Rajaseuduille sijoittunut rahapelitoiminta on kansainvälisesti yleistä, mutta Suomessa rahapelien vienti rajojen yli on ollut vähäistä. Käsittelemme tässä artikkelissa Suomesta Venäjälle suuntautunutta rahapelitarjontaa 1990-luvulta tähän päivään aiemman kirjallisuuden ja olemassa olevan tilastoaineiston valossa. Tutkimuksen tavoitteena on kuvata, millaista rahapelitarjonta Suomesta Venäjälle ja venäläisille on ollut, ja millaiset poliittiset ja taloudelliset seikat ovat vaikuttaneet tähän suhteeseen. Tarkastelu jaksottuu kolmeen ajanjaksoon, jotka liittyvät etenkin venäläisen rahapelijärjestelmän muutoksiin sääntelytasolla, ja suomalaisten rahapelitoimijoiden mahdollisuuksiin. Näitä ovat venäläisten rahapelimarkkinoiden kasvuaika 1990-luvulla, vuoden 2006 rahapeliuudistuksen rajoittama markkinaympäristö ja uusien markkinoiden synty sekä vuoden 2014 jälkeinen aika, johon on liittynyt niin ruplan romahtaminen kuin koronapandemian tuomat haasteet matkailulle Finland and the Russian gambling market Gambling operations in border regions are common internationally, but Finnish cross-border gambling offers have been scarce. This paper discusses how Finnish gambling operators have attempted to access the Russian market since the 1990s, based on previous literature and existing statistical information. The aim is to describe whether and how Finnish actors have exported gambling to Russia or Russians, and what kind of political and economic factors have influenced the commercial relationship. The analysis focuses on three periods determined by regulatory changes in Russian gambling and the related possibilities for the Finnish gambling offer. These are the growth period of the 1990s, the restrictive gambling law of 2006 and the new market environment, and the period starting from 2014 characterised by challenges to tourism and business following the financial crisis and the coronavirus pandemic.

AbstractThis study aims to offer solutions related to the prevalence of pigeon gambling in the Rungkut Tengah area of Surabaya. Through an empirical approach which is sourced from existing data in the field such as interviews and observations. Through this research, researchers offer a way out of the existence of pigeon gambling which is expressly prohibited in statutory regulations. By holding counseling and providing a forum such as an official competition to be able to channel hobbies in raising and caring for pigeons without having to participate in gambling. Law enforcement related to the prevalence of gambling cases that develop in the community certainly makes it difficult for the authorities to eradicate various gambling so that the law appears in line with existing norms. Through the efforts of the government and law enforcement officials, the making of regulations regarding the sanctions imposed by the practice of gambling does not make the public afraid of these threats. This is what makes it necessary to do something new related to efforts to eradicate pigeon gambling in Central Rungkut without having to stop the hobby of pigeon fans in the area, of course.Keywords: gambling; pigeons; solutionsAbstrakPenelitian ini bertujuan untuk menawarkan solusi terkait maraknya perjudian burung merpati di wilayah Rungkut Tengah Surabaya. Melalui metode pendekatan secara empiris dimana bersumber dari data yang ada dilapagan seperti wawancara dan observasi. Melalui penelitian ini, peneliti menawarkan jalan keluar dari adanya perjudian burung merpati yang secara tegas dilarang didalam peraturan perundang-undangan. Dengan mengadakan penyuluhan serta memberikan wadah seperti perlombaan resmi untuk dapat menyalurkan hobi dalam memelihara serta merawat burung merpati tanpa harus mengikuti perjudian. Penegakan hukum terkait maraknya kasus perjudian yang berkembang dimasyarakat tentu membuat pihak aparat mengalami kesulitan dalam memberantas berbagai perjudian agar hukum terlihat sejalan dengan norma yang ada. Melalui upaya pemerintah serta aparat penegak hukum dengan dibuatnya aturan mengenai sanksi yang ditimbulkan oleh praktek perjudian tersebut tidak membuat masyarakat takut akan ancaman tersebut. Hal ini yang membuat perlu dilakukannya kebaruan terkait dengan upaya untuk memberantas perjudian burung merpati di Rungkut Tengah tanpa harus menghentikan hobi penggemar burung merpati diwilayah tersebut tentunya.

