AbstractNew welfare has been prominent in recent European social policy debates. It involves mobilising more people into paid work, improving human capital and ensuring fairer access to opportunities. This programme is attractive to business (more workers, better human capital and reduced social conflict to enhance productivity and profitability) and to citizens (more widely accessible job-opportunities with better rewards): a relatively low-cost approach to the difficulties governments face in maintaining support and meeting social goals as inequalities widen.The general move towards ‘new welfare’ gathered momentum during the past two decades, given extra impetus by the 2007–09 recession and subsequent stagnation. While employment rates rose during the prosperous years before the crisis, there was no commensurate reduction in poverty. Over the same period the share of economic growth returned to labour fell, labour markets were increasingly de-regulated and inequality increased. This raises the question of whether new welfare's economic goals (higher employment, improved human capital) and social goals (better job quality and incomes) may come into conflict.This paper examines data for seventeen European countries over the period 2001 to 2007. It shows that new welfare is much more successful at achieving higher employment than at reducing poverty, even during prosperity, and that the approach pays insufficient attention to structural factors, such as the falling wage share, and to institutional issues, such as labour market deregulation.

Migrant farmworkers are essential to the supply of low-cost agricultural produce. However, employment earnings of this vital labor force are approximately equal to the federal poverty income. This study examines the role of health capital investments in enhancing farmworker productivity and employment earnings. Health capital investments are found to have a larger marginal effect on earnings than other forms of human capital investments, such as education or experience.

The issue of human capital by gender has been sparsely discussed in previous literature especially male labour force. The contribution of both genders to economic growth has intensified every year. Therefore, this study aims to investigate the effects of human capital by gender on economic growth in Malaysia. Data ranging from 1982 to 2018 were analysed by using the ARDL approach. The results show that higher male labour force participation rates can boost economic growth in the short run and long run in Malaysia. Higher female labour force participation rates, on the other hand, can reduce economic growth in the short run and long run in Malaysia. Therefore, the government should encourage more male labour to participate in the labour market by giving incentives. More job opportunities should be created for both genders.


This study explores women's work prospects in the SME sector of Bangladesh. The researcher has identified two different reasons to conduct this study separately. Number one is that in the last few decades, have played a very active and important role, and the second is that by empowering women, female entrepreneurs build new job opportunities and solve the different problems of society. Small and medium-sized enterprises, which play an important role as engines of economic growth in many countries, provide growth opportunities for low-cost jobs. The results of the study illustrate the correlation between job opportunities for SMEs and women. Women's entrepreneurship is seen as a crucial instrument of women's empowerment and emancipation. Small and medium-sized enterprises, which play an important role in many countries as engines of economic growth, provide opportunities for low-cost employment with growth. The study finding shows the relationship between employment opportunities for SMEs and Women. Women entrepreneurship is seen as a key tool for empowering and liberating women. Developing countries such as Bangladesh are better off starting a small and medium-sized company because Bangladesh belongs to the low-income group facing problems of unemployment, poverty, low savings rate, low capital accumulation. Business on the micro and small scale did not require huge investment, it begins with limited capital. Developing nations such as Bangladesh are better off starting a small and medium-sized business because Bangladesh is part of the low-income community facing unemployment, poverty, low savings rate, low accumulation of capital problems. Micro and small-scale companies did not need tremendous investment but began with minimal resources.

Purpose The purpose of this paper is to apply an intersectional analysis to assess the impact of structural factors on the risk of being a NEET for youth in Spain. The author study if inequalities have changed after the economic crisis, once youth policies designed to improve the Spanish school-to-work transition (SWT) system were implemented. Design/methodology/approach Drawing on microdata from the Spanish Survey on Income and Living Conditions, the paper compares the probability of becoming not in employment, education or training (NEET) of young men and women born inside or outside Spain and living in different types of households. Findings Although unemployment rates have improved since the end of the crisis, the situation regarding youth employment, poverty and inequalities remains challenging. Gender and other structural differences are usually ignored in policy debates and in the measures adopted to fight youth unemployment, leading to the persistance of inequalities. Research limitations/implications The analysis illustrates new lines and trajectories in the segmentation of youth labor markets along the lines of gender, household and country of origin. Practical implications The findings highlight the need for introducing an analysis of the different sources of vulnerability in policy designs in order to promote a real and sustainable change in SWTs. Originality/value The contribution of this research to the literature on NEET and SWT is to introduce a framework that allows for the intersectional analysis of gender and other structural inequalities.

Abstract This paper evaluates the consequences of minimum wage (MW) and earned income tax credit (EITC) in a model with heterogeneous costs of investment in human capital. Our model studies the effects of a MW and an EITC on employment, productivity, and total output for two types of groups: those with a low cost of acquiring human capital and a long horizon of earnings (Type Ys); and those with a high cost of acquiring human capital and a short horizon of earnings (Type Os). We assume that Type Ys consider investing in human capital while Type Os have a certain predetermined level of human capital and do not consider changing it. Our model suggests that a government might consider imposing a MW exclusively for Type Y individuals and an EITC exclusively for Type O individuals. Some of the best effects of each policy would therefore be obtained and some of the worst consequences would be avoided.

