The mechanism of recreational areas management is improved in this article based on the sustainable development, which means the interaction of components that in their dialectical unity provide a synergistic effect of their rational use and protection. The purpose of article is to generalize and develop scientific and methodological bases and practical recommendations for substantiating the innovative aspects of the use of recreational resources in the context of sustainable development. Sustainable use of lands of recreational potential is focused on the following components of the mechanism, including legislative and regulatory support, mapping of territories, land management, maintaining the state cadaster of territories and objects of recreational use. Using the main approaches to the concept of sustainable development in practice is aimed at determining the effectiveness of recreational activities. Attention is focused on the method of determining the main economic indicators of the use of recreational areas. It is determined that the main components of the land management project are territorial planning of recreational areas, organization of recreational areas, system of measures for protection and restoration of recreational resources and project effectiveness.

This article describes on the one hand statistical methods for assessing informal employment based on the requirements as set by international standards. On the other hand it describes the potential of integrating various data sources to generate informal employment statistics. With as example official statistics of the Russian Federation, the authors show the features of applying the requirements of international standards. Methods are proposed for assessing informal employment in the formal sector of the economy, i.e. in enterprises that submit employment reports to the National Statistical Office. This phenomenon appears in the employment situation of many countries. However, there is no uniformity between countries in how they evaluate the application of the international standards in such assessment exercises. A theoretical model of informal employment is developed and validated based on statistical data published by international organizations. The validation focuses on assessing the causal relationships between informal employment indicators and the main components of the sustainable development goals. This analysis contributes to coordinated decisions on regulating informal employment and ensuring the achievement of the Sustainable Development Goals (SDGs).

The objective of this study was to develop a set of sustainable development indicators on environmental aspects and apply them to assess the level of environmental sustainability in Phu Quy district, Binh Thuan province. The set of sustainable development indicators was built based on the screening of indicators from some previous studies, as well as developing new indicators to match the research area. The indicators were then be grouped into topics based on the United Nations' 17 sustainable development goals to 2030. In terms of environment, the set of sustainable development indicators includeed 6 topics (main components), 19 indicators (sub-components), of which 6 new indicators were researched and developed for the island and sea area. The result showed that the level of environmental sustainability of the Phu Quy district was good (0.846). In addition, the results showed that the local environmental aspects attained levels of sustainability. Accordingly, main components including clean water - sanitation (MT1), habitat (MT3), natural disaster prevention (MT4) and ocean conservation - sustainable use (MT5) reached the good level of sustainability and tend to keep stable. While sustainable energy (MT2) and forest protection and development (MT6) are quite sustainable. However, the MT6 component tended to decrease that indicated the forest degradation and the impacts on environmental sustainability in Phu Quy district in the future.

Abstract. This paper discusses the state of the art in Geodesign, as a result from the evolution in the use of geospatial data for shared and co-creative planning. The evolution of Geographic Information Systems (GIS) led to significant advances in geovisualization, the use of cartographic data via the Internet and the construction of SDIs (Spatial Data Infrastructures). These advances fostered the emergence of Geodesign as one of the foundations for territorial planning. The text will also introduce a Brazilian Geodesign platform, GISColab, developed according to the standards set by the Open Geospatial Consortium (OGC). The platform introduces layer creation resources via WPS (Web Processing Service), as well as tools for measuring the performance of participatory planning workshops, presently focusing on the UN’s Sustainable Development Goals (SDGs). We introduce case studies in which SDGs were explored in different ways: in post-workshop analyses conducted by coordinators and participants, as well as its application as a supportive tool for decision-making during the workshop, via WPS. Finally, we also discuss the inclusion of SDGs to raise awareness of its key themes and support opinion building, resulting in transformative learning experiences.

The purpose of the article is to assess the impact of existing legislative initiatives in the field of agricultural land turnover on the possibility of achieving the Sustainable Development Goals in Ukraine and the implementation of land management based on an inclusive model of sustainable rural development. Research methods. The following methods were used: dialectical methods of cognition of processes and phenomena; empirical method (based on a comprehensive assessment of the current state of regulation of land relations in agriculture); comparative analysis method; abstract-logical (theoretical generalizations and formulation of conclusions). Research results. Established in the process of analysis of laws and bills on land reform and regulation of market circulation of agricultural land, adopted and registered in the Verkhovna Rada of Ukraine during 2020 - the first half of 2021, their impact on the level of viability and competitiveness of individuals, farmers, family farms, small and medium-sized agricultural enterprises in the new legal and economic conditions. Scientific novelty. The influence of individual legislative initiatives in the field of agricultural land turnover on the possibility of achieving the Sustainable Development Goals in Ukraine and the introduction of land management based on an inclusive model of sustainable rural development has been determined. Practical significance. The calculation of the amount of the minimum tax liability (MTL) for each region of Ukraine, taking into account the normative monetary value of the arable land, was carried out and its impact on the economic situation of small and medium-sized agricultural producers was assessed. The sustainable development of most tourism areas is accompanied with ever-increasing recreational pressure and the ever¬growing threat of depletion of their natural and recreational resources. All efforts at strategic planning or long-term forecasting may be baffled if there is insufficient understanding of where the risks are coming from and what impact they may have on the environment. It is of utmost significance for tourism areas to keep track of all risks attendant upon their path to sustainable development, which is about achieving balanced recreational pressure and a number of positive socio-economic effects. On balance, there is a need to identify the entire set of risks that may face an area as a result of tourism activity in it. This paper explores some of the key threats to the sustainable development of tourism areas, identifies some of the key risks inherent to the process, and proposes a method for rank-ordering the risks based on their gravity.