Comprised of a plurality of legal actors and powered by a highly polarised social and legal discourse, German gambling law provides a framework for the ever booming gambling market. It is challenged by digitalization and by the internationalization of gambling. In addition, it faces adverse regulatory impulses, ranging from liberalization to a firm regulatory grasp within a couple of years. On the one hand, it purports to offer a sufficiently attractive supply of gambling products in order to draw the public into legal forms and away from illegal forms of gambling. On the other hand, its regulatory objective seeks to fence in and suppress the gambling urges of the population. On the whole, German gambling law is characterized by three, legally and factually interdependent problems. First, it needs to come up with a practical, inclusive and dynamic legal definition of its subject-matter, i. e.: what counts as legally relevant gambling? Second, it needs to define, maintain and implement larger objectives in regard to a target audience that do not overburden the executive und judicial branch with the need to reconcile contradicting regulatory impulses. Finally, it needs to guarantee a sufficient degree of implementation, which is achieved by combination of rational and high-quality legislation, adequate resources, and the necessary political will. Gambling law in Germany lacks these features to varying degrees. It, therefore, increasingly falls prey to mere legal symbolism that pretends to govern the gambling market much more than it actually does. The constitutional distribution of legislative and executive competencies in favor of the German Länder (“states”) is largely insufficient. Governing gambling in an international and highly digitalized market requires federal legislation and execution. The German federal authorities should consider federalizing gambling law by means of Art. 72 II GG and creating a federal gambling agency on the basis of Art. 87 III GG.

Purpose of this research is to determine consumer protection regulation for virtual (Lootbox) transactions in Indonesia. The research method is normative legal studies. Results of the study is that virtual transactions are easily carried out, such as loot box virtual transactions that is affected to financial loss for both consumers and countries. Regulations that have made by several countries need to be further analyzed and examined in order to be implemented and regulated as in the country of Belgium issuing rules that require the (Lootbox) to be banned or be subjected to sanctions for violations of the Gambling Law in that country. So that Indonesia should make (Lootbox) regulation even though the regulation is unspecified in KUHP and Bill of Act on Electronic Information and Transaction that can make consumers protection is more guaranteed.

ABSTRACT: This article interprets the game of Billiards Gambling in Tengin Baru Village, Sepaku District, Penajam Paser Utara Regency which is done openly. The social context of the billiard gambling text can be said to be like being in a social space that is starting to open up by the influence of global economic culture, bound by the Anti-Gambling Law, average primary school education levels, the majority of followers of Islam and local tribal values ​​that also prohibit gambling. The Billiards Gambling Game is a combination of three elements, namely: (billiard sports, playing card gambling, buying and selling games). The sport of billiards gambling is used as a mode of outer settlement, art games are used as the core of the game, and both are packaged as entertainment businesses that are subject to buying and selling games. In the players' understanding, Billiards Gambling is transformed into various meanings according to subjectivity such as: hobbies, games, challenging games, professions, entertainment, fun, official games. In the text, the readers of the Biliary Gambling game get an articulation of new meanings that are not always in line with what the original author meant. ABSTRAK: Artikel ini menafsir permainan Judi Biliar di Desa Tengin Baru Kecamatan Sepaku Kabupaten Penajam Paser Utara yang di lakukan secara terang-terangan. Konteks sosial dari teks judi biliar ini bisa dikatakan seperti berada di ruang sosial yang mulai terbuka oleh pengaruh budaya ekonomi global, terikat oleh UU Anti Perjudian, tingkat pendidikan rata- rata sekolah dasar, mayoritas penganut islam dan nilai-nilai lokal suku yang juga melarang perjudian. Permainan Judi Biliar adalah perpaduan tiga elemen yaitu: (olahraga biliar, judi kartu remi, permainan jual beli). Olahraga judi biliar digunakan sebagai modus penapakan luar, permainan kartu remi digunakan sebagai inti permainan, dan keduanya dikemas sebagai bisnis hiburan yang tunduk pada permainan jual beli. Dalam pemahaman para pemain, Judi Biliar ini menjelma menjadi beragam makna menurut subyektifitas seperti: hobbi, game, permainan penuh tantangan, profesi, hiburan, iseng-isengan, permainan yang resmi. Di teks para pembaca permainan Judi Biliar mendapatkan artikulasi pemaknaan baru yang tidak selalu sejalan dengan apa maksud awal pengarangnya.

