“Those who think to do away with petitions would overthrow the entire system of the State”. This remark – taken from an anonymous eighteenth-century account of the political organization of the Duchy of Parma and Piacenza – describes well the importance attributed to complaints in the organization of the state. Through complaints, or petitions, it is generally possible to verify a number of fundamental forms and modes of communication between society and the institutions of the ancien regime, and to reconstruct the procedures of mediation, repression, acceptance, and agreement adopted by princes, sovereigns, or magistracies in response to social demands.

Familial power contributed to binding territories together and systematically severing them in both China and early modern European states. In the early Qing (1644–1911) Empire, Manchu conquerors met the challenges of securing and expanding rule by discovering ways to use laterally related brothers and imperial bondservants to hold Chinese bureaucrats in check, while deploying bureaucracy to restrain princely brothers from partitioning the state. The ensuing interlock of patrimonial practices and bureaucracy, developed in a style similar to ancien régime France, stabilized political power for centuries.

In January 1950, in the first free election held in nearly eight years, Egyptians went to the polls to return a Wafdist government to power. After having been banished from office for five years, Egypt's majority party assumed office aware that it shouldered a heavy burden of responsibility. Between October 1944, when the King dismissed the war-time government of Mustafa al-Nahhas, and January 1950, eight minority governments governed, or tried to govern, Egypt. Escalating political violence marked a period of increasing disillusion with parliamentary rule that encompassed all sectors of Egyptian society. Indeed, it might be argued that Egypt's ancien régime survived until 1950 only because the minority governments marshaled the coercive powers of the state to control the streets, campuses, and factories, where dissidence was most manifest. At the time, many sensed that if the political establishment failed to achieve the evacuation of British troops from Egyptian soil, contain rampant inflation, and narrow the gap between rich and poor, martial law could not save the liberal order from collapse. What would follow was uncertain, but talk of revolution, fearful or hopeful, filled the air.

The Enlightenment, as a historical term, is intimately linked to the Ancien Régime: both describe historical constructs that once seemed more French than European, at least in origin, and although the term “Ancien Régime” acquired its meaning only in retrospect (from the perspective of 1790), both were originally used by historians to denote something which had come to an end by 1789. The Enlightenment was the intellectually innovative and emancipatory process which, depending on the definition of the Ancien Régime itself, either modernized the political and social structures of the early modern state, or helped to undermine it and to precipitate the upheaval of the French Revolution.

This essay explores the discourse of law that constitutes the controversial apprehension of Cicero's issuing of the ultimate decree of the Senate (senatus consultum ultimum) in Catiline. The play juxtaposes the struggle of Cicero, whose moral character and legitimacy are at stake in regards to the extra-legal uses of espionage, with the supposedly mischievous Catilinarians who appear to observe legal procedures more carefully throughout their plot. To mitigate this ambivalence, the play defends Cicero's actions by depicting the way in which Cicero establishes the rhetoric of public counsel to convince the citizens of his legitimacy in his unprecedented dealing with Catiline. To understand the contemporaneousness of Catiline, I will explore the way the play integrates the early modern discourses of counsel and the legal maxim of ‘better to suffer an inconvenience than mischief,’ suggesting Jonson's subtle sensibility towards King James's legal reformation which aimed to establish and deploy monarchical authority in the state of emergency (such as the Gunpowder Plot of 1605). The play's climactic trial scene highlights the display of the collected evidence, such as hand-written letters and the testimonies obtained through Cicero's spies, the Allbroges, as proof of Catiline's mischievous character. I argue that the tactical negotiating skills of the virtuous and vicious characters rely heavily on the effective use of rhetoric exemplified by both the political discourse of classical Rome and the legal discourse of Tudor and Jacobean England.

At the end of the eighteenth century, the Austrian Netherlands were plagued by politicalturmoil and social upheaval, brought forth by a reaction against the reformatory movementset up by the Habsburg government. The contestation of Joseph II's reformist policywas performed in public, as the region was flooded with polemical pamphlets, ideologicaltreatises and many other types of popular writings during (but also before and after) theperiod of the Brabant Revolution (1787-1789). Pamphlets have stood at the centre ofattention for historiography on Belgian political culture at the end of the ancien régime,yet this wide employment of the source material has not led to a comparative overview ofthe way these writings have been used in historical research. This article will attempt tofill this gap, by first providing a methodological typology of several historiographicaluses of a particular pamphlet, the Manifeste du Peuple Brabançon, written at the end of1789, and signed by the leader of the conservative opposition, Hendrik Van der Noot.Secondly, I will attempt to show how eighteenth-century pamphleteers used a multitudeof discourses at their disposal, by briefly discussing another set of (pre-revolutionary)pamphlets. This has immediate consequences for the current understanding of eighteenth-centuryBrabant political culture, which, so I argue, should not be considered discursivelymonolithic (containing one political language) but pluralist (containing multiple politicallanguages).

Historically human societies have never collectively organized, politically or socially, in any singular, standardized and/or universal way. Beginning with the Peace of Westphalia in 1647 the nation-state gradually proliferated as a legitimate manifestation of collective human organization at a global level. This proliferation has culminated in the standardization of a singular means of mobilizing and organizing human societies. The statist age that began in the 16th and 17th centuries consolidated and centralized the political power of the state. Divergent factions and regional power blocks within European states were discouraged, as politics became centralized at the national level. The proliferation of the nation-state represented the standardization of human political organization according to a single model. Given that there are, and have been, a variety of means by which humans identify and organize politically, this suggests that this universal acceptance and entrenchment of one model may be somewhat inappropriate.

History demonstrates that the calendar is a tool of far more significance than simply a means to organize units of time. For Roman high priests prior to the reign of Julius Caesar, the calendar was a tool of power, symbolizing political supremacy over society through the manipulation of time at will. Under Pope Gregory XIII, the calendar was a symbol of papal responsibility to ensure the proper worship of the Catholic Church. In the case of European Protestants, the Julian calendar was a symbol of religious identity and protest against Catholic domination. Likewise, within revolutionary France, the Calendrier Républicain symbolized the rejection of the Ancien Régime and Catholicism. These few examples are an indication that throughout history in various times and places calendars have proven to represent more to humanity than mere time reckoning methods. Consequently, one may approach the study of the calendar as a means to grasp cultural and religious identity within specific regional contexts.

This chapter focuses upon natural rights in the writings of Hugo Grotius, the Levellers and John Locke and the manner in which their understanding of rights was informed by distinctive Protestant theologies: by Arminianism or the theology of the Remonstrant Church and by Socinianism. The chapter argues that their theological principles and the natural rights theories that followed from those principles were in conflict with the theology of Calvin and the theologians of the Reformed church. The political theory that marks the distinctive contribution of Calvin and the Reformed to political theory was the idea of popular sovereignty, an idea revived in the eighteenth century, in the political writings of Jean-Jacques Rousseau.
