High complexity of modern quality management systems (QMS) leads to the need for new tools aimed to support them and implement continuous improvement. The key process to manage the quality level is quality assurance. The paper investigates process information integrity and consistency as properties or quality assurance process. Some basic approach for organizing data integrity metrics is described. An approach for QMS requirements assurance based on SysML modelling language is proposed.

Hajj guidance group (KBIH) in Indonesia, still limited to quantity and have been not yet met the quality. One indication of the lack of quality of the KBIH is the quality management of inputs, namely the applied inputs and inputs of expectation. With good input and good, it can produce an out put that as expected. This study aims to determine the quality management of pilgrimage inputs by KBIH in Indonesia, represented by three regions, West Java, DKI Jakarta and South Sumatra. The method used in this research is case study with qualitative approach. This study shows that quality management for one dimension of input, especially in KBIH has not met the quality management standard. Implementation and embodiment is still limited to ideas, wishful thinking, and not conceptualized well. The results of this study have an impact on how the quality management of KBIH input in Indonesia should be implemented, so that with good input in KBIH, KBIH can improve the quality of Hajj in Indonesia. Input is a starting point in a quality assurance process, not to be ignored, underestimated, and considered not one of the important parts of quality management of its existence.Kelompok Bimbingan Ibadah Haji (KBIH) yang banyak berdiri di Indonesia, masih sebatas kuantitas belum memenuhi kualitas. Salah satu indikasi melihat kurangnya kualitas KBIH ialah pada manajemen mutu input, yaitu input terapan maupun input harapan. Dengan input yang baik dan bagus, maka bisa menghasilkan out put yang sesuai harapan. Penelitian ini bertujuan untuk mengetahui manajemen mutu input penyelenggaraan haji oleh KBIH di Indonesia, yang diwakili tiga wilayah, Jawa Barat, DKI Jakarta dan Sumatera Selatan. Metode yang digunakan dalam penelitian ini adalah studi kasus dengan pendekatan kualitatif. Penelitian ini memperlihatkan bahwa manajemen mutu untuk satu dimensi input, khususnya di KBIH belum memenuhi standar manajemen mutu. Pelaksanaan dan perwujudannya masih sebatas ide, angan-angan, dan belum terkonsep dengan baik. Hasil penelitian ini berdampak pada bagaimana manajemen mutu input KBIH di Indonesia seharusnya diimplementasikan, sehingga dengan input yang baik dalam KBIH, KBIH bisa meningkatkan kualitas penyelenggaraan ibadah haji di Indonesia. Input merupakan starting point dalam sebuah proses jaminan mutu, jangan sampai diabaikan, disepelekan, dan dianggap bukan salah satu bagian manajemen mutu yang penting keberadaannya.

Quality management in projects includes the processes necessary for providing the fact that the project satisfies the necessities it had been accomplished for. The quality planning function must remain present throughout the project life cycle. The quality assurance in the projects can be defined as part of quality management in projects that provide confidence that the requirements relating to the quality of the activities carried out in the project will be met. We propose a model in the work for the implementation of the quality assurance process at every stage of a project, from project idea to project results. The proposed model, called PDP/PIP (project definition process/ project implementation process) is described as an application for a project machinery industry standard tools. The outcome of the project quality assurance is a quality improvement plan. This represents a document which is specified actions designed to raise the efficiency of quality management processes in projects and quality of results of the project.

Ports in the transport economy have an important role to play in the competitiveness of ports. There is an increasing climate of competition, which causes ports to invest in development and to improve their transport corridors, governance principles and pricing policies in order to strengthen international competitiveness of ports and to ensure that their management practices are in line with the positive international experience. In order to increase the efficiency of transport, to promote the use of environmentally friendly technologies and to improve the international competitiveness of port transport corridors, it is important for ports to determine their own KPI indicators that would be used to assess port performance indicators. As ports are responsible for the quality assurance of port services, even if they do not provide such services, monitoring and assessing of the KPI must be part of the quality assurance process. The objective of this study is to define the port performance-enhancing KPI indexes and to make suggestions for how KPI application in the transport economy can strengthen the international competitiveness of ports and ensure that their management practises international experience. The study’s tasks are to define the appropriate KPI indexes, group them according to interlinked principles, and provide proposals on how to use them to improve the international competitiveness of ports and the main transport system multimodal integration.

