The idea of sustainable development of the territory lies in the rational use of existing resources in the process of creating a platform where one can improve the level and long-term quality of life. Indicator systems are an integral element of the implementation of planned regional development measures, since any program document needs an up-to-date monitoring and evaluation system. The relevance of this research lies in the need to identify the indicators that reflect the priorities and problems of sustainable development of resort areas, and in the need to develop common indicators of sustainability for territories of tourist and recreational purposes. The aim of the study was to analyze existing methods for assessing the sustainability of the development of resort areas, analysis and evaluation of indicators and their impact on sustainable development of the resort area on the example of the Krasnodar region.As a result of the study, we examined custom approaches in assessing sustainable development of resort regions, as well as the methods of the UNWTO and the Government of the Russian Federation (as part of strategic planning). The features of resort areas and the main elements of their development are revealed in the research. It is noted that many indicators are currently being used (most of them of the same type - economic and social) and as a result many aspects of the territorial development remain unexamined. It is proved that in order to ensure the sustainable development of resort areas in the constituent units of the Russian Federation, it is necessary to develop a system of indicators that takes into account existing international experience and the specifics of the economic, social and environmental conditions of the Russian regions.

The article discusses the issues of control over the expenditure of funds in the implementation of national goals. The author refers to the documents that regulate this area of activity, connects their main provisions with public administration, shows how the Accounts Chamber of the Russian Federation participates in the audit of budget expenditures and thereby contributes to the sustainable development of the country, the formation of effective public administration systems. In 2019, the Accounts Chamber of the Russian Federation analyzed the progress of 8 of 13 national projects and identified significant risks that affect the achievement of the planned results. The audit results indicate systemic management weaknesses. Based on the analysis, the Accounts Chamber of the Russian Federation offered the Government of the Russian Federation to transform the internal financial audit of chief administrators of budget funds into an internal audit of the activities of state bodies. Regarding the main goal-setting of the internal audit, it is proposed to determine the tasks of analyzing the achievement of goals and assessing the effectiveness and efficiency of the use of budget funds. The Accounts Chamber of the Russian Federation has proposed to the Government of the Russian Federation to transform the internal financial audit of chief administrators of budget funds into an internal audit of the activities of state bodies. The author emphasizes that only an effective multi-level audit system will not only raise the implementation of national projects to the proper level, but also make a significant contribution to the achievement of the country's sustainable development goals. Combining the efforts of all interested parties will allow us to adequately meet the challenges of the time and ensure high-quality achievement of national goals set by the President of the Russian Federation.

The article presents the results of a research aimed at studying the spatial polarized development of regionally oriented production systems. An overview description of the prevailing preferential regimes aimed at the formation of poles of growth and sustainable development of the regional economy is given. The main elements of the organizational and economic mechanism for the formation of innovative scientific and technological centers (ISTC), which represent a new form of such preferential regimes, are revealed. The following issues are studied: procedural aspects of ISTC creation; conditions of tax and customs preferences for ISTC members; topical issues of choosing areas of scientific and technological activities of ISTC in relation to the conditions of an industrially developed region and taking into account the conditions of the state scientific and technical policy of the Russian Federation. Also, a brief overview of the established practice of creating ISTC in the Russian Federation is presented. The results of the study make it possible to systematize the composition of management tasks associated with the development of regional initiatives on the creation of this preferential regime. So that the introduction of ISTC and the corresponding state allocations lead to effective socio-economic effects and serve the goals of sustainable development of the region's economy. The materials of the article can be useful in solving practical issues of innovation policy in regional management, as well as in scientific and practical research on the problems of effective organization and sustainable development of regionally oriented production systems.

