This article deals with the problem of security and resistance of the high-rise unique buildings to progressing collapse. The analysis of the causes of accidents and collapses of buildings and structures is carried out. The features of calculations and verification of structures for progressive destruction are explored. The analysis of researches and updating of norms on emergency prevention is carried out. The ways of solving the problems of buildings structural schemes resistance and structures to progressive collapse are shown. Particular attention is paid to the use of outrigger communication floors to improve the level of building survivability. Examples are reviewed from the high-rise buildings construction practice on the territory of the Russian Federation. Recommendations are given for the development of further research and practical application of measures to increase resistance to the progressive collapse of high-rise buildings.

Purpose The purpose of this paper is to study the relationship between corruption and consumption culture from the perspective of their mutual influence on the example of the Russian Federation. Design/methodology/approach The research methodology was based on the use of theoretical, empirical and experimental approaches aimed at studying the mutual influence of indicators of corruption and factors that may be associated with it. Findings The performed analysis revealed that the total number of crimes registered under corruption-related articles of the Criminal Code of the Russian Federation (Article 285 – Abuse of Power, Article 290 – Receiving a Bribe, Article 291 – Giving a Bribe) is in moderate correlation with monthly consumer spending per capita and the volume of taxes, fees and other obligatory payments to the budget. Originality/value The practical application of the research results is possible in formation of recommendations for improving anti-corruption legislation and effective measures to prevent its causes.

The textbook examines the theoretical aspects of the qualification of crimes, highlights the problems of practical application of the norms and institutions of criminal legislation. The paper analyzes the concepts and categories of criminal law, reveals the organizational and methodological aspects of the legal assessment of criminal encroachments. When preparing the manual, materials of judicial and investigative practice, guiding explanations of the Plenum of the Supreme Court of the USSR, the Russian Federation were used. The manual is addressed to law enforcement officials, lawyers, investigators, law students and anyone interested in the qualification of crimes.

The current questions of prospects of modern cities development are viewed in the light of steady growth of population and urbanization connected with enhancement of cities role in social development. The problem of urban densification and the prospectivity of large cities vertical growth are considered. China practice is analyzed because this state is acknowledged global leader in the matter of high-rise building and its achievements can be useful for the Russian Federation. The article concerns activities of the Council on Tall Buildings and Urban Habitat (CTBUH) researching high-rise building. Modern approaches to highrise buildings typology are examined, their main point is defined as mini-city in city.

The article considers the practical effectiveness of the criminal law prohibition in combating economic crime in the Russian Federation. 22nd Chapter of the Criminal code currently includes 58 articles. This is maximum number of articles in relation to other chapters of the criminal code, in the same Chapter of the Criminal code. Accordingly the need for such a number of prohibitions in the economic sphere should be confirmed by judicial practice. However, a completely different picture emerges. Based on the analysis of the statistical reports of the Judicial Department under the Supreme Court of the Russian Federation, the authors conclude that the enforcement practice in cases of economic crimes is insufficient.The authors express their opinion on the reasons for the ineffectiveness of the practical application of the articles constituting the 22nd Chapter of the Criminal code of the Russian Federation, and suggest ways to address them.

The article considers the methodological basis of sociolinguistic research into language perspectives with a focus on linguistic diversity in the Russian Federation, the study of which is closely connected with such sociolinguistic concepts as language situation, language policy and language planning. Оver the recent decades, sociolinguistics has witnessed a real boom in new research showing a growing variety of methods for studying linguistic diversity. Closer consideration of these papers shows that the authors focus on the search for tools to analyze the prerequisites, history and current situation of linguistic diversity. However, research methods for the future development of linguistic diversity – linguistic forecasting, lack for scientific representation. Analysis of the prospects for the development of languages in present-day conditions is no less relevant research topic. The identification of the laws of language development requires a comprehensive approach from the position of sociolinguistics, which leads to the multifaceted nature of scientific research, the consideration of the object not only from the linguistic point of view, but also from sociolinguistic, psycholinguistic, ethnolinguistic etc. factors. The authors present an overview of sociolinguistic methods. As part of a combination of methods, which is justified by the variety of goals and subjects of linguistic forecasting, the authors analyze some possible methods of sociolinguistic forecasting (parametric, statistical, discursive) and their practical application in the study of linguistic diversity. The article concludes with forecasts for linguistic diversity in the Russian Federation.

The present article contains analysis of cases regarding corporate law provisions on restitution of damages. At present article 53.1 of the Russian Civil Code provides for liability in case of breach of good faith and unreasonable actions. This legal norm has given rise to a great bulk of case law in this sphere. The article gives overview of the case law of the Supreme Court of the Russian Federation as well as poses some problems which became evident in the course of practical application of the legal provisions.

The article is devoted to the analysis of the compositions of crimes «Public dissemination of knowingly false information about the circumstances that pose a threat to the life and safety of citizens» (Article 207.1 of the Criminal Code of the Russian Federation) and «Public dissemination of knowingly false public information, which caused serious consequences» (Article 207.2 of the Criminal Code of the Russian Federation). The article compares the objects of these crimes, elements of objective and subjective parties, an attempt is made to distinguish these compositions. In addition, the work is carried out and comparative analysis of these criminal offences with similar administrative offences. The analysis showed problems related to the practical application of the rules on the offences under consideration and concluded that the need for amendments to criminal and administrative legislation should be made.

The article deals with the one of the tools of performance management — assessment of public authorities, namely the analysis of the legal provision of this tool. For analyzing from all public bodies were chosen executive authorities of the Russian Federation. An approbation of estimation procedure of executive authorities started with lower levels of executive system of the Russian Federation — executive bodies of subjects of the Russian Federation and local self-government. A number of laws which introduced in legal system of the Russian Federation the criteria and indicators of the effectiveness of the above authorities was adopted. Practical application of the adopted documents proved inviability of adopted documents, the inability to objectively evaluate activity of executive authorities of the Russian Federation and local authorities. Major efforts to change the volume and content of the fixed performance were carried out. The article analyzes the newly adopted documents.
