Southern Africa has become a battleground between two ideologically and fundamentally opposed constellation of states, Pretoria and Lusaka constellations. The conflict between the two basically concerns the domestic racial policies and the future of South Africa. The Pretoria constellation was launched on July 22, 1980, and is led by P. W. Botha, the South Africa's Prime Minister. The Botha's axis is a designed strategy which essentially aims at using South Africa's economic power and wealth to manipulate its neighboring nine black ruled states; and to exert subtle pressure to ensure that they cohere with the white minority regime of South Africa. This ambition of the Pretoria constellation is a vital part of the total strategy of survival of the Botha government. This particularly involves the use of the economy as an instrument of maintaining ultimate political power and control based on the maintenance of the basic structures of apartheid. This has in turn motivated South Africa's opposition to the policies of economic and political liberation of the Southern African Development Coordination Conference (SADCC) states. The second, the Lusaka constellation and also known as the “Southern Nine” was launched on April 1, 1980. It consists of the nine Southern African States of Angola, Botswana, Lesotho, Malawi, Mozambique, Swaziland, Tanzania, Zambia and Zimbabwe. The declared aim of the Southern Nine is to form an alliance which would pursue an economic strategy that would reduce or eliminate their economic dependence on South Africa. To this end, the Southern Nine and the South African-occupied territory of Namibia unanimously adopted a Programme of Action aimed at stimulating inter-state trade with the ultimate objective of economic independence from South Africa.

Since the 1960s, Southern Africa’s regional alliance patterns have been primarily determined by South Africa’s military and economic dominance of the region. Not surprisingly, divisive and conflict-ridden relations between South Africa and the less powerful majority-ruled states characterized interstate relations in the region throughout this period. In the 1970s, the latter’s collective and individual opposition to an apartheid-dominated regional order gave rise to two competing regional blocs: the South African-led Pax Pretoriana and the Frontline States (FLS) informal diplomatic alliance, which became the nucleus of the Southern African Development Coordination Conference (SADCC).

The overwhelmingly dominant regional power of southern Africa, South Africa, attempts to contain the political, economic, and military interdependence of neighboring states, irrespective of ideological preference. The Southern African Development Coordination Conference (SADCC) founded in 1980, is the response of the other states in the region to South Africa’s ambitions to maintain regional hegemony. Its nine member state are Angola, Botswana, Lesotho, Malawi, Mozambique, Swaziland, Tanzania, Zambia, and Zimbabwe, and an independent Namibia is expected to join. The specific objectives of SADCC, as stated in the 1980 Lusaka Declaration, are the reduction of economic dependence in general (not only on South Africa); the forging of links to create a genuinely meaningful and equitable system of regional integration; the mobilization of resources to support national, interstate, and regional policies; and concerted action to secure international cooperation for the purpose of economic liberation.

The nine member-states of the Southern African Development Coordination Conference (S.A.D.C.C.) – Zimbabwe, Zambia, Angola, Mozambique, Botswana, Tanzania, Malawi, Lesotho, Swaziland – are notable for their collective weakness relative to South Africa, and their very wide economic and political heterogeneity.1 Only four, or at most five, have economies whose annual G.D.P. exceeds $2,000 million: two of these, Angola and Mozambique, are under more or less constant attack from South Africa or its surrogate forces, while Tanzania is actually the most remote, physically and economically. At the same time, Malawi, Swaziland, and Lesotho – who are not in the so-called ‘Frontline’, unlike the other six – have rather close political relations with Pretoria, Malawi most substantively since as early as 1966 and Swaziland since 1982.2 Botswana is more independent politically, with a modest G.D.P. and very small population.

In December 1974, Ian Smith, the leader of the white minority regime in Rhodesia, announced for the first time since declaring his country’s independence from Britain in 1965 that his government was willing to begin direct negotiations with the African liberation movements seeking to achieve majority rule in Rhodesia. The prospect of such talks leading to an end to guerrilla fighting in Rhodesia and a termination of the United Nations authorized sanctions against the illegal Smith regime is dimmed by the fact that the Africans demand African rule for Rhodesia in the near future if not immediately, while Smith and his supporters have refused to consider such a development “in his lifetime.” Still the announcement constituted a step forward which few informed observers would have deemed likely even a few weeks before.

Various mystical, magical beliefs and practices, including some of those in the Transkei region of the Eastern Cape, are bound up with secrecy and mystery, exerting part of their influence by this means. This has certain metaphorical parallels with the way in which various managerial systems in market-driven, corporatised universities in South Africa and elsewhere tend to employ obscurity and mystification as a form of power and control. However, there are possible ways of transcending confinement within the verbal-ideological control mechanisms of corporate managerialism, with their shadowy, opaque qualities that sow confusion and bring about disempowerment, and the study of folklore can play a significant role in this regard.

