This paper focuses on the smart governance of urban data. Recently, the idea of an intelligent city has gained increased attention among technologists, urban scientists, stakeholders, companies and policy makers in the last decades. The new paradigm of the cities in the 21st century and what it entails is seen by everyone, including the authors of this article, as a viable response to the unprecedented rate of urbanization most nations are experiencing. Advanced smart cities are beginning to go beyond infrastructure and to use big data. The whole idea behind smart cities is to harness intelligent technologies and data-driven contextual governance models to mitigate and prevent the challenges that arise when an estimated 2 billion people move to urban areas. This is why collecting and analysing urban data becomes a key priority in this field. The development of Big Data analysis using the Artificial Intelligence (AI) becomes the domain of urban governments and stakeholders. This research contemplates over these issues and provides many examples from around smart cities around the world that can be used as reference points or inspiration for the policy-makers engaged in the smart city governance and urban planning.

<p>Modern cities operate in a force field of great challenges. The introduction of digital technology may facilitate the necessary transition management of cities but calls also for a new and intelligent use of a wealth of information for coping with great many urban challenges. This paper provides an exploration of the various challenges and tasks of an intelligent city (<em>i</em>-city) faced with unforeseen challenges and an unprecedented supply of ‘big data’. Professional data management based on solid cognitive expertise in this area seems to be a wise strategy of a modern <em>i</em>-city.</p><p><strong>Purpose:</strong> This paper provides an exploration of the various challenges and tasks of an intelligent city (<em>i</em>-city) faced with unforeseen challenges and an unprecedented supply of ‘big data’.</p><p><strong>Methodology/Approach:</strong> The aim of this brief exploratory paper is to provide a sketch of the context and the force field of modern digital technology for urban areas. Our objective is to provide a positioning of Sweden – and in particular Stockholm – from the perspective of ICT use and digital technology use. Consequently, against the background of global and national ICT developments, the present paper will zoom in on Sweden and Stockholm as a reference case, so as to provide concrete and operational information in a benchmark exploration. At the end, some ingredients for a research and policy agenda will be offered.</p><p><strong>Findings:</strong> The conclusion may be drawn that Sweden is an advanced Internet-rich country, in which the top of the hierarchy is dominated by Stockholm. Clearly, this city may be seen as a role model for others in the use of Internet activities. It is a typical example of a leading <em>i</em>-city.</p><p><strong>Research Limitation/implication:</strong> The paper provides in a cascade form various relevant data on smart cities, from an international, national and local perspective, with the main focus on Stockholm.</p><p><strong>Originality/Value of paper:</strong> Professional data management based on solid cognitive expertise in this area seems to be a wise strategy of a modern <em>i</em>-city.</p>

The smart city transport concept is viewed as a future vision aiming to undertake investigations on the urban planning process and to construct policy-pathways for achieving future targets. Therefore, this paper sets out three visions for the year 2035 which bring about a radical change in the level of green transport systems (often called walking, cycling, and public transport) in Turkish urban areas. A participatory visioning technique was structured according to a three-stage technique: (i) Extensive online comprehensive survey, in which potential transport measures were researched for their relevance in promoting smart transport systems in future Turkish urban areas; (ii) semi-structured interviews, where transport strategy suggestions were developed in the context of the possible imaginary urban areas and their associated contextual description of the imaginary urban areas for each vision; (iii) participatory workshops, where an innovative method was developed to explore various creative future choices and alternatives. Overall, this paper indicates that the content of the future smart transport visions was reasonable, but such visions need a considerable degree of consensus and radical approaches for tackling them. The findings offer invaluable insights to researchers inquiring about the smart transport field, and policy-makers considering applying those into practice in their local urban areas.

In recent years, enormous amounts of digital data have been generated. In parallel, data collection, storage, and analysis technologies have developed. Recently, there has been an increasing trend of people moving towards urban areas. By 2030 more than 60% of the world's population will live in an urban environment. Urban areas are big data resource because they include millions of citizens, technological devices, and vehicles which generate data continuously. Besides, rapid urbanization brings many challenges, such as environmental pollution, traffic congestion, health problems, energy management, etc. Some policies for countries are required to cope with urbanization problems. One of these policies is to build smart cities. Smart cities integrate information and communication technology and various physical devices connected to the network (the internet of things or IoT) to both improve the quality of government services and citizen welfare. This chapter presents a literature review of big data, smart cities, IoT, green-IoT concepts, using technology and methods, and applications worldwide.

