The article examines acute problems of ensuring a favorable environment in urbanized areas. The author pays special attention to the greening of the urban economy by implementing the “Smart City” program’s digital technologies. The study rests on research and particular scientific methods of cognition. The dialectical method made it possible to ensure a favorable environment in urban areas and, in conjunction with indicators, assess its quality. The comparative legal method is taken as a basis for identifying general trends in the use of new information technologies to determine the quality of a favorable environment. The article emphases that the implementation of information technology in ensuring a favorable environment contributes to an increase in the effectiveness of measures aimed at protecting it from negative influences. Simultaneously, indications of the effectiveness of the implementation of promising programs, including the Smart City program, use virtual indicators that are not accompanied by indicators that allow assessing the degree of environmental friendliness in quantitative terms. The article contains suggestions for improving the mechanism for protecting a favorable environment in the “Smart City” development program.

City Development Planning can be described as a decision-making process to realize economic, social, cultural and environmental goals through the development of a spatial vision, strategies and plans, and the application of a set of policy principles, tools, institutional participatory mechanisms, and regulatory procedures. Connectivity between cities is needed for a Bali island which is the best tourism destination in Indonesia. Good connectivity between cities can contribute greatly to tourism destinations in each city / region. In the future it will be a great work if the development of urban areas on the island of Bali is the integrated tourism industry path connectivity in the Smart City Development system. Smart city is a dream of almost all countries in the world both in the provincial and urban spheres. With Smart City, various kinds of data and information located in every corner of the city can be collected through sensors installed in every corner of the city, analyzed with smart applications, then presented according to user needs through applications that can be accessed by various types of gadgets. Through the gadget, users can also interactively become data sources, they send information to data centers for consumption by other users.

One of the implementations of the smart city concept is by making use of Information and Communication Technology (ICT)-based applications in providing public services. The Regency of Blora is one of the Indonesian regencies belonging to the 100-Smart-City. The aims of the research are identifying the applications contained in the programs in the smart city master plan on each dimension, identifying the applications most used to support smart city implementation, analyzing The Use of Aplication, and recommending applications required for implementing smart city. This research uses a qualitative approach. This research includes an application-based Blora Smart City development program implemented in six smart city dimensions. Applications that have been used properly are selected through focus group discussions (FGD). Application provider informants were selected purposively, while for application users five informants were selected. Data processing was carried out using in-depth interview transcripts. Data analysis was carried out by descriptive qualitative. The research result show that various applications have been used to support the realization of the Regency of Blora as a smart city. Some of the society members have been making use of the applications to deserve public services. However, to support the uses of ICTbased applications in an optimum level, it is necessary to make it easy to access internet, to socialize the existence of applications, and to obtain aspiration from local people for the policy of applying the applications. Evaluation of application utilization is recommended as a follow-up research through structured interview surveys of application users with a larger number of respondents.

The implementation of green infrastructure (GI) in Indonesia  accelerated by public awareness of the importance of conservation of natural resources and ecosystems. One of the Indonesian government’s efforts to apply the principles of GI in urban areas in a structured and massive manner is through the Green City Development Program (P2KH) Ministry of Public Works and Public Housing (PUPR). The approach taken is Green Planning and Design, Green Open Space, Green Energy, Green Water, Green Waste, Green Building, Green Transportation, Green Community. The city that is the case study for discussion is Jakarta. Jakarta Smart City, Green Buildings, Urban Agriculture, and Child Friendly Integrated Public Space (RPTRA) are programs that successfully implemented. The implementation GI program easily accepted if based on the community.

The world's population increases every year and resources are limited, consequently the humanity faces the need to reinvent the way of living. As population grows, it is expected that in the coming years, the majority of people will live in urban areas. Thus urgent need to have cities where the well-being of people and the sustainability of the environment can be guaranteed [1]. In the last decade, the integration of sensor technologies, mobile internet, and information technology, has allowed the development of countless systems seeking to achieve the aforementioned objectives for the cities of the future. A Smart City can be defined as one that is able to take advantage of its own data, produced during its daily operation, in order to generate new information that allows it to improve its management and be more sustainable, more competitive, and offer better quality of life, thanks to participation and collaboration of all agents involved [2].