Prior to the introduction of highly resistant sugarcane varieties, Sugarcane streak virus (SSV) caused serious sugar yield losses in southern Africa. Recently, sugarcane plants with streak symptoms have been identified across South Africa. Unlike the characteristic fine stippling and streaking of SSV, the symptoms resembled the broader, elongated chlorotic lesions commonly observed in wild grasses infected with the related Maize streak virus (MSV). Importantly, these symptoms have been reported on a newly released South African sugarcane cultivar, N44 (resistant to SSV). Following a first report from southern KwaZulu-Natal, South Africa in February 2006, a survey in May 2007 identified numerous plants with identical symptoms in fields of cvs. N44, N27, and N36 across the entire South African sugarcane-growing region. Between 0.04 and 1.6% of the plants in infected fields had streak symptoms. Wild grass species with similar streaking symptoms were observed adjacent to one of these fields. Potted stalks collected from infected N44 plants germinated in a glasshouse exhibited streak symptoms within 10 days. Virus genomes were isolated and sequenced from a symptomatic N44 and Urochloa plantaginea plants collected from one of the surveyed fields (1). Phylogenetic analysis determined that while viruses from both plants closely resembled the South African maize-adapted MSV strain, MSV-A4 (>98.5% genome-wide sequence identity), they were only very distantly related to SSV (~65% identity; MSV-Sasri_S: EU152254; MSV-Sasri_G: EU152255). To our knowledge, this is the first confirmed report of maize-adapted MSV variants in sugarcane. In the 1980s, “MSV strains” were serologically identified in sugarcane plants exhibiting streak symptoms in Reunion and Mauritius, but these were not genetically characterized (2,3). There have been no subsequent reports on the impact of such MSV infections on sugarcane cultivation on these islands. Also, at least five MSV strains have now been described, only one of which, MSV-A, causes significant disease in maize and it is unknown which strain was responsible for sugarcane diseases on these islands in the 1980s (2,3). MSV-A infections could have serious implications for the South African sugar industry. Besides yield losses in infected plants due to stunting and reduced photosynthesis, the virus could be considerably more difficult to control than it is in maize because sugarcane is vegetatively propagated and individual plants remain within fields for years rather than months. Twelve new species in a new genus, Geelus gen.n. are described, 10 species from a confined area in the north- and south-western parts of South Africa and two from Namibia. The genus has been recorded from 35 plant species in 18 families, with one species Geelus dundraad collected on Rooibos Tea, Aspalathus linearis (Fabaceae), which is indigenous to South Africa and cultivated commercially. The 12 new species are Geelus driehoekdraad sp.n., G. drietanddraad sp.n., G. dundraad sp.n., G. haakdraad sp.n., G. kinkeldraad sp.n., G. lemdraad sp.n., G. nektanddraad sp.n., G. platdraad sp.n., G. slangdraad sp.n., G. stompdraad sp.n., G. viertanddraad and G. vurkdraad sp.n. This new genus is allied to the Bonaspeiini, in the Deltocephalinae based on the broad lorum, apically expanded clypellus, dorsal side of the pygofer deeply and broadly incised, large sclerotized segment X, smooth merging of face and crown and Y-shaped connective with short stem. A MaxEnt distribution model based on 19 bioclimatic variables confirmed that the South African species occur within a confined region in the south-western parts of southern Africa.

Onderstepoort Journal of Veterinary Research, T5:95-102 Sera from 19 wild caught vultures in northern Namibia and 15 (12 wild caught and three captive bred but with minimal histories) in North West Province, South Africa, were examined by an enzyme-linked immunosorbenats say( ELISA)f or antibodiesto the Bacillus anthracis toxin protective antigen (PA). As assessed from the baseline established with a control group of ten captive reared vultures with well-documented histories, elevated titres were found in 12 of the 19 (63%) wild caught Namibian birds as compared with none of the 15 South African ones. There was a highly significant difference between the Namibian group as a hole and the other groups (P < 0.001) and no significant difference between the South African and control groups (P > 0.05). Numbers in the Namibian group were too small to determine any significances in species-, sex- or age-related differences within the raw data showing elevated titres in four out of six Cape Vultures, Gyps coprotheress, six out of ten Whitebacked Vultures, Gyps africanus, and one out of three Lappet-faced Vultures, Aegypiust racheliotus, or in five of six males versus three of seven females, and ten of 15 adults versus one of four juveniles. The results are in line with the available data on the incidence of anthrax in northern Namibia and South Africa and the likely contact of the vultures tested with anthrax carcasses. lt is not known whether elevated titre indicates infection per se in vultures or absorption of incompletely digested epitopes of the toxin or both. The results are discussed in relation to distances travelled by vultures as determined by new tracking techniques, how serology can reveal anthrax activity in an area and the issue of the role of vultures in transmission of anthrax.
