National leaders need security protection against political assassinations, espionage, terrorism and many other dangers, and therefore almost every country has a specialized organization to provide such protection. In the United States, the President is protected by the Secret Service of the Treasury Department, and in the Soviet Union, the Kremlin denizens were guarded by the Ninth Directorate of the KGB. The Chinese security system for the top leadership, consisting mainly of the Central Security Bureau in Zhongnanhai, is however distinctive in several respects. Institutionally it has a peculiarly complex set of arrangements which result in some puzzling divisions of responsibilities. It also relies heavily on a military detachment, Unit 8341. Above all, the Chinese central security apparatus can, and does, play a more active and indispensable political role than is common in other countries.

The single most important feature of American history after 1945 was the United States’s assumption of hegemonic leadership. Europeans had noted America’s enormous potential since at least the nineteenth century. After the Civil War the United States had one of the largest economies in the world, but, as noted earlier in this book, in geopolitical terms it remained a surprisingly minor player. By 1900 the United States was playing a more significant political role. But it was only after 1945 that the nation’s potential on the world stage was fully realized. Victory in the Second World War left the United States in an enviable position. Unlike the Soviet Union, which endured devastating fighting on its territory and lost tens of millions of citizens, the United States had experienced only one major attack on its soil. Thanks to its actions in the war America had great influence in Europe. And the national economy emerged surprisingly vibrant from the years of conflagration, easily dominant over any conceivable rival or set of rivals. When the First World War ended the United States ultimately chose to return to its hemispheric perch. It declined to join the new League of Nations, and rather than maintaining engagement with the great powers of the day, America generally turned inward. The years following the Second World War were quite different. In addition to championing—and hosting—the new United Nations, the United States quickly established a panoply of important institutions aimed at maintaining and organizing international cooperation in both economic and security affairs. Rising tensions with the Soviet Union, apparent to many shortly after the war’s end, led the United States to remain militarily active in both Europe and Asia. The intensifying Cold War cemented this unprecedented approach to world politics. The prolonged occupations of Germany and Japan were straightforward examples of this newly active global role. In both cases the United States refashioned a conquered enemy into a democratic, free-market ally—a significant feat. The United States did not, however, seek a formal empire in the wake of its victory.

Stamps, postcards, and illustrated covers present a valuable and underappreciated resource in historical research, particularly when they deal—directly or indirectly—with images of national leaders. Th eir content and design refl ect and sometimes even anticipate political developments. Th e case of Stalin, leader of the Soviet Union from 1929 to 1953, is especially complex due to his extraordinary national and international infl uence. Th is work analyzes the usage of Joseph Stalin’s likeness and name on stamps and other postal items in the context of contemporaneous political circumstances and the needs of domestic and international propaganda. Th e study examines philatelic items issued not only in the Soviet Union and other communist countries, but also in Western Europe and the United States.

This book is a new account of utopian writing. It examines how eight writers—Henry David Thoreau, W. E. B. Du Bois, Osip and Nadezhda Mandel'shtam, Anna Akhmatova, Wallace Stevens, Ezra Pound, and J. H. Prynne—construct utopias of one within and against modernity's two large-scale attempts to harmonize individual and collective interests: liberalism and communism. The book begins in the United States between the buildup to the Civil War and the end of Jim Crow; continues in the Soviet Union between Stalinism and the late Soviet period; and concludes in England and the United States between World War I and the end of the Cold War. In this way it captures how writers from disparate geopolitical contexts resist state and normative power to construct perfect worlds—for themselves alone. The book contributes to debates about literature and politics, presenting innovative arguments about aesthetic difficulty, personal autonomy, and complicity and dissent. It models a new approach to transnational and comparative scholarship, combining original research in English and Russian to illuminate more than a century and a half of literary and political history.


This book uses trust—with its emotional and predictive aspects—to explore international relations in the second half of the Cold War, beginning with the late 1960s. The détente of the 1970s led to the development of some limited trust between the United States and the Soviet Union, which lessened international tensions and enabled advances in areas such as arms control. However, it also created uncertainty in other areas, especially on the part of smaller states that depended on their alliance leaders for protection. The chapters in this volume look at how the “emotional” side of the conflict affected the dynamics of various Cold War relations: between the superpowers, within the two ideological blocs, and inside individual countries on the margins of the East–West confrontation.

Enemy Number One tells the story of Soviet propaganda and ideology toward the United States during the early Cold War. From Stalin’s anti-American campaign to Khrushchev’s peaceful coexistence, this book covers Soviet efforts to control available information about the United States and to influence the development of Soviet-American cultural relations until official cultural exchanges were realized between the two countries. The Soviet and American veterans of the legendary 1945 meeting on the Elbe and their subsequent reunions represent the changes in the superpower relationship: during the late Stalin era, the memory of the wartime alliance was fully silenced, but under Khrushchev it was purposefully revived and celebrated as a part of the propaganda about peaceful coexistence. The author brings to life the propaganda warriors and ideological chiefs of the early Cold War period in the Soviet Union, revealing their confusion and insecurities as they tried to navigate the uncertain world of the late Stalin and early Khrushchev cultural bureaucracy. She also shows how concerned Soviet authorities were with their people’s presumed interest in the United States of America, resorting to monitoring and even repression, thereby exposing the inferiority complex of the Soviet project as it related to the outside world.

During the Cold War, the governments of the United States and the Soviet Union developed cultural exchange programs, in which they sent performing artists abroad in order to generate goodwill for their countries. Ballet companies were frequently called on to serve in these programs, particularly in the direct Soviet-American exchange. This book analyzes four of the early ballet exchange tours, demonstrating how this series of encounters changed both geopolitical relations and the history of dance. The ballet tours were enormously popular. Performances functioned as an important symbolic meeting point for Soviet and American officials, creating goodwill and normalizing relations between the two countries in an era when nuclear conflict was a real threat. At the same time, Soviet and American audiences did not understand ballet in the same way. As American companies toured in the Soviet Union and vice versa, audiences saw the performances through the lens of their own local aesthetics. Ballet in the Cold War introduces the concept of transliteration to understand this process, showing how much power viewers wielded in the exchange and explaining how the dynamics of the Cold War continue to shape ballet today.

This chapter explores all aspects of Trygve Lie’s interaction with the Security Council, beginning with his appointment process and the negotiation of the relative domains of the Council and the Secretary-General. This was a time when the working methods of the UN system were rapidly evolving through political negotiation and responses to external crises. It examines Lie’s personality and character, how he viewed his own responsibilities in the maintenance of international peace and security as crises arose, the legal and political tools he developed and exercised, and his changing relationship with individual permanent members and the six elected members. In the emerging Cold War, Lie’s position in the Security Council would be determined in particular by his relationships with the United States and the Soviet Union. Taking initiative in response to external crises in Iran, Palestine, Berlin, and Korea, Lie succeeded in laying foundations for an expanded political role for the Secretary-General.
