A qualitative analysis of intellectual capital in social service non-profit organisations: A theory–practice divide

AbstractThe paper contributes to debates on non-profit strategy, first by arguing that intellectual capital (IC) can be utilised as a non-profit strategic management conceptual framework and second by highlighting nuances in the meaning and significance of IC. In responding to the public management agendas of government, non-profit organisations (NPOs) have had to commercialise their strategies. On the basis of data from in-depth interviews with 35 senior non-profit managers across 22 large Australian social service non-profit organisations (SSNPOs), the analysis confirms that IC assists SSNPOs in managing the social–commercial divide, but that managers' understandings of the IC concept are often different to those contained in the IC literature. IC scholars suggest that IC is synergetic with its components being inter-dependent. The managers perceived that very few inter-relationships existed between IC components. Implications of the theory—practice divide for non-profit strategy are discussed. Research limitations and future research direction are presented in the paper.

The world has faced a major increase in forced displacement and the theme has also become the subject of many public, media and political debates. The public communication of refugee organizations thereby increasingly impacts their operations, the public perception on forcibly displaced people and societal and policy beliefs and actions. However, little research has been conducted on the topic. Therefore, this conceptual article aims to (1) define refugee organizations’ public communication, (2) situate it within broader research fields, and (3) motivate the latter’s relevance as research perspectives. In order to be able to achieve these research objectives, the article first discusses the social and scientific relevance of the research subject and identifies important gaps within literature which both form an essential scientific base for developing the main arguments. Adopting a historical perspective, the article demonstrates that in recent decades the social and scientific relevance of research on strategic and non-profit communication in general and on refugee organizations’ public communication in particular have increased. Nevertheless, these fields remain underdeveloped and are mostly text-focused, while the production and reception dimensions are barely explored. Remarkably, however, little or no research has been conducted from an organizational communication perspective, although this article demonstrates that the subject can be adequately embedded in and examined from the fields of strategic, non-profit and public communication. Finally, the article highlights the relevance of the holistic Communicative Constitution of Organizations perspective and argues that future research can benefit by adopting multi-perspective, practice-oriented, multi-methodological, comparative and/or interdisciplinary approaches.

Africa is the last of the major global regions to urbanize and to economically benefit therefrom largely due to centuries of the fragmented spatial system by geographic, trading zone, colonial experiences, and logistics barriers. Recently, however, the integration of African urban spatial structure was spearheaded by the private sector under the guidance of the public sector. This chapter analyzes the goals driving integration, the tools used by private and the public sectors in setting the stage for integrative urban growth through industrialization, and then identifies the future opportunities and challenges in sustaining the momentum. The chapter comprises of an introduction, a conceptual framework, the gluing elements, the review of the development guidance system, opportunities and challenges ahead, future research direction, and conclusion.

In terms of the goal of talent cultivation, the public management discipline should not only cultivate public management professionals but also undertake the basic task of establishing virtue and cultivating talents. In terms of the characteristics of the discipline itself, the public management discipline should highlight the functional advantages of humanistic education, comprehensive discipline, and social service.

Purpose This paper aims to bring to the fore some neglected implications of the dual employment systems in China, especially for the public sector. Design/methodology/approach This paper reinterprets some recent developments in understanding Chinese employments and incorporates the relevant research in arguing for a dualistic view of employment in China[1]. Findings In highlighting the unique dualistic employment contexts in China and an indigenous phenomenon of “unequal pay for equal work”, this paper finds public management studies in China to deserve a separate platform for future research. Research limitations/implications Future Chinese management studies on public sector should contextualise their findings and conclusions, taking into account the employment structure at their research settings. More studies on the public sector are needed to better understand the dualistic Chinese employment relationships, especially for better public management policies and practices in China. Social implications It calls for more scholarly attention on the social injustice embedded in the dualistic employment in China. Originality/value It extends the ongoing discussions of Chinese employment reform and its implications on organising work and employment in China, while unveils important implications of the dualistic employment for future Chinese management research, especially in the public sector.

The articles in this special issue add to a rapidly developing literature on co-creation in public services management. This final article focuses what might otherwise be a wide ranging discussion by addressing core themes proposed in the special issue’s introduction. We consider:<br /><br /><ul><li>basic definitions of co-production and co-creation; the claim of a possible move from lower order co-production to higher level co-creation;</li><br /><li>the link with different models of strategic management, why strategic management is important and which models are promising;</li><br /><li>the potential role of digitalisation in the move to co-production and co-creation;</li><br /><li>the possible link with co-creation informed innovation which contributes to the pursuit of public value outcomes.</li></ul><br />We examine the potential role of strategic management along with the nature of any ‘metagovernance’ of associated policy networks. The conclusion makes general observations and considers future research direction.

The New Public Management allows us to reflect upon whether intellectual capital helps public sector organisations meet their performance benchmarks. Sustainable economic performance gains importance from the public sector’s service ideal. Although there have been empirical endeavours using intellectual capital as operational variables, this study examines the theoretically informed relationship between the intellectual capital construct and its construct dimensions and the sustainable economic performance construct and its construct dimensions. The decision-making inputs of senior officials in the Malaysian public sector are vital for evaluating the relationship, as these officials are the individual strategists of the collective organisational strategy. The study conducted a survey that received 1092 usable responses and analysed them using the structural equation modelling research method. The findings showed a robust theoretical relationship between intellectual capital and sustainable economic performance. Furthermore, the study identified intellectual capital items that play a vital role in supporting public sector sustainable economic performance in Malaysia under New Public Management. The findings provide useful knowledge for public sector officials and policymakers, and for further research.
