The authors of Habits of the Heart (Robert N. Bellah, Richard Madsen, William M. Sullivan, Ann Swindler, and Steven M. Tipton; hereafter, simply Bellah) charge that America is losing the institutions that help “to create the kind of person who could sustain a connection to a wider political community and thus ultimately support the maintenance of free institutions.” Bellah fears that “individualism may have grown cancerous – that it may be destroying those social integuments that Tocqueville saw as moderating its more destructive potentials, that it may be threatening the survival of freedom itself.”Proponents of the liberal free market order should, I will argue, take seriously the concerns that motivate Bellah and company: citizens of a liberal regime cannot live by exchanges alone. Liberal constitutionalism depends upon a certain level and quality of citizen virtue. But while the need for virtue is often neglected by liberal theorists, it is far from clear that the actual workings of liberal institutions have drastically undermined virtue in the way Bellah's dire account suggests. That analysis serves, moreover, as the springboard for a radically transformist argument that seeks, not so much to elevate and shape, but to transcend and deny, the self-interestedness that the free market exercises. Having argued against Bellah's analysis and prescriptions, I shall attempt to show how the phenomena he describes are open to an interpretation that is happier from the point of view of a concern with virtue. I shall end by using Tocqueville to suggest that combining liberal capitalism with intermediate associations like voluntary groups and state and local government helps elevate and shape self-interest, promoting a citizenry capable of and insistent upon liberal self-government.

Recently the study of economics of internet has emerged as an emerging field of study. The workstations being distributed across the network along with the users having varied interests has made this study very important from an information security and policy designing point of view. The main purpose of any framework design is to keep up with the security standards of confidentiality, integrity and availability without being an overburden on the deployer. The same goes for the users, the Quality of Service (QoS) should be in accordance with what they pay for. The concept of “tragedy of commons” plays an important role in distributing the limited resources of the internet. In this, the users because of their own self-interest destroy the collective interest of a community sharing the resource. A sustainable pricing strategy is the one which is able to cater to the competitive advantage of different network providers offering the same set of services but on varied prices. A pricing mechanism will help in differentiating the services offered to the users, but another important task is of fixing the incentives. The pricing strategy plays a very important role in facilitating varied kinds of QoS requirements. Security professionals have realized that while designing any security mechanism it is vital to keep in consideration the “theory of mind” which explains the way the attackers and benign users take decision to deceive of remain loyal to the system. So, studying the incentive and payment structure from economic point of view is important.

Abstract The Tax Cuts and Jobs Act of 2017 (TCJA) was the first major federal tax reform in a generation. This article examines the priority issues of fifty-seven intergovernmental advocacy organizations during the legislation’s passage. These groups played defense from the start, in response to efforts by President Trump and congressional Republicans to streamline the tax code by eliminating tax expenditures. Blocking the potential elimination of the state and local tax (SALT) deduction and preserving the tax exempt status of municipal bond interest represented priorities for most organizations. Ultimately, the TCJA preserved many tax expenditures important to intergovernmental advocacy organizations. However, the SALT deduction was capped at $10,000, representing a big loss. This case study evaluates when and under what conditions the intergovernmental lobby influences federal policy-making. It finds that while state and local groups use a variety of tactics, their ability to navigate partisan politics and harness the self-interest of members of Congress is necessary to success.

<p>The study has been devoted to showing the relationship between legal security and financial security at the local government level. To this end, firstly some consideration has been given to determining the meaning of the terms “security” and “financial security” from the point of view of the state and local government. In addition, it has been shown that financial security is inextricably linked to the financial power enjoyed by the state, specifically by the bodies acting in its name and on its behalf. The power resulting from this is the financial power of local government units, which is enjoyed by such units although to a limited extent. However, it has been found that even this scope of legal regulations limiting the possibilities of authoritative financial activities of local government bodies is of key importance from the security viewpoint of local communities.</p>

Noise is a disturbance to the human environment that is escalating at such a high rate that it will become a major threat to the quality of human lives. In the past thirty years, noise in all areas, especially in urban areas, has been increasing rapidly. There are numerous effects on the human environment due to the increase in noise pollution. Slowly, insensibly, we seem to accept noise and the physiological and psychological deterioration that accompanies it as an inevitable part of our lives. Although we attempt to set standards for some of the most major sources of noise, we often are unable to monitor them. Community awareness of environmental noise has increased and there is a higher expectation for state and local government to reduce noise levels. The present study provides an evaluation of noise pollution in Cluj-Napoca. Equivalent noise levels (L eq) were measured in 10 points (each point measured during 30 min). Measured values were confronted with Romanian legislation allowed limits. The most noise-polluted points in Cluj Napoca were Mănăştur district – traffic circle and Aurel Vlaicu street (at the international airport limit), with measured L eq of 75.5 dB(A) and 75.91 dB(A).

