The article discusses the problems of providing consumers of electric energy in the decentralized energy supply zone by the example of economically developed countries with territories at the level of the Arctic Circle. An increase in the share of renewable energy sources in the energy balance of many fears as the main direction of regional energy development is shown. The energy policy of most Scandinavian states has a pronounced focus towards the maximum use of renewable energy sources along with the implementation of measures to save energy and increase energy efficiency. The provision on the priority use in the countries of the Arctic region of locally available energy sources, which include all types of renewable sources, as well as local hydrocarbons, is justified in order to ensure independence from external fuel supplies.

The paper discusses the possibilities of green energy in improving the economic growth of regions, the development of the green market and its importance in implementing environmental protection policy. The author considers the premises for the formation of a market of renewable energy sources in developed countries, studying world trends, as well as the conditions and factors affecting the development of the ecological market of green goods and services in modern Russia. The paper analyzes legislative initiatives to develop an alternative energy market, taking into account Russia’s accession to the Paris climate agreement. The author gives examples of regional experience in Russia that are already implementing projects for the installation of alternative energy generators, wind and solar. The conditions and factors for the energy capacities development based on renewable sources in the Arctic territories are also considered. The author concludes that the development of renewable energy sources must be considered in the line of the energy strategy of Russia, as well as with issues of digitalization of the industry, microgeneration, the introduction of energy storage systems.

Climate change is becoming a global problem. In many countries, actions are taken with the main aim of reducing CO2 emissions. The main action, especially in developed countries, is decarbonization. The European Union has become one of the organizations that plays a leading role in decarbonization of the economy. For this reason, renewable energy sources are being intensively developed in the EU countries. Solar energy with the use of PV installations is developing the fastest. Poland is one of the European leaders in photovoltaic development, and according to estimates for 2021–2025, it will continue to be. The aim of this study was to find out the opinions of people toward actions related to the decarbonization policy in Poland. These opinions were obtained through the prism of respondents’ attitudes toward energy produced by means of PV micro-installations. A questionnaire survey was used in this research. The survey was conducted using the CAWI (Computer-Assisted Web Interview) technique. To analyze the results of the study, a Kruskal–Wallis ANOVA test and U–Mann Whitney test were used. Responses were obtained from 633 people. The results obtained from the survey allowed us to draw conclusions, which include the following: (1) a lack of general conviction of respondents about the effectiveness of Poland’s decarbonization policy on reducing global CO2 emissions, especially among those who show a higher willingness to use PV installations, (2) the willingness to use PV installations is motivated by economic rather than environmental benefits, (3) the need for more widespread public campaigns aimed at promoting the benefits of decarbonization and renewable energy sources, and (4) the finding that the respondents’ region of residence (with a different degree of insolation) mattered for the willingness to use PV installations.

The article aims to study current trends in the use of solar energy in Ukraine and the world as one of the main directions of decarbonization of the national economy. The authors systematize the prospects, advantages and disadvantages of the development of renewable energy sources. They conducted a comparative analysis of the "efficiency" of solar energy in some countries and Ukraine. The authors determined that the leading position in terms of the share of energy consumed from renewable sources is occupied by countries with developed economies due to the availability of effective motivational mechanisms. From the experience of EU countries, the authors concluded that renewable energy sources form a prerequisite for obtaining additional socio-economic and environmental effects. In the presence of favorable market conditions, renewable energy sources can increase the level of energy security in the country and its energy independence. The article analyzes the legislation of Ukraine on stimulating the development of alternative energy. The authors proposed two opposed ways of further developing solar energy in Ukraine. In particular, the country can implement methods of using alternative energy, which developed countries have successfully implemented. Another area involves increasing research and innovation in implementing, using, maintaining, and utilizing energy-generating devices from alternative energy sources. Despite the polarity of the proposed directions for further development of renewable energy, in both cases, the state policy on attracting investment and promoting the use of energy from alternative energy sources is crucial. In addition, the authors noted the benefits for society from the development and implementation of alternative energy sources. The scaling up and promotion of energy production technologies from alternative sources can reduce carbon emissions, which has been an urgent problem globally.

The prospects of increasing access to electricity for the population of rural areas of Africa are considered. The main international funds and organizations aimed at sustainable energy development in Africa are described. An analysis of the state and possible options for using renewable energy sources for this purpose in decentralized energy supply through the creation of mini-grids or stand-alone systems is given. The risks by developing renewable energy sources in rural areas and modern mechanisms for financing in solar energy are presented.
