The South African people have a history of resistance to domination, injustice and inequality. It is therefore surprising that there has been an increase in social inequality, since the start of political democracy in 1994. Recently, the five teachers’ unions refused to administer the Annual National Assessments. This action indicates some resistance to domination. In this article, we will first explore the concept of professional teacher agency in the light of teaching, both as a profession and as a vocation constrained by prior experience and social context. Second, we will draw on the current assessment context to outline its problems and perspectives, and consider within this context the enabling and constraining conditions for teacher agency. Third, we will discuss how assessment as a tool for monitoring teacher performance may impede the conditions for quality education. Finally, we would like to propose that the delivery of a good quality education requires adopting a teacher education model which supports agency, and in which the design of diagnostic assessments is locally responsive.

In modern society, the importance of quality education is steadily increasing, and the spiritual, cultural and moral potential of society is associated with its development. Based on a study of the civic education model, we will present elements related to the country’s commitment to open government at the international level and propose strategies for implementing specific policies that support these commitments regarding education and global citizenship. Therefore, our goal is to provide the scientific community with practical tools for quality education in the mechanism of openness of state bodies based on Al-Farabi’s research. The need of society and the state for the innovative development of the economy in a rapidly developing world is continuously associated with the improvement of universities in the formation of vocational training for graduates - future specialists. The country needs such personnel who are ready to create and introduce innovations in the field of open government, with the possibility of control by society, as well as the dynamic cooperation in active way of participation of citizens themselves in management and to monitor government initiatives and their legitimacy. Continuous improvement of the quality of education should be the goal not only of the country’s leadership, but also of each citizen individually and of society as a whole.

With the development of the times, people put forward higher and higher requirements for teaching, as well as physical education “Multiple Intelligences Theory" is applied in teaching reform in many fields. Multiple intelligences theory also plays a key role in sports teaching reform and promotes the development of sports teaching reform. The application of Multiple Intelligences Theory in physical education makes up for many shortcomings in traditional physical education. The teaching of eight kinds of intelligent organization courses is not only consistent with the spirit of quality education, but also aims to build a new physical education model suitable for students' comprehensive development in view of the shortcomings of traditional physical education and the needs of the times. Combining the characteristics of physical education teaching and the actual situation of students, it discusses how to apply Multiple Intelligences Theory to cultivate students' comprehensive intelligence in school physical education, in order to provide theoretical reference for physical education teaching reform.
