The analysis of current trends in ecological tourism market of Ukraine and set of recommendations for its development under the state support are carried out in the research work. In particular, the analysis of the current condition of ecological tourism in Ukraine is carried out. The essence of this analysis is to assess the impact of the following factors on the gross domestic product of Ukraine during the past three years: number of foreign tourists in Ukraine, number of tourism objects, revenues from ecological tourism to local budgets, revenues from environmental tourism to the state budget, number of jobs in the field of ecological tourism and number of domestic tourists. The given analysis showed that the gross domestic product of Ukraine is practically unaffected by the following factors: number of foreign tourists in Ukraine, revenues from ecological tourism to local budgets and revenues from ecological tourism to the state budget. The recommendations on state support of ecological tourism development in Ukraine by introducing a set of models to increase the competitiveness of Ukrainian environmental regions, taking into account the level of influence of the studied factors on the gross domestic product, are developed. The given set of models includes a functional model of the tourism competitiveness of ecological region and a structural model for assessing of tourism competitiveness of ecological region.

Economic issues of the state's development at the present stage, largely depend on the development of the financial sphere. That is dictated by the reduction of the role of the real sector in the economy of the development of the state. Based on the experience of developed countries, we can state that the functioning of the effective banking system is the lever of development of the country's economy. The modern Ukrainian economy still cannot demonstrate the adequacy of the development of the financial market. The banking sector is most effective in this area. The issue of regulating the adequacy of bank capital is also relevant for the Ukrainian economy. The solution of this issue, to a certain extent, is embedded in the process of Ukraine's implementation of international standards for regulating the activities of banks. In this direction, the NBU has developed a program of measures to update regulatory requirements for banks. The paper argues the feasibility of a bank-centric financial market model for Ukraine. An analysis of the dynamics of the formation of bank capital has been carried out. The indicators of its sufficiency are considered separately. The results of the analysis of the compliance of Ukrainian banks with international liquidity standards are presented. Analysis of banks' capital security, dynamics of its absolute values with the rate of formation of gross domestic product was carried out. The bank's capital adequacy indicators are used as criteria for assessing their stability. The methodology used to assess the relationship between banks' equity and gross domestic product through sensitivity ratio (β). The level of communication between the indicators was determined by the value of the correlation ratio. Separately, an analysis of the impact of banks' equity on the level of gross domestic product for individual periods was carried out. The purpose of this analysis is to find out the peculiarities of banks' activities. As a result, it was proved that there is a connection between the indicator of the level of banks' equity capital and the gross domestic product. Additionally, the article describes the problems that hinder the development of the financial market in Ukraine. Government support for the banking sector is the basis for its development.