The emergence of the Internet of Things (IoT) as the new paradigm of Information and Communication Technology (ICT) and rapid changes in technology and urban needs urge cities around the world towards formulating smart city policies. Nevertheless, policy makers, city planners, and practitioners appear to have quite different expectations from what smart cities can offer them. This has led to the emergence of different types of smart cities and pathways of development. This paper aims to answer the research question: When comparing a selection of smart city projects, can we classify pathways for their implementation? We do this by using a cross-case research design of four cities to explore commonalities and differences in development patterns. An input-output (IO) model of smart city development is used to retrieve which design variables are at play and lead to which output. The four cases pertain to the following smart city projects: Smart Dubai, Masdar City, Barcelona Smart City, and Amsterdam Smart City. Our analysis shows that Amsterdam is based on a business-driven approach that puts innovation at its core; for Masdar, technological optimism is the main essence of the pathway; social inclusion is the focus of Barcelona Smart City; and visionary ambitious leadership is the main driver for Smart Dubai. Based on these insights, a classification for smart city development pathways is established. The results of the present study are useful to academic researchers, smart city practitioners, and policy makers.

AbstractThe IoT and big data technologies have become essential to the functioning of both smart cities and sustainable cities, and thus, urban operational functioning and planning are becoming highly responsive to a form of data-driven urbanism. This offers the prospect of building models of smart sustainable cities functioning in real time from routinely sensed data. This in turn allows to monitor, understand, analyze, and plan such cities to improve their energy efficiency and environmental health in real time thanks to new urban intelligence functions as an advanced form of decision support. However, prior studies tend to deal largely with data-driven technologies and solutions in the realm of smart cities, mostly in relation to economic and social aspects, leaving important questions involving the underlying substantive and synergistic effects on environmental sustainability barely explored to date. These issues also apply to sustainable cities, especially eco-cities. Therefore, this paper investigates the potential and role of data-driven smart solutions in improving and advancing environmental sustainability in the context of smart cities as well as sustainable cities, under what can be labeled “environmentally data-driven smart sustainable cities.” To illuminate this emerging urban phenomenon, a descriptive/illustrative case study is adopted as a qualitative research methodology§ to examine and compare Stockholm and Barcelona as the ecologically and technologically leading cities in Europe respectively. The results show that smart grids, smart meters, smart buildings, smart environmental monitoring, and smart urban metabolism are the main data-driven smart solutions applied for improving and advancing environmental sustainability in both eco-cities and smart cities. There is a clear synergy between such solutions in terms of their interaction or cooperation to produce combined effects greater than the sum of their separate effects—with respect to the environment. This involves energy efficiency improvement, environmental pollution reduction, renewable energy adoption, and real-time feedback on energy flows, with high temporal and spatial resolutions. Stockholm takes the lead over Barcelona as regards the best practices for environmental sustainability given its long history of environmental work, strong environmental policy, progressive environmental performance, high environmental standards, and ambitious goals. It also has, like Barcelona, a high level of the implementation of applied data-driven technology solutions in the areas of energy and environment. However, the two cities differ in the nature of such implementation. We conclude that city governments do not have a unified agenda as a form of strategic planning, and data-driven decisions are unique to each city, so are environmental challenges. Big data are the answer, but each city sets its own questions based on what characterize it in terms of visions, policies, strategies, pathways, and priorities.

‘Smart cities’ represent the integration of ‘big data’ collected via networked cameras, sensors, and meters into the urban fabric with the overarching goal of making infrastructure more efficient and improving citizens’ lives. While data has been used to support planning efforts for decades, this new paradigm of ‘urban informatics’ means that planning will increasingly be driven by data. However, the planning profession is still grappling with how existing practices might need to adapt to tackle the challenges of planning in the smart city. Accordingly, there is a gap in terms of educational resources on smart cities aimed at planning professionals. Through an action research approach involving a review of recent academic and popular literature on smart cities, this project synthesizes a set of ‘best practices’ and proposes a discussion guide for planning professionals to learn about the implications for their practice in a world where big data shapes our cities. The modern concept of smart city rose from a relatively ambiguous term dealing with the future of urban areas to one of the most popular contemporary fields of research. Tackling a considerable range of topics from digitalization, citizen involvement, sustainability or governance, it managed to rapidly attract both academics and policy-makers. This study reviews the research papers published on smart city concept with application to European Union, and especially to the new member states from Central and Eastern Europe. The results indicate many common features of smart cities in EU, but also some peculiarities of CEE in this regard, many deriving from their socialist inheritance. Meanwhile, it can be noticed the rather incipient status of smart cities approaches, the insufficient resources allocated by local authorities, which rely extensively on EU funding, the lack of awareness from citizens and the lack of a comprehensive and structured strategic approach. In order to tackle the abovementioned issues, our paper suggests a series of measures and directions for policy-makers, local administrations and business environment.

Professors Ko-Chiu Wu, Chih-Hong Huang and Hsiao-Tung Chang from the National Taipei University of Technology and Chinese Culture University are combining dynamic city sensors to build a 3D thermal environment cloud information system for smart cities. They seek to uncover new information about urban heat island (UHI) by describing the dynamic phenomena underway. The ultimate aim of this study is to survey the thermal environment data in the horizontal and vertical interspace of urban areas. The data and insight the team gathers will be extremely useful to policy makers and city planners, as well as designing urban spaces with the comfort of citizens in mind, it is hoped they will be able to mitigate the effects of UHI and even make energy savings using the 3D maps.
