Changing residential mobility rates of older people in Sweden

ABSTRACTThe lifestyle of the baby boomers as retirees has been assumed to differ from older cohorts due to them being financially more stable and having grown up during the welfare state expansion. Many baby boomers live in large houses with gardens that require maintenance and labour. Recent studies have indicated that a growing share of those born in the 1940s in Sweden express a wish to change residence at retirement or in old age. A need to verify such results statistically was identified to confirm whether there has been an increase in residential mobility among older people. As a result, moves that took place during 2001–06 of the total cohort born in the 1940s were compared to similar moves by those born in the 1930s, ten years earlier during 1991–96, i.e. those aged 57–66 in 1996 and 2006. The study used a register database, Geoswede, containing the entire Swedish population. The study showed increased residential mobility rates among the 1940s cohort compared to the cohort born in the 1930s. However, explanations for the differences between the cohorts were not evident.

Abstract The growth of the private sector in the Medicare and Medicaid programs is a sea change, leading many to argue that the old age welfare state is effectively becoming privatized. I examine these trends, but focus on the consequences for how older adults experience their interactions with government. In particular, I examine how privatization increases administrative burden for beneficiaries. Older adults must navigate hundreds of choices, leading to significant confusion. Most fail to pick policies that maximize their benefits and reduce their cost. This confusion harms beneficiaries. They end up with suboptimal coverage, with increased out of pocket costs and decreased access to care. The confusion, however, generates profits for insurers. Previous scholarship is sharply divided over how or if globalization influences welfare states. The effects of globalization may be positive causing expansion, negative triggering crisis and reduction, curvilinear contributing to convergence, or insignificant. We bring new evidence to bear on this debate with an analysis of three welfare state measures and a comprehensive array of economic globalization indicators for 17 affluent democracies from 1975 to 2001. The analysis suggests several conclusions. First, state-of-the-art welfare state models warrant revision in the globalization era. Second, most indicators of economic globalization do not have significant effects, but a few affect the welfare state and improve models of welfare state variation. Third, the few significant globalization effects are in differing directions and often inconsistent with extant theories. Fourth, the globalization effects are far smaller than the effects of domestic political and economic factors. Fifth, the effects of globalization are not systematically different between European and non-European countries, or liberal and non-liberal welfare regimes. Increased globalization and a modest convergence of the welfare state have occurred, but globalization does not clearly cause welfare state expansion, crisis, and reduction or convergence. Ultimately, this study suggests skepticism toward bold claims about globalization's effect on the welfare state.

Chapter 4 argues that in the three high-growth postwar decades, the welfare state facilitated corporatist cooperation between labor and capital, specifically in the form of wage coordination, thereby avoiding inflation in periods of (almost) full employment. The period of high growth and full employment allowed, in turn, welfare state expansion which was always supported by a grand coalition of Christian and Social Democrats. The chapter reconstructs in more detail how industrial conflict in the metalworking sector—both in the north of Germany, in the shipyards, and in the south of Germany, in the automobile industry—over social rights instead of wages laid the ground for wage coordination (and moderation) German style. It also explains how the welfare state helped unions and employers’ associations to “police the bargain,” to stabilize an inherently unstable arrangement between capital and labor.

George Boyer’s The Winding Road to the Welfare State, which traces the shift in Britain from the early nineteenth-century Poor Law to the post-1945 welfare state, is strongest and most useful in its analysis of the labor market in relation to poverty and insecurity and in its precise quantification of wages, poverty, insecurity, and public relief. It is much weaker when discussing how politics and public opinion shaped social policies; overlooking important areas of British state welfare, the book focuses upon unemployment and old-age policies. Nor is the book really about “Britain.” Most of the statistics and analyses refer to England and occasionally Wales. Scotland, with its different economic, administrative, and legal structures, though constitutionally in Britain, is barely mentioned. Notwithstanding Boyer’s contributions to the picture of how the British welfare state emerged, his version of Britain’s “winding road” falls short of the descriptions and analyses that many British publications have already provided within the past thirty years.


This book examines some of the challenges facing older people, given a context of rising life expectancy, cuts to the welfare state, and widening economic and social inequalities. It explores precarity and ageing from a range of disciplinary backgrounds, critical perspectives, and contexts. Although cultural representations and policy discourses depict older people as a group healthier and more prosperous than ever, many older people experience ageing amid insecurities that emerge in later life or are carried forward as a consequence of earlier disadvantage. The collection of chapters develops a distinctive approach to understanding the changing cultural, economic and social circumstances that create precarity for different groups of older people. The aim of the book is to explore what insights the concept of precarity might bring to an understanding of ageing across the life course, especially in the context of the radical socio-political changes affecting the lives of older people. In doing so, it draws attention both to altered forms of ageing, but also to changing social and cultural contexts, and realities that challenge the assumption that older people will be protected by existing social programmes or whatever resources that can be marshalled privately.
