AbstractCounty agents receive cost of production information primarily from state extension services and then disseminate it to agricultural producers. A survey gathered data on agent usage of this information. A Poisson regression analysis using count data was performed to determine the factors influencing the number of times county agents directly referred to published cost of production (enterprise budget) information in a year. The agent's understanding of budget information use in management decisions, the availability of budgets, and his/her receiving the budgets in multiple forms (e.g., sheets, booklets, or software) had significant positive impacts on the use of budgets by the agent.

The impact of extension contact on crop income is examined with a view to evaluating the agricultural extension in Bangladesh. The scope of the study was ten villages of Gazipur district. The objectives of the study are to i) determine the factors influencing the benefit of extension services in terms of farm income, ii) determine the factors affecting the extension contact of farmers, and iii) suggest some policy guidelines to improve the extension services in Bangladesh. The sample of the study consists of 1000 farmers. Data came from field survey and multistage random sampling technique was used in order to collect data. The results indicated that the impact of extension contact coefficient on crop income is positive and significant. Evidence shows that the influence of extension contact coefficient is strongly positive and significant in the comparatively nearer villages to upazila headquarters, while this effect is weaker for those villages, which are comparatively away from upazila headquarters. It is found that many farmers did not receive extension contact and the effect of extension contact is weak on crop income compared to other factors such as irrigation and chemical fertilizer. It is assumed that there was enough scope to increase extension contact in the study areas. Some determinants of extension contact were also examined. The increased involvement of food relief agencies nearly on an annual basis is a clear indication that agricultural production continues to decline as a result of climate change. In order to mitigate the negative effect of climate change, households engage on adaptation strategies. The extent to which these impacts are felt depends mostly on the level of adaptation in response to climate change. The main objectives of the study were to identify the adaptation strategies employed by households and to analyse factors influencing the choice of adaptation strategies by households using personal interviews. The study used data from a random sample of 350 households. Descriptive statistics and multinomial logistic regression model were used to analyse the data. The results showed that adaptation strategies employed were; drought tolerant varieties, switching crops, irrigation, crop rotation, mulching, minimum tillage, early planting, late planting and intercropping. The results showed that the choice of adaptation strategies by households was significantly (p <0.05) influenced by; age of household head, occupation of household head, being a member of a social group, land category, access to credit, access to extension services and training, high incidences of crop pest and disease, high input prices, high food prices, perceptions of households towards climate change. Moreover, the analysis showed that perceptions of households towards climate change significantly influence all adaptation strategies. However, sex and education level of the household head were insignificant in influencing household choice when adapting to climate change. It is recommended that there is need to educate households about the negative impact of climate change on cropping systems. The study also recommends that agriculture extension services should be strengthened, agriculture financial institutions should accommodate subsistence farmers on communal land and rural micro-finance institutions should be developed, in order to facilitate farmers to choose effective adaptation strategies.

This study investigates a number of factors influencing technical efficiency of Greek farms participating in the 1994 European Union (EU) farm credit program. Technical efficiency measures are obtained within the framework of a parametric stochastic frontier. Factors showing a positive effect on technical efficiency are value of liabilities, number of hours of mechanical operation, large land size, and rental land, whereas those showing a negative effect are value of EU product subsidies, value of off-farm family income, and hired labor. The value of investments incurred by farms because of their participation in the 1994 farm credit program does not show any significant effect on technical efficiency. The predicted levels of technical efficiency indicate that the average technical efficiency of farms 3 years after participating in the 1994 farm credit program is lower than the average technical efficiency of the same farms the year before participating in the program. Thus, the program has failed to increase the efficiency of farms.

The article is aimed at identifying modern features of insurance in the agricultural sector of the Ukrainian economy and defining the factors of influence on the agricultural insurance market. The article discloses interpretation of the terms of «insurance» and «agricultural insurance» and also presents the types of possible risks arising in the activities of agricultural enterprises. The performance indicators of leading insurance companies in the field of agricultural insurance are analyzed. The current state and dynamics of insurance of agricultural risks, which arise both in the field of crop production and in livestock, are researched. This will allow predicting the future prospects of the market for insurance services and products, as well as finding possible optimal ways to solve the problems of product insurance, faced by the agricultural producers. The main factors influencing the efficiency of the insurance market in the agricultural insurance sector are allocated. The basic principles of insurance of agricultural products with the State support are analyzed. It is defined that the further development of agricultural insurance should be directed towards creating a profitable and safe environment for all participants in the agricultural market, which provides for the distribution of risks between agricultural producers, processing enterprises, banks, insurance companies and the State. The agricultural insurance of risks creates possibilities for advantageous harmonizing the interests of participants in the agricultural insurance market and the State as a party whose first priority is to ensure stable economic growth.