Over the past decade, the process of urbanization in Vietnam has taken place rapidly, leading to strong social disturbances and causing cities to face many problems. All these challenges have put pressure on urban planning and governance to make adjustments to allow cities to become livable. Moreover, the quality of urbanization is reflected not only in growth but also in harmonious development in all aspects. The urban development process must accordingly be handled by more smart solutions. Smart city development is becoming a trend not only in urban areas all over the world but also in Vietnam. The paper aims to assess the initial phases of the smart city development process in Dalat City. It first evaluated a four-dimensional smart city’s strategic elements of city vision and transformation known as Strengths-Weaknesses-Opportunities-Threats. Then, based on these analytical characteristics, an adaptive model for development is suggested. This paper extends the previous research on smart cities and draws attention to further study on smart city development in Vietnam.

Cities are places of countless logistics processes, i.e. the processes of flow of all kinds of resources: human, material, information. The basic problem of contemporary cities are factors limiting their sustainable development. Most of them originate from excessive congestion caused by individual motorization and road freight transport. In recent years, supply chains intensively develop and implement new information technologies. That aims at rationalizing the business logistics processes by improving the information flows which is followed by reducing the demand for physical resources and the reduction of processing time and costs. Because the cities are large areas of logistics processes related to the economic activities of enterprises, the purpose of this article is to answer the following question: how do new information technologies, used in logistics processes, influence the structure of resources mobility in urban areas and how they can help in solving problems of congestion in urban areas. The main assumption of the study is that information flows can partially substitute real flows, which leads to the main thesis of the research that new technologies which streamline the flows of information in B2B and B2C relation can reduce the demand for goods and human flows within the cities. That rationalization translates into changes of resources demand structure and thus a change in demand for their mobility. The study used analysis and deduction method based on the literature and real life examples in the field of information technology which are already in use and those that can be used soon in logistics processes. This field of research is underdeveloped because logisticians focus their research on economization of business logistics processes and do not pay much attention to how they can influence urban areas.

Growing urban areas are major consumers of natural resources, energy and raw materials. Understanding cities´ urban metabolism is salient when developing sustainable and resilient cities. This paper addresses concepts of smart city and digital twin technology as means to foster more sustainable urban development. Smart city has globally been well adopted concept in urban development. With smart city development cities aim to optimize overall performance of the city, its infrastructures, processes and services, but also to improve socio-economic wellbeing. Dynamic digital twins are constituted to form real-time connectivity between virtual and physical objects. Digital twin combines virtual objects to its physical counterparts. This conceptual paper provides additionally examples from dynamic digital twin platforms and digital twin of Helsinki, Finland.

On 17-21 June 2019, the Conseil International du Bâtiment (CIB) World Building Congress 2019 (WBC 2019) on Constructing Smart Cities took place in The Hong Kong Polytechnic University with the host being the Department of Building and Real Estate. This triennial international congress facilitated the in-depth exchange of research ideas on the aspects of smart construction using information technologies, including “smart transportation and mobility”, and “smart planning, design, construction”. Besides, the CIB Working Commission Group WC78 emphasised the importance of using the up-to-date information technologies for smart city development. The fruitful discussions fostered the close collaboration between academia and practitioners. Built upon the research works presented in the CIB WBC 2019, outstanding conference papers were selected and invited for enriching the contents which were accepted for publication after rigorous peer review in this special issue of “Journal of Information Technology in Construction” which aims to promote the research interest of the information technologies in smart city development. Highlights of each paper is provided below for readers’ reference.

AbstractOne of the ways to ensure the sustainable development of settlements is to improve comfort of living in urban areas. The formation of a developed landscaping system is one of the priorities of modern city development and provides an opportunity to realise the main functions of green areas of public use – ecological, historical, cultural, urban and social. Sufficiency or insufficiency of green areas is determined by indicators both objective (the level or area of landscaping per person), and subjective (the feeling of green space and comfort of urban areas). This study addresses both of these aspects. Significant differences in the findings of sociological surveys conducted earlier were also analysed. Residents of the city of Kyiv completed a questionnaire, which evaluated not only the existing greening system of the city, but also the perceived priority directions for its improvement. Four main criteria for assessing the quality of landscaping elements are proposed – environmental friendliness, contact, accessibility and attractiveness.
