactor have interested themselves in the region, nor does it discuss Soviet influence on Cuban foreign policy. The aspects covered here include: (1) how Cuba and Angola fit into the complex pattern of regional relations in southern Africa; (2) an outline of the region's main territorial actors and guerrilla movements, along with a brief history of Cuban involvement in the area; (3) the response of South Africa to this foreign spoiler of its regional hegemony, (4) regional cooperation in southern Africa insofar as it is a response to South Africa's militancy in the face of international communism as represented in the region by Cuba; and (5) Cuba's effect upon the economy and polity of Angola and Mozambique.


Subject Prospects for Africa's economies to end-2016. Significance The IMF's most recent forecast of 3% GDP growth for sub-Saharan Africa (SSA) in 2016 represents a significant cut from the 4.25% it expected in October 2015. This is a consequence of sharp slowdowns in the region's two largest economies, Nigeria and South Africa, droughts in previously buoyant economies (notably in eastern and southern Africa), a variety of idiosyncratic shocks and a prolonged commodity price downturn.

The article deals with the main integration associations of such a promising but controversial region, as Sub-Saharan Africa. The author emphasizes the continuity of regional integration associations’ formation that goes back to the colonial times, to the first half of the 20th century. Periodization of ongoing integration processes in Sub-Saharan Africa is proposed in the research. Key milestones for the further regional integration were: - 1963, the foundation of the Organisation of African Unity (OAU); and the beginning of Independence for many postcolonial countries of Sub-Saharan Africa; - 1980, the Lagos Plan of Action adoption that led to the establishment in future of the following integration associations for Sub-Saharan Africa: ECOWAS, Economic Community of West African States; COMESA, Common Market for Eastern and Southern Africa; ECCAS, Economic Community of Central African States; - 1991, the signing of the Abuja Treaty, which called for the African Economic Community creation as the new stage for economic cooperation and integration of the continent, including Sub-Saharan Africa; - 1999-2002, the Organisation of African Unity (OAU) transition into the African Union (AU), launching of new partnerships and integration associations for Sub-Saharan Africa, increased integration. At the beginning of the 21st century, there are serious economic and political factors for disintegration in the region. Nevertheless, the following integration associations, as stated in the article, proved to be effective: SADC, Southern African Development Community; EAC, East African Community; COMESA, Common Market for Eastern and Southern Africa. The author argues that the existence since 2015 the Tripartite Free Trade Area (TFTA) between EAC, COMESA and SADC marks a significant step forward for strengthening of integration associations for Sub-Saharan Africa, as well as for the achievement of African Union’s purpose to provide the African Continental Free Trade Area.

The East African freshwater crab Potamonautes obesus (A Milne-Edwards, 1868) (family Potamonautidae) is redescribed from a large series of specimens from Tanzania and Somalia, and Potamon (Potamonautes) bottegoi de Man, 1898 is judged to be a junior objective synonym of P. obesus. The related taxon, Potamonautes calcaratus (Gordon, 1929) from Mozambique and South Africa, is recognised here as a valid species and is redescribed from type material. The distributions of P. obesus and P. calcaratus are described and discussed.

Climate change and food security issues are multi-faceted and transcend across national boundaries. Therefore, this paper begins with the premise that regional organizations are optimally positioned to address climate change and food security issues while actively engaging global partners to slow down or reverse current trajectories. However, the potential of regional organizations to play a central role in mitigating these vital concerns has not been realized. In this paper, we focus on three regional organizations—the Association of Southeast Asian Nations (ASEAN), the Pacific Islands Forum (PIF), and the South Asian Association for Regional Cooperation (SAARC) and set out to investigate the multifaceted obstacles that impede regional organizations’ ability to effectively cope with these problems. We qualitatively review the efficacy of policies and examine the connections between politico-economic processes that affect the development, cooperation, and execution of regional policies. In doing so, we review regional policies using five key criteria: (i) planning, (ii) implementation, (iii) cooperation, (iv) legal obligation and (v) international contribution. Our findings suggest that regional organizations face fundamental problems in the implementation of extensive policies due to the lack of cooperation and legal obligation between member nation-states that stems from fundamental prioritization of national development agendas over regional cooperation.

Southern Africa has become a battleground between two ideologically and fundamentally opposed constellation of states, Pretoria and Lusaka constellations. The conflict between the two basically concerns the domestic racial policies and the future of South Africa. The Pretoria constellation was launched on July 22, 1980, and is led by P. W. Botha, the South Africa's Prime Minister. The Botha's axis is a designed strategy which essentially aims at using South Africa's economic power and wealth to manipulate its neighboring nine black ruled states; and to exert subtle pressure to ensure that they cohere with the white minority regime of South Africa. This ambition of the Pretoria constellation is a vital part of the total strategy of survival of the Botha government. This particularly involves the use of the economy as an instrument of maintaining ultimate political power and control based on the maintenance of the basic structures of apartheid. This has in turn motivated South Africa's opposition to the policies of economic and political liberation of the Southern African Development Coordination Conference (SADCC) states. The second, the Lusaka constellation and also known as the “Southern Nine” was launched on April 1, 1980. It consists of the nine Southern African States of Angola, Botswana, Lesotho, Malawi, Mozambique, Swaziland, Tanzania, Zambia and Zimbabwe. The declared aim of the Southern Nine is to form an alliance which would pursue an economic strategy that would reduce or eliminate their economic dependence on South Africa. To this end, the Southern Nine and the South African-occupied territory of Namibia unanimously adopted a Programme of Action aimed at stimulating inter-state trade with the ultimate objective of economic independence from South Africa.