Abstract The 2011 Census for England and Wales made extensive use of administrative data to quality assure the estimates. This included record linkage between census and administrative data. This article describes the role of record linkage in the quality-assurance process. It outlines the operational challenges that we faced and how we resolved them. Record linkage was confined to a sample within 58 carefully selected local authorities. We found characteristic patterns of under- and overcoverage in the National Health Service Patient Register, which we illustrate here with examples. Our findings may be useful in countries that, like England and Wales, do not have a comprehensive population register to draw on and that need to understand issues of coverage in their routinely collected administrative data and the use of these data to estimate populations.

This research aims to analyze the implementation of learning quality assurance at school and develop its model based on the applied educational technology. The research unit of analysis encompassing several junior high school, senior high school and vocational school in Semarang, Kendal, and Kudus district. The research results (1) school had implemented the learning quality assurance including the planning, implementation, monitoring, and evaluating process, although the documentation is still desultory, (2) the learning quality assurance based on the applied educational technology had been developed as a reference to define (a) the scope of quality assurance at school, (b) the quality policy and quality assurance organization at school, (c) the standard of learning quality and its achievement strategy, and (d) the manual for learning quality and its instrument, and (3) the learning quality assurance based on the applied educational technology is worth implemented on the learning quality assurance process at school.

Sumber daya manusia (SDM) di lingkungan perguruan tinggi yang terdiri dari dosen dan tenaga penunjang memiliki posisi yang sangat strategis, karena memiliki pengaruh langsung terhadap proses belajar, mutu lulusan dan pola keluaran yang kompetitif. Efektivitas kinerja dalam proses belajar mengajar dan perbaikan atmosfer akademik sangat dipengaruhi oleh standardisasi mutu yang ingin dicapai serta proses penjaminan mutu yang harus dilakukan oleh sebuah perguruan tinggi salah satunya dalam bidang sumber daya manusia (SDM). Syarat yang harus dipenuhi agar penerapan sistem penjaminan mutu SDM di sebuah perguruan tinggi dapat dilaksanakan dengan baik adalah ketersediaan basis data akurat yang dapat digunakan pada setiap pengambilan keputusan. Untuk itu perlu dikembangkan sistem informasi penjaminan mutu SDM di lingkungan perguruan tinggi. Sistem informasi penjaminan mutu SDM ini dapat berfungsi untuk memudahkan bagi perguruan tinggi dalam menjalankan penjaminan mutu, sehingga proses penjaminan mutu bisa dijalankan melalui tahap-tahap yang terangkai dan didukung oleh pangkalan data (basis data), sistem informasi manajemen, dan sistem pendukung keputusan yang terintegrasi. Adapun tahapan yang dilakukan dalam perancangan sistem informasi ini meliputi analisis kebutuhan, perancangan model proses, analisis kebutuhan perangkat lunak, dan desain. Human resources (HR) in the college environment consisting of lecturers and support staff have a very strategic position, because it has a direct impact on the learning process, the quality of graduates and the competitive output pattern. Effectiveness of performance in teaching and learning and improved academic atmosphere is strongly influenced by the standardization of quality to be achieved and the quality assurance process that should be done by a university either in the field of human resources (HR). Condition that must be met in order for the application of quality assurance system in a college human resources can be successfully implemented is the availability of accurate database that can be used in any decision-making. It is necessary to develop human resources information system of quality assurance in higher education environments. Human resource quality assurance information system can serve to make it easier for universities in implementing quality assurance, so that the quality assurance process can be run through the connected stages and supported by the data base (database), management information systems, and integrated decision support system. The stage that is done in designing information systems include requirements analysis, design process models, software requirements analysis, and design.
