The article analyzes a theoretical approach to the strategic management of the development of a municipal formation, considers the stages of developing a strategy and the requirements for it. Based on the analysis of existing methods for analyzing the implementation of development strategies for municipalities, the authors have developed their own assessment methodology, which is tested on the example of the currently implemented Strategy of socio-economic development of Kazan until 2030. The assessment includes an analysis of the mission of the strategy, the built tools for achieving strategic goals, implementing the set goals and development trends, monitoring target indicators of the strategy and adjusting it, the possibility of public participation in the discussion of the strategy. Based on the results of the study, it was concluded that the Kazan strategy has a positive assessment according to all the considered criteria.

Тhe creation and development of the digital economy in the regions of Russia is a new factor in their socio-economic development. This should be reflected in near future in the strategies of socio-economic development of regions. In the Russian Federation, at present, for developing and evaluating the implementation of the socio-economic development strategy of the region, a universal methodology has not been developed, and the standard approaches for implementing strategic planning have been adapted from the management of corporate structures.The purpose of the article is to test the methodology of statistical evaluation of the socio-economic development of the region in the digital environment. The methodological basis of the study are: the general statistical method of dynamic standards, index and coefficient analysis, the method of pairwise comparisons. The scientific novelty of the presented results are the author’s methodological developments: the system of indicators of the socio-economic development of the region in the digital environment and the regulatory assessment model. The practical significance of the research results lies in the possibility of applying the author’s assessment methodology for monitoring regional development strategies.The creation of integral statistical measures (models) for monitoring traditional and new factors of the region’s development will provide solutions to their quantitative assessment, allow clarify both the planning and implementation stages of the region’s shortcomings and problems, ensure the implementation of the principle of integrated socioeconomic development of the region, contribute to enhancing the consistency of the objectives of regional development strategies, it will allow diagnostics of the development of the digital economy and develop new strategic orientations at the regional level, which in turn will make it possible to develop organizational mechanisms for involving people in the region in resolving issues of territorial strategic development.

The ecosystem approach to the development of the university and the region allows us to consider not only the joint activities of the region and the university, but also their joint development (co-development) on the basis of common goals provided for in the strategies of socio-economic development of the regions, development strategies and missions of universities. Based on the analysis of the literature carried out by the authors of this article, an institutional mechanism for the co-development of the university and the region was formed, which is a set of their connections, expressed in the performance of roles, regarding the inclusion of the region in the activities of the university and vice versa.

The paper features the problems of strategic management of social and economic development at the regional and municipal levels. Currently, the legal and the regulatory framework that ensures the management of socio-economic development at the regional and municipal levels is quite dynamic and corresponds with the current conditions and challenges. The legal and regulatory framework in the field of strategic management is formed not only as an institutional basis for socio-economic development: it also represents a thoroughly developed system of methods and tools for developing strategic documents and ensuring their implementation. However, normative legal documents reflect, as a rule, a traditional view of the implementation of the strategic planning process, formed within the scientific schools of design and planning, with the inclusion of individual elements of advanced technologies of strategic management. Federal authorities have consistently formed the basis for the actual strengthening of the role of the methodology of strategic management in regional and municipal management. The consistent implementation of the program-target approach, the methodology of strategic planning, the principles of project management in the practice of state and municipal management forms the basis for applying the principles of agile public administration as the basis for strategic management in real-time. Independence, initiative, innovation, openness, agile, competence, and high motivation will increasingly determine success in the practice of state and municipal government. Hence, successful work on overcoming the resistance of the administrative bureaucratic management system will be a pledge of effective implementation and application of mechanisms and technologies of project management and agile public administration.

The subject. The article shows the approaches to the process of creating and realizing strategiesof socio-economic development of the largest cities in the Russian Federation. Thestrategies of socio-economic development of the largest cities have been fundamental inthe formation of such city agglomerations as “Big Volgograd” (Volgograd), “Big Rostov”(Rostov), Zhigulevskaya agglomeration (Samara), Nizhegorodskaya agglomeration (NizhnyNovgorod), Chelyabinsk city agglomeration (Chelyabinsk) and these strategies contain themain ways of development which go far beyond the competence of local importance.The purpose. The article addresses the problems that arise in the process of creating strategiesof socio-economic development of the largest cities including the extent of powerbetween public authorities of different levels.The methodology. The systematic approach, methods of formal and comparative analysisof law as well as synthesis are used in the article.Results. Before the adoption of Federal Law “On the Strategic Planning in the Russian Federation”(further down the article 172-FZ) strategic planning was unsystematic and therewere no unitary law-based approaches towards the drafting process of strategic planningdocuments. After the adoption of 172-FZ the situation has not dramatically changed.The analysis of strategic planning in the largest cities shows the lack of unitary approachestowards the drafting process of strategic planning documents, the definitions of missionand strategic goals of development, the assessment of largest cities importance in the contextof over-regional, regional and internal city area development. Also, the peculiarities ofterritorial planning and budgetary process in municipal establishments are not taken intoconsideration.