This Introduction identifies why bingo—a self-effacing game that is rarely taken seriously by academics—provides a vital new lens on debates about political economy and regulation. Within gambling studies, bingo practices can be used to further our understanding of mutual aid, of gambling law and policy, and of gendered gambling cultures. More broadly, bingo offers a lens through which we can see political economy and regulation differently. The Introduction summarizes this argument and provides an account of the three academic literatures—on diverse economies, regulation, and gender—to which the book seeks to contribute. It closes with a chapter-by-chapter overview. Finally, using two bingo prizes that reside in a domestic kitchen (a knife set, and a pair of mugs featuring Carry On characters that speak smutty catch phrases when lifted off a surface), the author also explains her personal investments in having the game—in all its ordinariness—taken more seriously in debates about the political economy of gambling regulation.

Bingo Capitalism uses bingo—a female-dominated and notoriously self-effacing game—to think differently about regulation and political economy. A key objective is to make bingo, as lens, more central to our debates about the regulation of economy and society. Part I sets the scene, responding to the query: why bingo? Part II explores the legal and political history of bingo. Part III analyses the regulation of people, while Part IV examines the regulation of products, places, and technologies. In so doing, the book uses bingo to better understand the role of the state in shaping the classed and gendered interrelation between diverse economies, especially in relation to non-commercial and commercial gambling. Bingo Capitalism offers the first sociolegal account of bingo as a globally significant and immensely popular pastime, centring implementation experiences alongside the broader political, economic, and social context to legislative reform. While considering the perspectives of lawmakers, who have debated what the game reflects about the nation and its economy, the book also centres the experiences of those who work in, and play, bingo, to trace how gambling law and regulation impact people in everyday life. The book identifies the central historical role of non-commercial, mutual aid play to UK gambling law and policy, and traces the ongoing relevance of this realm for current debates about the interrelation between capitalist and more-than-capitalist everyday economies. Bingo Capitalism also uses bingo as a case study of research into the gendered nature of regulation, showing how gender shapes, and is shaped by, diverse state rules on gambling.

The conclusion recaps the two uses that Bingo Capitalism has made of bingo—as practice and lens—to summarize its contribution to work on diverse economies, regulation, and gender. In its own right, bingo matters for our debates about gambling law and policy: indeed, we cannot understand the evolution of UK gambling law and policy without taking the game into account. Bingo reveals both the historical centrality of non-commercial, mutual aid gambling to UK law and policy debates, and the ongoing diversity of meanings attached to gambling in everyday life. In particular current bingo practices show the key role of workers—along with members and consumers—in reanimating gambling vernaculars, in the face of technologies and state definitional practices that seek to automate play. Bingo also brings women’s voices and experiences into gambling debates, and shows how gender is both shaped by, and constitutive of, state rules on everyday playful speculation. Using bingo as lens, the book has argued that the space for the coexistence of diverse economies has been reduced, with the mutual aid dimensions of political economy increasingly eclipsed by commercial and/or charitable dimensions. Given these findings, our accounts of political economy need to focus more on the gendered regulatory entanglements between capitalist and more-than-capitalist dimensions of everyday life.
