The article deals with the justification for the design of a modular removable road pavement plate (slab) intended for high-speed construction of road sections and access roads to various objects of agricultural infrastructure under difficult off-road conditions. The proposed designs can be widely used in the rehabilitation of motor roads in the agricultural areas of eliminating the consequences of natural calamities, accidents and disasters in transport communications, at agricultural industry facilities, as well as for the deployment of road service enterprises.

The article describes main provisions and relations for calculating short-circuit currents and phase currents in a three-phase traction transformer with a star-triangle-11 connection of windings, which feeds two single-phase loads in AC traction networks with a nominal voltage of 25 kilovolts. These transformers provide power to the enterprises of the agro-industrial complex located along the railway line. (Research purpose) The research purpose is in substantiating theoretical equations for digital intelligent relay protection in two-phase short circuits. (Materials and methods) It was found that since the sum of instantaneous currents in each phase is zero, each phase of the transformer works independently. We found that this significantly simplifies the task of analyzing processes with a two-phase short circuit. In this case, the problem of calculating short-circuit currents in the traction network can be simplified by reducing it to the calculation of an ordinary electric circuit with three unknown currents. (Results and discussion) The article describes equations for calculating short-circuit resistances for one phase of the transformer when connecting the secondary winding as a star or a triangle. The currents in the phases of the transformer winding at short circuit for the star-triangle-11 and star-star-with-ground schemes are compared. It was found that when calculating short-circuit currents, there is no need to convert the secondary winding of the traction transformer from a triangle to a star. (Conclusions) It was found that the results of the research can be used in the transition of relay protection systems from electromagnetic relays to modern high-speed digital devices, which will increase the operational reliability of power supply systems for traction and non-traction power consumers.

Based on scientific, historical and archival sources the author of the paper analyzes the history of developing plans aimed at irrigation of virgin lands in the central part of the Ferghana Valley in the first half of the 20th century by large Russian scientists and specialists. The author also shows a historical picture of the construction of the irrigation facilities of the Ferghana Valley using the high-speed hashar folk method in 1940. With the construction of hydraulic structures such as the northern and southern Ferghana canals, a new stage began in the development of irrigated agriculture in the Ferghana Valley, since the water of these hydraulic structures made it possible to irrigate new virgin lands in the central part and foothill areas of the Ferghana Valley. But it should be noted that these large and complex irrigation canals were constructed by the peoples of Uzbekistan mainly with the use of primitive tools such as a hoe, a crow, a shovel, a stretcher and pickaxes. For nearly 80 years, these hydraulic structures have provided agricultural areas with life-giving water. The author of the paper also summarizes the essence of economic measures carried out by the Soviet government on the development of irrigated agriculture in the valley.

The article is devoted to theoretical aspects of diffusion of innovations, as the conditions of logistics of the agro industrial complex of Ukraine. The concept of innovation-economic niche as a separate system with the potential of making innovations, the development of which creates competitive advantages, is formulated. New types of diffusion are classified on the basis of decision-making mechanisms by innovators. The diffusion models are considered, the descriptions of specific features of the behaviour of the dissemination of innovations in the reaction-diffusion structure are studied and made taking into account the system-regulatory factors. The principle of informational conditionality of economic phenomena as the basis of distribution of diffusion is formulated. The existence of a cascade effect in the diffusion of basic innovations has been determined; the necessity of the accompanying innovations has been substantiated. The causal relationship between the influence of system-regulatory factors on diffusion, the emergence of a cascade effect, the formation of clusters of innovations and the general influence on the Kondratiev cycles have been investigated.

A hydraulic breaker for construction machinery generally used for the destroying and disassembling of buildings, crashing road pavement, breaking rocks at quarry and so on. So the measurement of the impact energy of a hydraulic breaker is very important thing to prove its capability to manufacturers and customers. In this study, the test system for measuring the impact energy of a hydraulic breaker was designed and constructed. The test system was consisted with hydraulic cylinders for mounting a breaker, impact absorbing base and frames, pressure and flow sensors, high speed and accurate data acquisition system diesel engine driven hydraulic power unit. The test process of the developed system was carried by measuring guide for tool energy rating for hydraulic breakers which was developed by the CIMA (Construction Industry Manufacturers Association) USA. The developed test system can be applied to measure the impact energy for various kinds of hydraulic breakers.