The study presents the definition and research aspects of quality of life, an interdisciplinary category that arouses widespread interest among representatives of various scientific disciplines as well as state and local government institutions. The main purpose of the work was to examine the relationship between the level of budgetary expenses of a voivodeship city and the quality of life of its inhabitants. To determine the objective quality of life, quantitative and valuable indicators were used in the field of: technical infrastructure, labour market, health protection, social welfare, public education / pro-family policy and culture, the level of which depends on the expenditure of local authorities. Based on data from the Local Data Bank of the Central Statistical Office, a multidimensional comparative analysis of voivodeship cities was carried out. Based on the selected diagnostic variables, a synthetic Perkal index was determined for individual provincial cities in 2019. The method used allowed the ranking of provincial cities to be determined in the analysed period of time and them to be grouped according to the level of quality of life achieved in four typological groups. The conducted research confirmed the existence of significant disproportions in the level of the quality of life of inhabitants of particular voivodeship cities. It was also found that with an increase in budgetary expenditure per capita, the level of quality of life may improve.

Changing forms of state and local government agencies led to the transformation of the public sector. Economic independence of institutions changed their economic behavior. The study revealed that the economic goals of institutions are growth and profit. The economic behavior of institutions can be described in terms of managerial models of firms. Approximate the behavior of institutions in the markets can be produced using the neoclassical theory of the firm. To achieve its goals of the institution may use planning based on marginal approach. Using the theory of the firm predicts the behavior of institutions. Using the theory of the firm predicts the behavior of institutions. Establishments can use for achievement of the purposes planning on the basis of marginal approach. This suggests an increase in the variety of services and changes in pricing policy. Pricing policy will focus on the demand of consumers and rising prices. It is necessary to expect increase in norms of work of the personnel that can be interfaced to decrease in quality of services.

The Integrated Regional Operational Program provides financial assistance from European Union funds to contribute to improving the quality of life and ensuring the sustainable provision of public services with an impact on balanced and sustainable territorial development, economic, territorial and social cohesion of regions, cities and municipalities. The target group includes state and local government authorities, social partners, civil society organizations and NGOs. The main objective of this paper is to analyse the implementation Integrated Regional Operational Program in particular regions of the Slovak Republic. In the analysis, we focused on evaluating the success of individual regions in obtaining projects, the current status of projects in implementation and completed projects, which is also related to the amount of approved non-repayable financial contribution. The analysis showed that over 60% of the total number of submitted projects had been successfully implemented in each region.

Public consultations may contribute to the knowledge growth; among politicians it would involve needs and preferences of citizens, and among citizens it would concern budgetary constraints and other limitations to decisions in the given public policy area. Further, public consultations may also have positive effects on building mutual understanding and trust between political representatives and common members of political community. However, it is dependent on the quality of communication about consultative procedures, the transparency and justification of choices made in reference to whom to consult, how and with what aim. The article demonstrates both the empirical findings in the area of practice of public consultations in Poland as well as their critical assessment from the point of view of deliberative ideal discussed across Europe and worldwide.

This study aims to determine the influence of Accounting Understanding an Application, financial accounting systems human resource competency on the quality of regional financial statement. Based on PP No. 71 year 2010, state and local government financial statement quality have to meet the qualitative characteristic. Factors examined include Acounting understanding, human resource competency financial accounting system and the quality of regional financial statement. The used sampling method is purposive sampling sampling. Data collection is done by giving as many as 90 copies, copies of the questionnaire,which was distributed to respondents who are staff  financial in Pekanbaru City. The Data obtained are then analyzed using SPSS 21.00. Based on the analysis results, obtained that applicatin of Accounting and the financial accounting systems have a positive and significant effect to the quality of financial reporting information in OPD Pekanbaru City and human resource competency can be used as a moderating variable.