After analyzing the documents of the strategic planning of the Russian Federation, the state policy of the Russian Federation in the Arctic until 2035, the author makes an attempt to consider current legal problems in the field of environmental management and environmental protection in the region, ensuring the sustainable development of the Arctic zone of the Russian Federation. The article highlights the main threats and risks of ensuring the environmental safety, including when applying innovative, genomic technologies in the field of agriculture. In conclusion, a summary is made about the need to amend the legislation of the Russian Federation in terms of ensuring the environmental safety and sustainable development of the Arctic zone of the Russian Federation

The article covers the activities of the Commissioner for Human Rights in the Russian Federation in the field of political rights. The current dynamic of the institution of political rights is emphasized not only by increasing the powers to exercise constitutionally enshrined political rights and by numerically increasing of the group studied, but also by broadening their objectives, for example, maintaining trust in authority. The author concludes that the prevention of risks in the field of political rights through legal education in the field of human rights, raising the level of legal awareness of citizens today is a relevant and necessary activity of the Commissioners for Human Rights in Russia. Ultimately, their educational activities — at first glance, indirect in terms of political rights, should be aimed at restoring confidence in public authority. Trust is the base for the sustainable development of the Russia and civil society, which is the basis for an active living position, manifested primarily in the field of political rights. On the base of the analysis of sectoral legislation, was formulated proposals for its reform and directions of activities within the stated topic.

The reasons and factors of the extensive development of the world industrial fisheries and the sustainable development of the production of world aquaculture products are shown. The contribution of fisheries and aquaculture to the GDP of the national economy of the countries is noted. Russia needs to actively develop industrial mariculture, based on the existing significant scientific and practical groundwork and the formation of regional clusters.

The article deals with the concept, content and legal consolidation of the term “sustainable use of marine living resources”. The article analyzes the norms of universal, regional and bilateral international treaties that consolidate and disclose this term. The norms of the national legislation of states are considered. Special attention is paid to the main provisions of Goal 14 of the Sustainable Development Goals, with an emphasis on those related to the conservation of marine living resources. The law-making activity of the Russian Federation on the implementation of Goal 14 is considered. Recommendations for improving the legislation of the Russian Federation, aimed at achieving the Goal are developed.

Ecological and economic indicators are a kind of indicator of the economic state of the regions, the ongoing processes, trends in the regional economy, the quality of life of population and characterize the sustainable development of the regions. These indicators should take into account the regional power structures that make management decisions for regional development. Often, these indicators are formed in isolation from each other, and the analysis of statistical reports does not allow the data to be formed up-to-date. The study identifies the reasons associated with the problems of sustainable development of the region’s economy, and notes the connection of these problems with the quality of life of the population. It is noted that ensuring a high level of economic development in the regions is often at the expense of the state and quality of the environment. It is noted that Russia is following the path of international trends in the development of the regional economy – compliance with the Sustainable Development Goals (SDGs). This is due to the support of the global strategy of economic development within the framework of the “green economy”. The article examines the components of the environmental quality indicators of the Russian regions, and also establishes a correlation between them and the criteria for evaluating the effectiveness of the work of the heads of regions and regional executive authorities, which ultimately reflects the level of development of the region as a whole. In the work, using the National Environmental Rating for 2020 of the subjects of the Russian Federation, leaders and outsiders among the regions of the Russian Federation are identified by the level of their environmental condition. According to the results of the ecological and economic assessment, the authors ranked the complex indicator of the state of environmental indicators in the regions, which include a list of six indicators: the level of emissions of harmful substances, the discharge of polluted wastewater, production and consumption waste, water consumption, energy consumption, and environmental protection costs. The researchers analyzed the positions of the Voronezh Region in terms of the quality of life in the region and finding a position in the environmental rating of the subjects of the Russian Federation. The authors propose a grouping of regions by the value of a complex indicator, study the indicators of the ecological state of the regions, and correlate between sustainable development and the quality of life of the population of the regions

Today, the sustainable development of any region of the Russian Federation is impossible without effective investment activity. It is the active investment activity of a particular subject of the Russian Federation that is a prerequisite for its development. Attracting investments to the region is a key task, which actualizes the study of the theoretical and methodological features of the investment attractiveness of the region and its criteria. The article summarizes the conceptual apparatus of investment attractiveness and systematizes the criteria of investment attractiveness.