Purpose. The aim of the article is to study the features of mutual influence of expenditures of the Ukrainian state budget on national defence, youth and sports on the gross domestic product of Ukraine in the conditions of aggravation of economic rivalry in the global economy. Methodology of research. The following methods are used during the research: generalization of information and literature sources – to formulate proposals on the progressive development of the Ukrainian economy and quality of its labour resources, on the cohesion of the society and its psychological and physical health through the implementation of expenditures of the Ukrainian state budget for national defence and youth and sports; regression and correlation analysis – to analyse the mutual impact of GDP and expenditures of the Ukrainian state budget on national defence, youth and sports. Findings. Methods for educating young people are proposed in order to provide an educated and physically healthy workforce for the national economy and defence and security. The influence of arms exports and military equipment on the economy of Ukraine is analysed. The need to carry out some reforms of the Armed Forces of Ukraine in order to increase the country's defence capability and ensure economic prosperity is substantiated. The correlation between the growth of gross domestic product and expenditures of the State Budget of Ukraine through the Ministry of Defence and the Ministry of Youth and Sports, which is linear, is established. Suggestions are made to reform other specific aspects of the state mechanism in order to increase the country's defence capability and ensure the following economic growth. Originality. The article provides suggestions for reforming youth policy and the national defence sphere to ensure economic growth and strengthen the country's defence capability. Correlation between the growth of gross domestic product and expenditures of the State Budget of Ukraine through the Ministry of Defence has been established (increase of expenditures on the Ministry of Defence by 1 billion hryvnias has a direct impact on GDP growth in the amount of 29.884 billion hryvnias) and the Ministry of Youth and Sports (growth spending on the Ministry of Youth and Sports by UAH 1 million influences GDP growth by UAH 1.045 billion), which is close. Practical value. The practical significance of the obtained results is the possibility of studying the mutual influence of the expenditures of the Ukrainian state budget, spent on national defence, youth and sports, on the gross domestic product of Ukraine in the conditions of aggravation of economic rivalry in the global economy. The purpose of the article is to study the economic and legal problems of financing the education of persons sentenced to imprisonment, realization of their constitutional right and to propose to eliminate existing gaps in the legislation. Methodology. The survey is based on an analysis of the principles of financing education, including prison education, on the procedure and problems of financing education for persons sentenced to imprisonment. The principles, good practice and problems of providing educational services in Singapore, Japan, Hong Kong, South Korea, Finland, the Netherlands, Canada, Poland, Germany, Ireland, Great Britain, the USA, Estonia, Kazakhstan, Ukraine, the Russian Federation are considered. Sourcing of education (state, non-state and mixed) are investigated. The analysis of macro indicators of social and economic development of the countries, in which certain system of financing of education operates, is carried out. Emphasis is placed on the fact that the country's development largely depends on the share of gross domestic product spent on research. Only if the cost of science exceeds 0.9% of gross domestic product, it can be said about the impact of science on the development of the state economy. It is concluded that most European countries use the so-called principle of "funding formula", according to which the state allocates financial resources to higher education institutions in amounts determined by special indicators, such as high quality of education, number of students, labor intensity and material consumption of the education process. Results. In the process of studying the state policy on financing the educational system, it has been concluded that tthe most developed countries with a sufficiently high level of gross domestic product per capita have the state system of financing higher education. The main positive feature of penitentiary educational systems is their focus on the prisoner as an individual to provide his or her needs, the opportunity to acquire professional skills and, in the future, to integrate into society and restore his or her social status easily. The authors also conclude that due to certain difficulties in obtaining education by prisoners, namely, most of these persons cannot get an education because they are in isolation from society, their attendance at school is impossible, the way out of this situation is distance learning. Practical implications. . Proposals have been made, according to which higher education for persons sentenced to imprisonment should be regarded as paid activity along with work, and the possibility of obtaining distance education should be enshrined in law. Value/originality. The article provides proposals for amendments to the legislation in the field of education for persons sentenced to imprisonment in some post-Soviet countries for the harmonization of regulations.


The article examines the influence of the activity of the control institute on the state of the gross domestic product of the country through a consistent analysis. Initially, the differentiation of public financial control agents is considered and the feasibility of analyzing the entities of public financial control in comparison with quasi-entities is substantiated. It is determined that two entities, namely the Accounting Chamber of Ukraine and the State Audit Office of Ukraine, are subject to control. Official reports of the State Audit Service, which are public and reflect the results of the activity of this structure over a long period of time, were used for consideration. In order to achieve this goal, it was established that there is a need to identify the presence or absence of correlation between the given indicators by means of correlation analysis. To test the model for usability, a determination factor of R2 was calculated, which shows how much these factors describe the model and what percentage is described by the unaccounted factors. In order to assess the adequacy of the studied model. Fisher's analysis was performed. The significance of the parameters was estimated using the t-test. According to the results of verification of these indicators, it was determined that the model is adequate to experimental data and can be used for further analysis. To evaluate the quality of the model, the coefficient of elasticity Eb was calculated. On the basis of the conducted research the positive effect of the activity of the control agents, in part of the reimbursed expenses, on the economic state of the country due to the growth of the gross domestic product is revealed and the necessity of enhancing the efficiency of their activity is substantiated, that will have a positive effect on the economic situation.

