The exploitation of Arctic resources is becoming now one of the most important directions of Russia’s strategic development. The coordination center for this project is St. Petersburg. The article assesses the potential of this region which forms an essential prerequisite for the effective implementation of the given work from the standpoint of the state and prospects of industrial clusters formed in its territory. The subjects of the cluster environment of St. Petersburg relevant programs of state support are divided into three categories: 2 innovative territorial clusters, 3 territorial clusters, 9 territorial clusters administered by the Center for cluster development. Specific recommendations for them are proposed on the basis of analysis of their strengths and weaknesses, as well as assessment of opportunities and threats to their development.

The industrial cluster is formed by the common competitiveness elements of enterprise group. Under the cluster environment, common technology and common customer as well as distribution channel are composition of cluster development performance mode. On the basis of the parabolic PDE cluster development model, and combined with Internet industrial cluster analysis of virtual platform, the Internet structure industrial cluster analysis system is designed. In order to verify the validity and reliability of the model and system, this paper takes the cluster development of machining as an example to carry on the research for the system performance, which can get the virtual grid node and stress distribution of cluster processing center, finally we can obtain the industrial cluster investment and performance relationship table, to provide the theoretical guidance for the development of industrial clusters.

The importance of the transformation of the banking system as a strategic object of state development under digitalization conditions is substantiated in this paper. The influence of digital technologies on the financial sphere is analyzed and the factors stimulating its change are given. The basic conceptual institutes of the given subject are investigated, the objective and purposes of work are outlined. The main tasks are set and their studies as well as a perfect research are substantiated. The works of previous scientists, both national and foreign, on this problem are analyzed, their contribution and conclusions are evaluated, the reasons for the importance of further research and analysis of the given problem are indicated. The directions of transformation of banking activity organization in the world and Ukraine are considered. The key positions of Ukraine in the introduction of modern technologies and support of new industries in the banking sector are demonstrated. The rating positions of the country in comparison with world indicators are shown and its competitiveness and readiness for restructuring under conditions of digitalization of financial system instruments is estimated. Ukraine's declining position in the ranking of digital transformation indicates shortcomings in the adequacy of funding in this area in the country's budget, low levels of innovation and lack of state support, and therefore requires decisive action by the government in order to improve this situation. Promising areas for banking system restructuring and attracting innovative tools, such as: the introduction of artificial intelligence, modern interfaces and electronic document management are defined. The need to transform the banking system of Ukraine in order to improve its economic performance and the general state of the state economy is substantiated in this paper. The model of banking system transformation under the digitalization conditions taking into account the adherence of accurate sequence and rational use of modern technologies under conditions of countries entrance to Industry 4.0 is presented. The importance of the state support attraction and improvement of the legal base for faster and more effective implementation of innovative products in banking sector is substantiated. On the basis of the investigation, it can be stated that the development and implementation of digital technologies in the banking sector of Ukraine is very important for the improvement of economic and social indices, as well as more rational use of resources for effective management of tools in this area in the transition to digital economy.

The analysis of current trends in ecological tourism market of Ukraine and set of recommendations for its development under the state support are carried out in the research work. In particular, the analysis of the current condition of ecological tourism in Ukraine is carried out. The essence of this analysis is to assess the impact of the following factors on the gross domestic product of Ukraine during the past three years: number of foreign tourists in Ukraine, number of tourism objects, revenues from ecological tourism to local budgets, revenues from environmental tourism to the state budget, number of jobs in the field of ecological tourism and number of domestic tourists. The given analysis showed that the gross domestic product of Ukraine is practically unaffected by the following factors: number of foreign tourists in Ukraine, revenues from ecological tourism to local budgets and revenues from ecological tourism to the state budget. The recommendations on state support of ecological tourism development in Ukraine by introducing a set of models to increase the competitiveness of Ukrainian environmental regions, taking into account the level of influence of the studied factors on the gross domestic product, are developed. The given set of models includes a functional model of the tourism competitiveness of ecological region and a structural model for assessing of tourism competitiveness of ecological region.

The article considers proper legislation as an essential prerequisite for actualization of NPOs comparative advantages. Restrictions imposed on NPOs are reasonable if they are compensated by benefits from greater trust. The rigidity of constrains and requirements should be optimized while accounting for peculiarities of a social medium, the state of the nonprofit sector, and the governments readiness to encourage the development of the latter. As empirical data suggests, Russian NPOs being on different stages of maturity need separate legal treatment. In the meanwhile, interests that prevail in the NPOs community are not always conducive to rapid changes.

In this paper, we assess the effects of agricultural state support of corporate farms on their revenues from agricultural production sales in 14 Russian regions that differ in technology, environment and institutional conditions. In addition to the direct effect of the state support, the indirect effects via labor and capital are revealed. For this purpose, we identify production functions and statistical models of production factors for each of these regions separately. We find out diverse effects of the state support on revenues among the regions. Positive effects prevail. Negative effects are mainly caused by labor reductions that follow subsidy inflows. Another cause of negative effects is the soft budget constraints phenomenon.
