The legal aspect of subsoil use in our country is one of the most controversial today. It requires its improvement to create the conditions for the transition to a sustainable economic development in our country. In addition, a comparative analysis of the legal documents of the Russian Federation in this area shows that there are obvious flaws in this issue for legislative purposes. The article assesses the state of legal interfacing in the field of mining (processing), the use of coal and coal products, and discusses the problems arising in this industry. Perspectives were identified and the need to develop special legislation in the coal sector, consistent with the norms of environmental, civil, labor and other branches of legislation was shown.

The legislation in the field of e-health, adopted in 2017, opens fundamentally new opportunities in the development of medical care using telemedicine technologies. The article provides an analysis of regulatory legal documents that establish the legal framework for the provision of medical care using telemedicine technologies. An assessment is made of the current state of telemedicine legal regulation in Russia. The law on telemedicine requires adjustment and refinement of existing regulations, procedures, standards of medical care with a detailed regulation of tools and situations of their application.

At present organic agriculture is one of the key areas of economic development in the Russian Federation. The article examines the issues of the current state of organic agriculture and its regulatory and legal regulation in the Russian Federation. The study is based on the analysis of the law "On Organic products and amendments to Certain Legislative Acts of the Russian Federation" adopted on July 25, 2018. In the course of the work, trends and main provisions concerning organic agriculture were identified, as well as problems and prospects for improving legal regulation in the field under study were identified.

The subject of this research is the problems emerging in the process of establishment and development of the Institution of personal data protection in the Russian Federation. Special attention is turned to the comparison of Soviet and Western models of protection of private life and personal data. The authors used interdisciplinary approach, as comprehensive and coherent understanding of socio-legal institution of personal data protection in the Russian Federation is only possible in inseparable connection with examination of peculiarities of the key historical stages in legal regulation of private life of the citizen. After dissolution of the Soviet political and legal system, the primary task of Russian law consisted in development and legal formalization of the institution of protection of human and civil rights and freedoms, first and foremost by means of restricting invasion of privacy by the state and enjoyment of personal freedom. It is concluded that the peculiarities of development of the new Russian political and legal model significantly impacted the formation of the institution of personal data protection in the Russian Federation. The authors believe that the Russian legislator and competent government branches are not always capable to manage the entire information flow of personal data; therefore, one of the priority tasks in modern Russian society is the permanent analysis and constant monitoring of the development of information technologies.

Purpose: Harmonization of the Russian Federation legislation with current international recommendations Results: The concept of the radiation safety system has been significantly modified by recommendations of ICRP (2007) and IAEA (2014). An analysis of existing international regulatory framework for radiation safety allowed to identify the main provisions to be implemented in the Russian legal and regulatory framework. It’s showed that the current Federal Law of 09.01.1996 No. 3-FZ «On Radiation Safety of Population» must be ultimately revised to be harmonized with international documents. General approaches to legal regulation of radiation safety should be essentially modified to create a strong relationship between this law and other regulatory and legal documents in force in the Russian Federation. Conclusion: An article-by-article analysis of the current Federal Law of 09.01.1996 No. 3-FZ «On Radiation Safety of Population « showed the need to modify 22 existing articles and add 12 new articles in order to harmonize it with international documents. Given such a large volume of modification it is advisable to pass a new law with simultaneous abolition of the current federal law. A new name has been proposed: Federal Law of the Russian Federation «On Radiation Safety in the Russian Federation». The enactment of the Federal Law of the Russian Federation «On Radiation Safety in the Russian Federation» with the main by-laws approved by the Russian Federation Government – «Radiation Safety Standards» and «Basic Rules for Ensuring Radiation Safety» – will allow to establish an actual regulatory framework for ensuring radiation safety of personnel and population in Russia.

Abstract In many countries, open and distance education is perceived as a way to meet the growing need for higher education. This paper explores the development of online and distance education in three countries that are still a white spot on the landscape of international distance education research although they have implemented elaborated distance education systems: Turkey, Russia and Saudi-Arabia. In order to understand the current state of distance education systems in the three countries, their respective systems are described from a historical perspective, compared in regard to their organization, important institutions for open and distance education and current developments. This comparative analysis directs the focus on little investigated education systems and contributes to an enhanced understanding of their past, present, and future.

The article examines the provisions of legislation on the sanitary and epidemiological welfare of the population, regulating the restrictions of negative physical impact on the environment. The article considers the provisions of regional legislation aimed at regulating the issues of ensuring the peace and quiet of citizens. The authors note that the Code of administrative offences of the Russian Federation does not contain a direct ban on actions that violate the peace and quiet of citizens at night, but the corresponding restrictions apply in almost every subject of the Russian Federation. The article analyzes the legal regulation of relations connected with ensuring peace and quiet in a number of subjects of the Russian Federation. Regional acts determine specific prohibited actions that are subject to administrative liability in the form of a fine. The article highlights common and distinctive features of the legislation of the subjects of the Russian Federation in the field of acoustic impact. It is concluded that it is necessary to develop a unified approach to ensuring silence in the Russian Federation.

В статье дана характеристика особым преференциальным территориям в РФ, проведен анализ их развития, показавший ежегодный и активный рост числа ТОСЭР, их резидентов, объемов вложенных инвестиционных ресурсов, числа рабочих мест. Выявлены проблемы в функционировании ТОСЭР. Представлены сведения о текущем состоянии ТОСЭР в Республике Дагестане. Авторами предложена методика оценки эффективности функционирования ТОСЭР, расположенных на территории монопрофильных муниципальных образований (ММО), которая имеет комплексный характер и учитывает многоаспектные особенности функционирования данных территорий, что позволяет получать информацию для принятия управленческих решений, осуществлять мониторинг деятельности ТОСЭР. The article provides a characteristic of special preferential territories in the Russian Federation, an analysis of their development, which showed an annual and active growth in the number of TASED, their residents, the amount of investment resources invested, and the number of jobs. Problems in the functioning of the PSEDA have been identified. The information on the current state of TASED in the Republic of Dagestan is presented. The authors propose a methodology for assessing the effectiveness of the functioning of PSEDA located on the territory of single-industry municipalities (IMO), which is complex in nature and takes into account the multifaceted features of the functioning of these territories, which allows obtaining information for making management decisions, monitoring the activities of PSEDA.
