With appropriate lags for rethinking, research, writing and publication, international events impinge strongly on the work of social scientists and social historians. The recent popularity of democratization, globalization, international institutions, ethnicity, nationalism, citizenship and identity as research themes stems largely from world affairs: civilianization of major authoritarian regimes in Latin America; dismantling of apartheid in South Africa; collapse of the Soviet Union, the Warsaw Pact and Yugoslavia; ethnic struggles and nationalist claims in Eastern Europe, Asia and Africa; extension of the European Union; rise of East Asian economic powers. Just as African decolonization spurred an enormous literature on modernization and political development, the explosion of claims to political independence on the basis of ethnic distinctness is fomenting a new literature on nationalism.

Since the disintegration of the Soviet Union, Russia has become Germany’s main Central European partner. The economic interests and hopes of gigantic contracts to modernize the Russian economy have played a colossal role in German policy. The Government of Chancellor Angela Merkel aspired to shape the Eastern policy of the European Union, and it was highly favorable towards the strategy of Russian modernization to be implemented with the participation of Western partners, as proposed by President Medvedev in 2009. However, this project never went beyond the stage of preliminary agreements, and both sides are increasingly disappointed with its progress. Germany continues to aspire to play the role of the leading EU member state involved in the transformation process in Russia, yet this is no longer treated in terms of the ‘Russia first’ attitude without any reservations. Germans are becoming increasingly aware that their efforts are doomed to fail without true Russian efforts aimed at the democratization of both their public life and economic structures.

Recently published histories of national groups living under Soviet rule provide a rich secondary literature on the various paths taken by these groups to be incorporated into the Russian empire and the Soviet state. Social scientists who want a differentiated understanding of political mobilization among the various nationalities should not ignore these important contributions. This review essay attempts to synthesize these histories in order to provide a coherent model of nationality politics. Proposing an “elite incorporation model” of political mobilization, the essay accounts for different sources of national protest. The model weight not only the pressures for national autonomy and republican sovereignty but also the pressures that provide support for the Union.

The Great Repression left Mongolian letters without many of its leading voices, but this also enabled the Party to revive literature in a way more favorable to its ideological trajectory. The first Congress of Mongolian Writers, held in the spring of 1948, was the culmination of a decade’s political development in which writers were encouraged to write about the benefit of labor (D. Sengee’s ‘The Shock Workers’ [Udarnik, 1941] and Ts. Damdinsüren’s ‘How Soli Changed’ [Soli solison ni, 1945]) and so develop a Mongolian Socialist Realism. Through a closer connection with Soviet policy, helped by Mongolia’s moral and practical support of the Soviet Union during the Great Patriotic War, the Writers’ Congress helped to define the ideological basis for Mongolian literature for the next three decades.

The focus of intergroup communication research in the Baltic countries is on interethnic relations. All three countries have Russian-speaking urban minorities whose process of integration with Estonian, Latvian, and Lithuanian majorities has been extensively studied. During the Soviet era when the Russian-speaking communities in the Baltic countries were formed, they enjoyed majority status and privileges. After the collapse of the Soviet Union, there was a status reversal as Russian speakers become minorities in the newly emerged national states. The integration of once monolingual Russian-speaking communities has been the major social challenge for the Baltic states, particularly for Estonia and Latvia where they constitute about 30% of the population. Besides the Russian-speaking minorities, each of the Baltic countries has also one other significant minority. In Estonia it is Võro, a linguistically closely related group to Estonians; in Latvia it is Latgalians, closely related to Latvians; and in Lithuania, it is the Polish minority. Unlike the Russian-speaking urban minorities of fairly recent origin, the other minorities are largely rural and native in their territories. The intergroup communication between the majorities and Russian-speaking minorities in the Baltic countries has often analyzed by a triadic nexus consisting of the minority, the nationalizing state, and the external homeland (Russia). In recent analyses, the European Union (through its institutions) has often been added as an additional player. The intergroup communication between the majorities and the Russian-speaking communities is strongly affected by conflicting collective memories over 20th-century history. While the titular nations see the Soviet time as occupation, the Russian speakers prefer to see the positive role of the Soviet Union in defeating Hitler and reconstructing the countries’ economy. These differences have resulted in some symbolic violence such as relocation of the Bronze Soldier monument in Estonia and the riots that it provoked. Recent annexation of Crimea by the Russian Federation and the role of the Ukrainian Russian speakers in the secessionist war in the Eastern Ukraine have raised fears that Russia is trying to use its influence over its compatriots in the Baltic countries for similar ends. At the same time, the native minorities of Võro and Latgalians are going through emancipation and have demanded more recognition. This movement is seen by some among the Estonian and Latvian majorities as attempts to weaken the national communities that are already in trouble with integrating the Russian speakers. In Lithuania, some historical disagreements exist also between the Lithuanians and Polish, since the area of their settlement around capital Vilnius used to be part of Poland before World War II. The Baltic setting is particularly interesting for intergroup communication purposes, since the three countries have several historical parallels: the Russian-speaking communities have fairly similar origin, but different size and prominence, as do the titular groups. These differences in the power balance between the majority and minority have been one of the major factors that have motivated different rhetoric by the nationalizing states, which has resulted in noticeably different outcomes in each setting.