The article is devoted to territorial public self-government as a mechanism of public participation in solving local issues and socio-economic development of municipalities. The study reveals a lack of relevant information on the number of organizations of territorial public self-government in the country. This does not allow to take into account their potential during planning the development of territories. The author analyzed the activities of organizations of territorial public self-government in the Vologda region, summarized the practice of initiative budgeting in Vologda and Cherepovets. The researcher attempted to explain the influence of organizations of territorial public self-government on socio-economic processes and the creation of social capital. In this connection, a list of indicators for assessing activities of organizations of territorial public self-government has been proposed. It is necessary to improve the efficiency of work with organizations of territorial public self-government in the region including through the creation of a coordination structure, resource centers and a pool of consultants. There is a need for further research on this topic.

The texts of the strategies of socio-economic development of the constituent entities of the Russian Federation are analyzed. The studied database includes 240 strategic documents approved in the period from 1997 to 2020. Based on the analysis of the selected strategic documents, the prerequisites for their actualization are identified. Based on the results of studying the dynamics of the approval of strategic documents, the author’s periodization of the “waves of interest” in the development of socio-economic development strategies is proposed: from the year of the introduction of a new type of planning document to the current stage of development strategies. General ideas about the individualization of strategies for the socio-economic development of territories of different levels are founded.

Every development and production process needs to operate within a circular economy to keep the human being within a safe limit of the planetary boundary. Policymakers are in the quest of a powerful and easy-to-use tool for representing the perceived causal structure of a complex system that could help them choose and develop the right strategies. In this context, fuzzy cognitive maps (FCMs) can serve as a soft computing method for modelling human knowledge and developing quantitative dynamic models. FCM-based modelling includes the aggregation of knowledge from a variety of sources involving multiple stakeholders, thus offering a more reliable final model. The average aggregation method for weighted interconnections among concepts is widely used in FCM modelling. In this research, we applied the OWA (ordered weighted averaging) learning operators in aggregating FCM weights, assigned by various participants/ stakeholders. Our case study involves a complex phenomenon of poverty eradication and socio-economic development strategies in rural areas under the DAY-NRLM (Deendayal Antyodaya Yojana-National Rural Livelihoods Mission) in India. Various scenarios examining the economic sustainability and livelihood diversification of poor women in rural areas were performed using the FCM-based simulation process implemented by the “FCMWizard” tool. The objective of this study was three-fold: (i) to perform a brief comparative analysis between the proposed aggregation method called “OWA learning aggregation” and the conventional average aggregation method, (ii) to identify the significant concepts and their impact on the examined FCM model regarding poverty alleviation, and (iii) to advance the knowledge of circular economy in the context of poverty alleviation. Overall, the proposed method can support policymakers in eliciting accurate outcomes of proposed policies that deal with social resilience and sustainable socio-economic development strategies.

The presented study addresses the problems of accessibility of high-quality services provided by the housing and utilities system for the population from the perspective of achieving the strategic goals of creating a comfortable and safe environment, including those formulated as national objectives by the President of the Russian Federation.Aim. The study aims to determine trends in the funding of the housing and utilities system from the consolidated budget of Russian regions in comparison with the dynamics of paid services in the field of housing and utilities, and to identify approaches to solving the problems of accessibility of highquality services and reducing regional disparities in the provision of these services.Tasks. Through the example of the North-West macro-region, the authors examine the goals, objectives, and priorities in the housing and utilities sector reflected in regional socio-economic development strategies; identify the expenditure pattern of the consolidated budget of the North-West macro-region; determine the dynamics of expenses on housing and utilities from the consolidated budget of the constituent entities of the Russian Federation located within the North-West macro-region and paid services in this field; determine the amount and dynamics of unit expenses on housing and utilities from the regional consolidated budget and compare it with household expenditure; draw a conclusion regarding the directions for improving the accessibility of high-quality services provided by the housing and utilities system for the population.Methods. Based on the statistical analysis of the 2012–2018 dynamics of the structure and absolute amount of expenditure from the consolidated budgets of the constituent entities of the Russian Federation located within the North-West macro-region and the dynamics of household expenditure on the paid services of the housing and utilities system, this study identifies the major trends and inter-regional imbalances in the funding of the housing and utilities system as a factor of realization of national priorities in ensuring a comfortable and safe environment.Results. The study shows that a number of problems persist in the regional housing and utilities systems despite the efforts made by the government, regional and municipal authorities. The constituent entities of the Russian Federation integrate guidelines for the development of this system in their socio-economic development strategies and prioritize increasing the accessibility and quality of housing and utilities services, which is reflected in regional socio-economic development strategies. One of the reasons for the persisting problems in regional housing and utilities systems and low accessibility of services for the population is the lack of a unified approach to the budgetary funding of this system. Different regions, particularly in the Russian North-West, exhibit multidirectional trends in the funding of the housing and utilities system and its support from the consolidated budget of the region. This generates and amplifies the differences between regions in the amount of budgetary funding of this system, creating unequal conditions for the population of the respective regions in terms of access to high-quality housing and utilities services. Thus, it becomes obvious that a more grounded regional budget policy is required — one that would make allowance for the existing imbalances in the funding of such services.Conclusions. To solve the identified problems, it is advisable to develop a more grounded regional budget policy that would make allowance for the existing imbalances in the funding of housing and utilities services. Mechanisms for overcoming the existing inequality of access to housing and utilities services for the population should be established not only during the development and adjustment of regional socio-economic development strategies, but also during the formation of strategy at the level of a federal district.
