Under the background of new liberal arts, the construction of public management discipline should be based on the social times, the goal of talent cultivation, and the characteristics of the discipline itself, so as to meet the requirements of new liberal arts. In terms of social background, the public management discipline should not only respond to the new problems arising from the technological revolution, but also to the problems of national governance in the new era. In terms of the goal of talent cultivation, the public management discipline should not only cultivate public management professionals but also undertake the basic task of establishing virtue and cultivating talents. In terms of the characteristics of the discipline itself, the public management discipline should highlight the functional advantages of humanistic education, comprehensive discipline, and social service.

AbstractThe paper contributes to debates on non-profit strategy, first by arguing that intellectual capital (IC) can be utilised as a non-profit strategic management conceptual framework and second by highlighting nuances in the meaning and significance of IC. In responding to the public management agendas of government, non-profit organisations (NPOs) have had to commercialise their strategies. On the basis of data from in-depth interviews with 35 senior non-profit managers across 22 large Australian social service non-profit organisations (SSNPOs), the analysis confirms that IC assists SSNPOs in managing the social–commercial divide, but that managers' understandings of the IC concept are often different to those contained in the IC literature. IC scholars suggest that IC is synergetic with its components being inter-dependent. The managers perceived that very few inter-relationships existed between IC components. Implications of the theory—practice divide for non-profit strategy are discussed. Research limitations and future research direction are presented in the paper.

An attempt at a synopsis of Mr. Becker's and Mr. Hicks' findings requires an enlargement of focus. They have much in common in their approaches: both are sympathetic to reactions in Italian scholarship against a school which had conceived the history of the Italian city-states chiefly in terms of social clashes caused by antagonistic economic class interests. About 1900 that had been the perspective shared by most students. During the late 13th century (it was then argued), the half-chivalric magnati, owners of landed property, were replaced by the capitalistic merchants and industrialists of the arti maggiori; these, in turn, by the middle of the 14th century were followed by the artisans of the arti minori who, for a short revolutionary period in 1378, opened the door for the laborers of the great textile industries, the Ciompi. After class struggle had thus sapped the public spirit, Florence and other cities were ripe for the heavy, but pacifying hand of despotism.

This paper presents the complexity of the contemporary social economy system – its definitions, points of reference, role played in socio-economic development. Furthermore the paper presents a review of selected approaches to social economy, including definitional approaches, e.g. those specific to Anglo-Saxon and continental traditions. It discusses the context in which it emerged and developed as a phenomenon in the public policy and economic areas. It analyses the dynamics of social economy development in Poland, including institutional environment and selected mechanisms of public management. It stresses that top-down initiatives – including those of the central government and the EU institutions – are a key element in making the social economy dynamic in developing the forms of activity (in view of the weakness of endogenous factors). The central and local governments place social economy at the heart of their strategies in many public policies.

Kegiatan pengabdian masyarakat di Desa Banyuresmi dilakukan dengan observasi lapangan mengenai permasalahan limbah agroindustri. Mayoritas masyarakat disana menghasilkan limbah dari kegiatan pengelolaan pascapanen kopi dan tembakau. Sampai saat ini di Desa Banyuresmi masih terbatas dalam mengelola limbah agroindustri berupa kulit kopi dan tembakau. Disisi lain, limbah tersebut dapat menjadi sebuah produk yang memiliki nilai ekonomi tinggi. BOTALIKA merupakan sebuah inovasi pembuatan boneka horta berbentuk macan dari limbah kopi dan tembakau. Produk tersebut dapat mendukung Desa Banyuresmi sebagai desa wisata Pasirmacan dengan memanfaatkan potensi lokal untuk meningkatkan perekonomian masyarakat. Proyek ini kami kembangkan setelah melihat besarnya potensi lokal dari limbah kopi dan tembakau yang terdapat di Desa Banyuresmi. Keindahan alam yang dimiliki Desa Banyuresmi sangat mendukung untuk menjadikan desa tersebut menjadi sebuah desa wisata. Nantinya, boneka horta “BOTALIKA” dapat menjadi souvenir khas Desa Banyuresmi sebagai desa wisata Pasirmacan.  The social service program in Banyuresmi village was done through field observations regarding the issues of agroindustrial waste. The majority of the public there created waste from the post-harvest activities of coffee and tobacco. To this day the utilization of agroindustrial waste in Banyuresmi village is limited to coffee been skin and tobacco. On the other hand, the waste can become a product with high economical value. BOTALIKA is a new innovation that creates horta dolls in the shape of a tiger from coffee and tobacco waste. The product can support Banyuresmi village as a the Pasirmacan tourism village through the utilization of local potentials in order to increase the community’s economy. The project was developed after identifying the local potential from coffee and tobacco waste that is in Banyuresmi village. The natural beauty of Banyuresmi village bolsters its efforts to become a tourism village. With time, the BOTALIKA horta dolls can become a souvenir from Banyuresmi village as the Pasirmacan tourisme village.

Se considera a la modernización administrativa un proceso histórico concreto en el que se producen transformaciones en la gestión pública de los Estados liberal-democráticos de los que España forma parte. Su principal característica procede de la modificación en las formas de prestación de los servicios públicos, que afectan a dos dimensiones respecto a sus antecedentes inmediatos, por una parte la privatización de sus relaciones con el entorno social y por otra la tecnificación de sus métodos de organización y gestión. Si bien la Administración pública es el sujeto de dichos cambios basados en políticas públicas destinadas a ella, su marco jurídico constituye el objeto más relevante para el funcionamiento del Estado de Derecho, sustrato definitorio de la eficacia y razón de ser de su organización y actividad.The administrative modernization is considered a concrete historical process in which changes occur in the public management of democratic liberal states of which Spain is a part. Its main feature is from the change in the ways of delivering public services, involving two dimensions relative to its immediate antecedents, on the one hand, privatization of its relationship with the social environment and on the other the modernization of its methods of organization and management. While public administration is the subject of such changes based on public policies aimed at her, its legal framework constitutes the most important object for the operation of the rule of law, definitor of the efficacy and rationale of its organization and activity.

The Covid-19 pandemic and its countermeasures have brought pressures on social and welfare assistance. Along with this, come the challenges of information being dispersed and complex, susceptible to distortions, and a society with distinct capacities for assimilation and analysis. This paper aims to present the experience of the Covid-Prev Observatory as a tool for transparency and accountability in the public management of social security in times of pandemic. This experience with the social observatory has encompassed the choice of themes and variables to be disseminated and analyzed, the visual planning and dissemination strategy, and the discussion of the observatory's role and potential. Thus, a multidisciplinary team has developed a project aiming to analyze the impact of Covid-19 on the Brazilian Social Security System, from different perspectives, both with the reproduction of data and information, and for the elaboration of analyses: impacts of the pandemic on the labor market and its effects on the evolution of social security revenues and expenses, effects of the pandemic on vulnerable groups, sustainability of pension funds, impacts on the financial market, among others. This information was first disclosed on the Blogger platform, and then on an electronic website whose disclosure was made both on the social networks of the research participants themselves and on the social networks of entities interested in the topic, such as the Brazilian Association of State and Municipal Pension Institutions (ABIPEM). In its short period of existence, the observatory has obtained more than 10 thousand accesses, either from Brazil and other countries. The observatory has presented data and analyses in a simple way, based on scattered information with different levels of complexity. In these analyses, the aim has been to establish relationships between facts correlated to social security and welfare. Thus, it is understood that the observatory has collaborated as a transparency and accountability tool with respect to the theme of social security in Brazil, serving as a discussion of the challenges and potentialities of social observatories.