Integration with the European Union has been far less distressing for the three Baltic States than for numerous other accessing countries owing to their strong societal impetus to (re)join Western political, economic, and legal culture after they regained their independence from the Soviet Union in 1990. However, the accession of these states—Estonia, Latvia, and Lithuania—had several distinctive features related to constitutional background and settings, which heavily influenced problem solving between government and the EU institutions. In general, the controversial issues regarding how to solve the problems with supranational power have never been dramatic with regard to the Baltic States, which leads to the assumption that often the governments have taken rather compliant positions. The latest cases, such as the European Stabilization Mechanism, indicate the change in paradigm: the three Baltic States are more aware of the margin of appreciation and actual borderlines between policy making- and decision making. Today, in setting up an EU-related agenda, more skills than previously are needed in finding allies and choosing partners. The road the Baltic States took in joining the EU was a difficult one, nor has their role in the EU been easy. Should a small state with a big initiative be allowed to mentor other member states regarding that initiative, meaning in particular Estonia and its digital development? Another peculiar aspect of the Baltic States is their (inter)relationship with Russia. Considering themselves a bridge between East and West, the Baltics have been active in Eastern Partnership and Development Aid initiatives and have also spoken out strongly against intervention in Georgia and Ukraine. This position sometimes complicates any EU attempt to achieve consensus on foreign policy.

Research within the history of economic thought has focused only little on the development of economics under dictatorship. This paper attempts to show how a country with a relatively large and internationally established community of social scientists in the 1920s, the Soviet Union, was subjected to repression. We tell this story through the case of Isaak Il’ich Rubin, a prominent Russian economist and historian of economic thought, who in the late 1920s was denounced by rival scholars and repressed by the political system. By focusing not only on his life and work, but also on that of his opponents and institutional clashes, we show how the decline of a social science tradition in Russia and the USSR as well as the Stalinization of Soviet social sciences emerged as a process over time. We analyze the complex interplay of ideas, scholars, and their institutional context, and conclude that subsequent repression was arbitrary, suggesting that no clear survival or career strategy existed in the Stalinist system, due to a situation of fundamental uncertainty.

Aleksandras Shtromas (1931-1999), a British-American scholar, became an eminent figure in his native Lithuania, yet Westem social scientists have yet to discover this human rights activist, Soviet dissident, and political thinker. Shtromas had no doubts about the inexorable collapse of the Soviet Union, resting his analysis on the assumption that communism was unable to provide any viable social and moral order. The vast majority of the Soviet intelligentsia had become skilled at the ideological cat-and-mouse games, wrestling wth Soviet Newspeak and censorship, and employing an Aesopian language in order to survive and remain as decent as possible in a world of brainwashing and lies. A gifted prophet of post-communism, Shtromas was the only political scientist in the world who took the disintegration of the Soviet Union as early as the late 1970s as an ongoing process. This essay links Shtromas' legacy to the great East European dissenters.