Rural Ontario is in a constant state of change, as economic, environmental and political pressures impact the viability and resilience of many rural communities. Agricultural areas, in particular, are often negatively impacted by such changes, as this land may be more valuable for development purposes. Farmland is often redesignated to residential, commercial or aggregate land uses, among others, significantly impacting the viability of the agricultural industry. The future sustainability of agriculture in Ontario is dependent upon a stable land base and precise understanding of the availability of farmland. To date, accurate data regarding the amount of farmland being converted to non-farm land uses is not available as existing methods have significant limitations regarding data accuracy, consistency and timing. This research seeks to evaluate the current state of Ontario's farmland in terms of the land available and policies regarding land conservation. In order to ensure that farmland is available, it is necessary to measure the existing land base and determine the quantity of land being lost to development. This study has developed a new methodology for measuring the amount of farmland converted to non-farm land uses through official plan amendments and has been applied to nine regions and counties in southern Ontario. This presentation and poster will detail this new methodology and provide an analysis of the data collected to date. Recommendations regarding policy development, challenges associated with data collection and future research will also be presented.

The direction of the agro-industrial complex development is considered through the use of agricultural aviation and unmanned aerial vehicles, in particular, the issues of integrated application of methods for meteorological conditions forecasting for solving problems of meteorological support for agricultural aviation are considered. The analysis of the impact of climate change on the development of dangerous weather events and complex weather conditions in areas located in different geographical zones was carried out, and their regional specificity was revealed. The identified climatic features of the considered areas indicate the priority importance of developing a regional observation network. It is assumed that the development and technical modernization of the meteorological network will significantly increase the efficiency of meteorological support for the agro-industrial complex. The article also discusses the use of various types of meteorological information in the model of regional meteorological support for aircraft flights in agricultural areas proposed by the authors. The model is based on a systematic approach in which the “crew - aircraft” system is considered as a single dynamic system that is continuously influenced by changing environmental factors.

There has been investigated the innovative component of the agro-industrial complex as a key factor to ensure food security of the Russian Federation. Basing on statistical data, there have been analyzed the current situation and results of production in the Russian agro-industrial complex. There has been revealed the influence of the innovative component of the agro-industrial complex ensuring the country’s food security. It is proved that agriculture can fulfill the tasks assigned to it, only if it is surrounded by an economic and legal environment, which takes into account the necessary completeness, the inherent differences. It is substantiated that the integrated system of agricultural assessment should be at the center of attention of the state administration and be implemented not sporadically, but permanently, in accordance with the demand for agricultural products. The grain farming can become a promising export resource under certain conditions such as reorganizing radically the procurement system, improving warehouse and transport infrastructure, saving seed material and reaching price parities for agricultural products and the means of their production. The necessity of applying state co-financing as the main form of state support for innovative development is substantiated. In the long term, the agricultural industry will be profitable and it will be able to function mainly without state subsidies.

Digital solutions are increasingly infiltrating all segments of agriculture. To achieve profitability growth, agribusiness is extremely important to maximize the use of innovative technologies. Today is the time when intelligent digital solutions should help the agricultural industry cope with the problems of increasing productivity and sustainable development. In the article, the author considers the peculiarities of the functioning of the agro-industrial complex in the digital economy, within the framework of the article the Largest participants in the agro-industrial complex market, who combined efforts to digitalize agriculture, were considered. It was established that agro-industrial enterprises are mainly digitalized at their own expense, which is a consequence of the “lack” of support tools, and the result is an insufficient level of implementation of technologies and platform solutions in the agro-industrial complex as a whole. The factors that restrain the digitalization of the agro-industrial complex today are financing, infrastructure, and personnel. At the same time, there are a lot of federal support measures, it is necessary to analyze them again, first of all, at the regional level, and understand why they are not so actively used by entrepreneurs, SMEs, and, if necessary, form proposals for adjustment together with the business and expert community.

Subject. State-sponsored activities to the agro-industrial complex have a significant impact on the performance of rural producers and contribute to their sustainable development. The targeted State support, including the direct budget financing, is not allocated to all economic entities. This leads to large differences in profitability of enterprises, and has a negative effect on the functioning of the entire agricultural industry of the region. It is the improvement of the mechanism of fair distribution of budget funds, both at the federal and regional levels, that may affect the efficiency of agricultural production. Objectives. The study aims to assess the system of State support to rural producers of the Kurgan Oblast, and its impact on sustainable development of the agricultural sector of regional economy, to determine the role of individual factors in calculating an integrated measure of budget efficiency. Methods. The study employs the principle of systems approach, as well as a set of such methods as abstract-logical, grouping, comparison, economic-statistical, and graphic. Results. We analyze the impact of investments on the development of the entire agricultural industry, as well as budget financing of agricultural farms. Agricultural enterprises have been grouped by budget subsidy, including by legal corporate form. Conclusions. We improved the methodology for assessing the effectiveness of government support, based on the calculation of integral indicator, through the inclusion of additional coefficients that reflect the social, insurance and credit efficiency of budget financing.