The article systematically investigates the legal bases of planning and formation of the defense budget of Ukraine. It is stated that the legal bases of the defense budget of Ukraine are the Constitution of Ukraine, the Budget Code of Ukraine, the Law of Ukraine «On National Security of Ukraine», the Strategic Defense Bulletin of Ukraine, the National Security Strategy, the Military Doctrine of Ukraine, the laws of Ukraine on the state budget for the respective year. It is stated that at the legislative level the sources of financing of defense expenditures are fixed: funds of the state budget of Ukraine, charitable donations, income from own economic activity of the Armed Forces of Ukraine. The mechanism and conditions for providing charitable assistance to the Armed Forces of Ukraine are described. The expediency of revising the Concept of economic and economic activity of the Armed Forces of Ukraine approved on April 19, 1997, approved by the President. The current Concept does not meet current conditions. It needs revision, based on Ukraine’s NATO course, of military aggression, reformatting the structure of the Armed Forces of Ukraine. It has been determined that the amount of defense expenditures as a percentage of the gross domestic product meets international standards. However, the weakness of the national economy indicates a lack of defense spending in dollar terms and in terms of one soldier. The expediency of optimizing the structure of expenditures, reorientation of creation of new administrative and economic units for project management in the sphere of defense, creation of an effective mechanism of public control over the distribution of defense expenditures is argued. AbstractThe aim of this paper is to compare the results of 4 selected audit areas of the SAO, namely audits carried out in the domain of the state budget revenues, state property, state-owned enterprises and state funds. The hypothesis is that the findings of audits on the revenue side of the state budget have resulted in the largest number of legislative changes within the period under review. As part of the assessment of the development of the impact of the SAO activity measured by the number of government-imposed corrective measures, it was also found that the benefits of audit findings have increased and their usability has risen noticeably since 2005. By analysing the selected audit areas, the first established hypothesis was confirmed when it was found that the largest number of legislative changes was made in the area of the state budget revenues. In this domain, areas of system failures and implementations of the imposed recommendations were analysed additionally, with the aim to uncover the most problematic areas and to assess the overall implementation of the imposed recommendations. The hypothesis in this respect was that the recommended remedies were mostly met. Within the area of the state budget revenues, based on the publicly available information and the auditees’ opinions it was found out that most of the recommendations were met. The second hypothesis was met, as well. The presented paper analyses both the government’s resolutions, audit findings and conclusions, annual reports, EU reports, and selected views of the auditees. Within the audit areas, the number of submitted criminal notifications and notifications to the tax authority is also quantified. The usefulness of the results is based on the fact that the audits in the assessed areas were focused on the audit of legality with elements of the performance audit, though the best results in the domain of legality were brought by audits in the area of the state budget revenues. In this domain, it is therefore appropriate to focus more on the audit issues related to legality, as evidenced by the number of corrective measures in which the government has imposed a legislated solution to the given issue. Conversely, for audits of state assets (the remaining three groups), it would make more sense to strengthen the focus of these audits on the performance-related risks (the so-called 3E).

Annotation. Introduction. Current trends of the rational use of financial resources also provoke the modernization of approaches and methods for state forecasting. The imperfection of the existing methods causes the significant differences between the planned data and the realities of life. Therefore, the improvement of existing methodological approaches is the key to more efficient use of state financial resources. Purpose. One of the elements of improving the methodological apparatus of state forecasting is to take into account the links and their strength between some economic processes, such as: the dynamics of state budget revenues and some macroeconomic indicators of the country. An appropriate “map-scheme” of existing stable and moderate links between them, developed on the basis of the analysis of the calculated data, may become a basis for the development of propositions for the improvement of existing methods of state forecasting. Results. The strength of the links between some economic processes of the state, namely: the dynamics of state budget revenues (the constituents of which, according to the legislation of Ukraine, include the following elements: tax revenues, non-tax revenues, official transfers from foreign governments, revenues from operations with capital, trust funds and official transfers from local budgets), as well as the following macroeconomic indicators: gross domestic product, inflation rate and gross external debt have been studied. The use of one-factor dependence equations made it possible to determine the degree of strength of connections (absent, moderate, stable connection) between the studied relations, as well as to calculate the dependence equations. The results can be used to improve the methodological and forecasting state apparatus. Conclusions. The “map-scheme”, developed on the basis of estimating the one-factor dependence equations, clearly provides an opportunity to explore the dynamics of modern stable and moderate relationships between the constituents of state budget revenues and macroeconomic indicators of the state. Accordingly, when submitting proposals for improving methodological approaches in the field of state forecasting, it is advisable to pay special attention to the impact of gross external debt and official transfers from foreign governments on gross domestic product, as well as the impact of tax and non-tax revenues, the changing dynamics of which may significantly change its volume. The purpose of this study is to analyze the impact of Foreign Direct Investment, Gross Domestic Product, Energy Consumption, Electric Consumption, and Meat Consumption on CO2 emissions of 41 countries in the world using panel data from 1999 to 2013. After analyzing 41 countries in the world data, furthermore 17 countries in Asia was analyzed with the same period. This study utilized quantitative approach with Ordinary Least Square (OLS) regression method. The results of 41 countries in the world data indicates that Foreign Direct Investment, Gross Domestic Product, Energy Consumption, and Meat Consumption significantlyaffect Environmental Qualities which measured by CO2 emissions. Whilst the results of 17 countries in Asia data implies that Foreign Direct Investment, Energy Consumption, and Electric Consumption significantlyaffect Environmental Qualities. However, Gross Domestic Product and Meat Consumption does not affect Environmental Qualities.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.