The relevance of the topic of the research is determined by the necessity to implement insurance as a method to control agricultural risks in order to increase the financial stability of agricultural producers in the conditions of high uncertainty of natural and climatic conditions.Insurance as a means to stabilising risks in the agrarian sphere enables not only to compensate for the losses connected with the loss of agricultural products but also to protect the producers from possible bankruptcy, to enhance the predictability of financial outcomes of activities. The authors put the greater emphasis on the underlying factors influencing the formation and dynamics of crucial indicators of agricultural insurance with state support compared to Russian and foreign experience. The sectoral analysis of was carried out, the peculiarities of implementing instruments of agricultural insurance in terms of federal districts and insurance institutions were revealed, provisions on innovative programmes were developed in order to improve agreements between actors for strengthening agricultural producers’ activities.

Background/Context This article is a piece of analytic and descriptive commentary based on the work of the Gordon Commission on the Future of Assessment of Education. Purpose The purpose of this essay is to advocate for greater attention given to the correlates of human performance in educational measurement. The authors argue the importance of attribution, context, and perspective as factors influencing human performance. Research Design The essay is primarily analytic and historical with respect to the conceptualizations that should guide the contextualization of assessment in education. Conclusions (a) Greater respect for and sensitivity to the fact that adaptive behavior is a function of the integration of affective, cognitive, and situative processes operating in conscious organisms functioning in context. (b) Importance of systems of assessment that produce multiple forms of data that should be combined in different constellations for specific purposes. (c) Explicit recognition that decontextualized and situated probes are in fact distortions and the data from such probes cannot legitimately be used for definitive judgment. (d) Emerging electronic digital technologies may provide opportunities for effective assessments of contexts, as well as assessments of adaptive behaviors in context. (e) The documentation of personal attributions and personal perceptions are problematic, though such data are important and must be subjected to systematicity in programs of assessment in education. (f) Formative assessment, portfolio development, and relational analysis.

This study assessed the factors influencing the frequency of purchases of locally-produced rice using data collected from a sample of 400 consumers in Jakarta Province in Indonesia. The empirical results of a Poisson regression model revealed that socio-economic characteristics of the consumers (i.e., gender, age, occupation, education, and income), characteristics of the product (i.e., label and color), and the product’s price and promotion significantly influenced consumers’ frequency of purchasing locally-produced rice. The implication is that increasing the quality of locally-produced rice, applying an appropriate marketing strategy such as offering a relatively lower-priced product compared to the price of imported rice, and product promotion are necessary for increasing the frequency of consumers’ purchases of locally-produced rice.

The aim of the research was to identify and group conditions affecting the development of entrepreneurship among agricultural producers. The article presents opinions of a purposefully selected group of farmers taking part in the work of a team appointed by the voivode for the preparation of a diagnosis of the socio-economic situation of agriculture in the Warmian-Masurian Voivodeship. Using the technique of a focus group interview, among others, opinions on the forms and areas of entrepreneurship of agricultural producers and conditions for its further development in the Warmian-Masurian Voivodship were obtained. Barriers have been defined, including the poor innovative nature of commenced undertakings, low interest in cooperation with other economic entities and low social capital, especially in interaction with the socio-cultural and economic environment. The obtained assessment by means of the FGI method allowed to classify factors influencing the development of entrepreneurship of farmers into five groups including the conditioning, stimulating and maintaining character of determinants having an impact on farmer entrepreneurship as well as those with an indirect and local impact on entrepreneurship development. In the case of factors conditioning the development of farmer entrepreneurship, the following proved important: individual predispositions of entrepreneurs (including creativity, optimism, commitment), competition on the market (market niches, mobilization for operation, healthy competition), the state of equipment of farms with machines, devices, buildings and structures and the possibility of obtaining financial resources (EU funds, loans, own resources).