This article is aimed at summarizing the results of the fieldwork research conducted by a group of researchers from the University of São Paulo within local communities in the municipalities of Salvaterra, Bragança and Breves, which are located in the state of Pará in the Northern part of Brazil. The object of analysis is the production chain of oleaginous seeds obtained through the extraction activity that are used as inputs in the processing food and cosmetics industries.This article seeks to answer the following questions: what role do non-state actors play in sustainable development and biodiversity regulation at the local level?Which are the social and environmental impacts? In order to answer it, this research focuses on the impact of the extractive activity on income generation, local development and local environmental externalities caused by market incentives. The main hypothesis is that it is possible to go beyond the trade-off between welfare gains and the preservation of the environment, and thus contribute to the rational use of Common-Pool Resources (CPRs).The motivation of this article is intimately related to the Sustainable Development Goal (SDG) 15 and the sustainable use of biodiversity. It is argued that the whole process is subjected to a multilevel context in which actors and arenas interact with each other through ‘authoritative mechanisms’. Both quantitative and qualitative data have been collected through surveys conducted among local families.

The article concretizes the social position of the regional agrarian elite in the system of sustainable development of rural areas on the basis of factor analysis carried out by the method of principal components. A survey of 73 leaders and chief specialists of successful agricultural organizations in the South of Russia, traditionally represented by rural areas, was carried out in October-November, 2020 using Google Forms. The data was processed in SPSS Statistics (version 21) and used the Sustainable Development Goals proclaimed by the UN in 2015 as the 2030 Agenda for Sustainable Development. Seventeen Sustainable Development Goals were assessed on a five-point scale of significance in terms of relevance for agricultural organizations in rural areas of southern Russia. The assessments show the social position of the regional agrarian elite regarding the goal-setting in the field of sustainable development, both in rural areas and agricultural organizations. Factor analysis was carried out by the method of separation of the main components with Varimax Rotation with Kaiser Normalization. We present the models of the regional agrarian elite’s social position in the system of sustainable development of territories.

The huge potential of innovations to achieve the goals of sustainable development is indisputable, but at the same time the task of orienting the innovation process to its most problematic areas, which is a threat to national security, arises. This issue is relevant in the context of the formation of mechanisms of interaction between the state, business and society and is an urgent scientific and practical problem. Based on the above, the purpose of the study is to analyze the main components of innovation development strategies in the framework of national strategies for sustainable development. In the study, the author improved the scheme of the relationship between development and security, which is focused on achieving development and security goals through appropriate innovation policies and development management. Taking into account the importance of innovative development, as well as the national characteristics of the relationship between it and the goals of sustainable development, a practical approach to the coherence of innovation policy for sustainable development is proposed. It is determined that for the implementation of the coherence of innovation policy for sustainable development, an analytical component is important, which will link the goals of sustainable development and indicators of the innovation system as the basis for their achievement. To determine the impact of innovative development on the sustainable development of Ukraine, the impact of the indicator of goal 9 on the other 16 goals is determined. The components of the national system «sustainable development – security» are identified and evaluated on the basis of Sustainable Development Report 2019. As prospects for using the developed methodology of institutional innovation (creating institutional conditions for innovative priorities of sustainable development) it is proposed to consider it in the context of achieving sustainable goals development (systematic integration of economic, social and environmental aspects of sustainable development) at the regional level.

The article deals with the concept, content and legal consolidation of the term “sustainable use of marine living resources”. The article analyzes the norms of universal, regional and bilateral international treaties that consolidate and disclose this term. The norms of the national legislation of states are considered. Special attention is paid to the main provisions of Goal 14 of the Sustainable Development Goals, with an emphasis on those related to the conservation of marine living resources. The law-making activity of the Russian Federation on the implementation of Goal 14 is considered. Recommendations for improving the legislation of the Russian Federation, aimed at achieving the Goal are developed.

The article is devoted to the results of forecasting research to identify priority areas of research and technology in the field of marine conservation to achieve the Sustainable Development Goal (SDG) No. 14 “Conservation and sustainable use of oceans, seas and marine resources for sustainable development”. The research was performed in terms of national objectives of this goal in the following stages: 1) survey of experts from scientific organizations and institutions of higher education on research and technology that can offer domestic science, and which are necessary for the implementation of the tasks of SDG No. 14; 2) survey of expert practitioners on the research and technologies proposed at the first stage, which are needed by the real sector; 3) determining the competitiveness of the proposed research/technology based on bibliometric/ patent analysis. The generalized estimation of all offered directions of scientific researches and technologies on these stages and their clustering according to the received estimation is carried out. According to the results of the work of 13 proposals on the national tasks of the SDG No. 14 priority technologies are identified: integrated assessment of the ecological status of natural ecosystems of the sea on the basis of field research and methods of remote sensing of the earth; express water toxicity indicator; ecological management of coastal-marine waters of estuaries and estuaries in the conditions of development of nature protection activity; adapted for Ukraine international methods for determining the number of fish and estimating the total allowable catches in the Black and Azov Seas; new approaches to managing the use of aquatic biological resources of the Black and Azov Seas aimed at sustainable use of resources.