As the hospitality industry globally suffers persistent skills shortages, organisations are increasingly looking to non-traditional labour markets to fill vacancies. Indeed, hospitality has a long tradition of employing from society’s margins [1]. Research has shown hospitality firms are more likely than other industries to hire people experiencing disability [2]. Therefore, hospitality has the need, the tradition and the capacity to implement and support lasting change in the employment of disability youth. The Australian National Disability Insurance Scheme (NDIS), which is overhauling the sector and transforming the way persons experiencing disability access services, is modelled on research demonstrating the broader economic benefits of greater inclusive workforce participation [3]. The scheme is also consistent with the fact that employment is the key to exits from disadvantage for most people of working age [4]. Yet Australia ranks 21st out of 29 OECD nations in disability employment rates [5]. These poor rates of providing inclusive employment are often levelled at firms’ unwillingness to hire applicants with a disability [6]. In late 2016, a disability services provider (DSP) and a registered charity partnered in a mobile coffee cart social enterprise to create open employment pathways for a group of disability youth previously employed in the ‘sheltered workshop’ model. A 360-degree ethnography combining interview and observational methods [7] was designed to investigate the holistic experiences of the youth and to gain insights into the levers and barriers regarding open employment. The agency/structure dualism framed the study, as it is recognised that agency is in itself not sufficient when its expression is constrained by an individual’s social deficits and the legacies of their entrenched disadvantage [8]. In all, five ‘baristas’ experiencing disability (across 10 interviews), 11 co-workers/managers from the DSP and the charity, and 21 customers comprised the sample. Previous research has identified industry’s reticence to employ people with disability as a key barrier, despite ability and willingness to work [5]. This study, however, identified a complex range of structural factors inhibiting the agency of disability youth to self-determine towards open employment. These included a history of poor experiences in institutional settings (e.g. schooling and sporting), the safety and security of sheltered workshops, parental oversight and the staffing requirements of DSP social enterprises. Surprising individual-level factors were also manifest, including the inability to responsibly manage new-  found workplace independence and an absence of extrinsic motivators to work – given that the disability youth enjoyed financial security regardless of earnings. This research challenges the conventional wisdom that organisations alone need to revisit their willingness, capacity and preparedness for providing accessible employment, and rather suggests that deep-seated structural factors, and their impacts on youth, require concomitant attention. Demonstrates the concept of poverty to deny the poor access to basic basket of goods consisting of food, clothing and housing, in addition to a minimum of other needs, such as health care, transportation and education .and human capital in Iraq suffers from poverty capacity that qualify to contribute to economic development. Research has adopted a hypothesis: that inflation lowers the value of the currency and thus raise the poverty line, which contributes to the increase in the number of poor in the country, which contributes to reducing the skills and abilities of young people to contribute to economic development . The research aims to study the effect of inflation in increasing the number of poor people in Iraq through the study of the impact of inflation and its impact on the poverty line on human capital in Iraq. The research has come to conclusions which: : The poverty line in Iraq, equivalent to about $ 100 a month, less than the rate of $ 2 per day, and this means that Iraq's poor live in deprivation and extreme poverty compared to poor African countries, non-oil, which constitutes the poverty line, up to $ 30-60 per month. The reasons for the high rates of inflation in Iraq due to the absence of a clearly . The spread of financial and administrative corruption, according to a report in the governance of the international organization which ranked Iraq the last state in transparency. Some styles of gatekeepers and decision-makers to adopt Gatekeepers  currency and pumped into the market or hard currency smuggling to neighboring countries . The research was presented proposals including: the development of macroeconomic policy include the ways and methods of reducing poverty in Iraq, and to benefit from the experiences of other countries such as Malaysia, Turkey and Singapore. Reduce the financial and administrative corruption through the dimensions of the corrupt and thieves for managerial positions and refer them to the courts . Open foreign direct investment in all areas of economic and service sectors to provide job opportunities contribute to the reduction of unemployment and poverty reduction.

There are two ways of envisaging ‘social investment’ today: with or against social protection. The first is to think of social investment as accompanying existing social protection; here, we need to devote serious consideration to what social protection actually is, as the mainstream English expression ‘welfare state’ does not suffice. The second way is to devise social investment as a vehicle to destroy social protection and to help make Mario Draghi’s 2012 remark come true—according to him the European social model ‘is already gone’. In the economics profession, the advocates of the second solution are more numerous. This chapter tries to assess the chances of the second conjecture by closely examining the notion of ‘social impact assessment’ (SII) that has picked up currency in European social policy debates since the onslaught of the global financial crisis.

The 1973 decision to base Alberta's electrical generation on sub-bituminous coal has provided a balance between economic, environmental and social goals in the province. Presently six strip mines produce more than 22 million tonnes of low-sulphur coal for 6 thermal stations that generate 90% of the province's electricity needs. Alberta has relatively low-cost power, high coal-related job creation and an industry meeting the goals of sustainable development.

This chapter focuses on the history and development of budget standards research in Ireland, from the Low Cost but Acceptable approach that was used to assess adequacy to the more recent adoptions of the Minimum Income Standards methodology. It talks about the Minimum Essential Standards of Living (MESL), which is rooted in social consensus about the goods and services that everyone in Ireland should be able to afford. It also discusses the United Nations' definition of a “minimum acceptable standard of living.” The chapter analyzes the most recent MESL results that are discussed in the context of social welfare adequacy. It also points out how the MESL research has had an impact in policy debates around adequacy in Ireland.
