The article is devoted to the analysis of the results of monitoring carried out in higher educational institutions of the Republic of Tatarstan (more than 30 universities, institutes and their regional subdivisions). 47433 students were surveyed for the present analysis. The goal of the research was to study the parameters of educational environment that might potentially influence on individual’s psychological need for security. During the monitoring the students’ depression and aggression levels were measured. Questionnaire touched upon psychological security problems, such as relationships with teaching staff, relationships with peers, situations of psychological abuse (bullying and mobbing), emotional attitude towards studying. According to correlation analysis that was carried out, it was possible to single out multiple cases of correlation between aggression and depression with various security components of educational environment. The article reflects the fact that depression and aggression represent not only generalized, obscuredly specific patterns of psychological ill-being of a certain person, but they are known to be adjustment mechanisms that help to cope with adverse circumstances. Being closely related to different factors of schooling, depression and aggression can serve as secure and valid subjective markers of psychological security of a certain person in the educational environment.

Improving health in an educational environment allows to gain greater control over the health of students. It includes a wide range of educational and methodological activities aimed at protecting and improving the health of subjects of the educational process and improving their quality of life through the correct organization of the educational environment, and not only prevention and correction. This policy should be supported by an appropriate regulatory framework that combines the stimulation of experience and knowledge based on high-quality evidence-based information, verified health evidence, develops intellectual assets and applies ethical standards in the practice of maintaining the health of students at the university. Partnerships between public health services of the Republic of Kazakhstan and higher educational institutions are obliged to identify and share responsibility for the health of the student community and solve problems that contribute to the development of key tasks in the field of protection and preservation of public health, requiring additional efforts and mobilization of resources of the higher education system. At the republican level the functions of monitoring public health risk factors in the conditions of training students in higher education are carried out. Scientific research in the field of public health, including measures to promote healthy lifestyles, makes it possible to predict their dynamics and assess the effectiveness and quality of educational services and implementation programs for the preservation of public health. The activities of higher educational institutions in the Republic of Kazakhstan are considered from the point of view of health as the main value. A healthy student community and its well-being are based on the consolidation of efforts and available methods of preserving and developing the health of future professionals.

Introduction. The important factors affecting health and performance of young people are the conditions of education, in particular, a comfortable microclimate in the classrooms of higher educational institutions. Materials and methods. In view of the urgency of this problem, an analysis was made of the microclimate parameters of educational organizations of different profiles (Ufa city, the Republic of Bashkortostan). 294 classrooms were studied in 22 buildings of 4 leading universities in Ufa. A total of 3,822 measurements were taken to determine the parameters of the microclimate. The analysis of ionizing radiation in the aerial environment of classrooms. There was performed determination of radon and its affiliated products content. In order to assess the conditions and lifestyle of students of 4 higher educational institutions of the city of Ufa, we conducted an anonymous survey of 1,820 students of I and IV years of education. Results. The average temperature in the classrooms of all universities studied was 23.9±0.09 C. The average relative humidity in all classrooms was 34.2 ± 0.42%. Analysis of ionizing radiation (radon and its daughter products decay) in the aerial environment of the classrooms and sports halls located in the basement determined that the average annual equivalent equilibrium volumetric activity of the radon daughter products (EROA ± Δ222Rn) ranged from 28 ± 14 to 69 ± 34.5 meter, which meets the requirements established by SanPiN. Conclusion. The hygienic assessment of the microclimate parameters of educational institutions of various profile revealed a number of deviations from the regulated norms. The results indicate the need to control the parameters of the microclimate, both from the administration of universities, and from the professors. According to the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

The article deals with the development of science in higher educational institutions of Bashkiria in the 1960- 1980s, also the problem of the growth of the number of scientific and scientific-pedagogical personnel. The paper shows the dynamics of creating of research sections (departments), research industrial branch and problem laboratories, research production units in the universities of the republic. Thus, the first research laboratory in the higher educational institutions of the republic appeared in 1960, and the first research sections (departments) in 1963. The paper shows that in institutional terms, research activities were particularly intensively developed in the Ufa Oil and Aviation Institutes, the Bashkir State University. For some time, from 1963 to 1967, the former research institutes of the Bashkir branch of the USSR Academy of Sciences were part of the BSU; namely the Institute of Organic Chemistry and the Institute of Biology. However, the most rapid emergence of research laboratories in most universities of the republic dates back only to the 1980s, when they were established in the Bashkir State University, Medical and Agricultural Institutes. The article describes peculiarities of the formation of scientific trends and schools in various higher education institutions of the region. Thus, in the Bashkir Agricultural Institute, scientific research was closely related to agricultural production, in the Medical Institute - with medical and preventive practice in the republic. The Ufa Aviation and Petroleum Institutes, partly the University, served the production interests of large industrial enterprises. The article reveals that during the period under review, there occurred a certain integration of college science with academic and branch science, production, also increase the volume of contractual self accounting work took place The problem publication the results of scientific research remained acute during the study period. The issue of the implementing of the results of scientific activity in to production is touched upon. A number of difficulties in the development of science in higher educational institutions of the republic are identified in the article: the weakness of the experimental and production base, its inefficient use, the increase in the time of implementation of developments in to production, the low level of cooperation and coordination of scientific activities.

One of the significant factors affecting the condition of the students’ visual apparatus is an illumination level in the premises of educational organizations. Electromagnetic radiation arising from computers also has an essential influence on a state of health. Taking into account the urgency of this problem, an analysis of illumination indices and EM radiation was made in audiences of higher educational institutions of various profiles (Ufa, the Republic of Bashkortostan). The total number of illumination measurements was 3528. The measurement methods met the requirements of the interstate standard. According to the results of the illumination indices estimation in the studied universities, a significant deviation from the regulated norms was revealed: in 71.5% of the measurements the index was below the norm. It should be noted that indices differed significantly depending on the type of educational organization. The best situation is in the “Financial University under the Government of the Russian Federation,” where only 13.3% of the measurements are inconsistent with the normative indices. Pulsation coefficient also was determined. It turned out that 88.8% of the measurements do not correspond to the norm. The analysis of illumination measurements in computer classes was carried out. Only one-fifth of them in the computer table working area in the of the document placement corresponded to SanPin. An anonymous questionnaire was also organized for students from four leading universities in Ufa, the Republic of Bashkortostan. According to respondents’ answers, out of seven students, one was revealed to be suffering from myopia. On the basis of “Center for Hygiene and Epidemiology in the Republic of Bashkortostan”, a study of non-ionizing radiation from video terminals located in computer classes was made. 1145 measurements were made in 20 buildings of four universities studied. It was found out that the intensity of the electrostatic field did not meet the requirements of SanPiN in 5.7% of the measurements. Hygienic assessment of the environment of educational organizations of various profiles revealed a number of significant deviations from the regulated norms. The obtained results testify to the need to monitor the illumination and EMR indices both from the administration of higher education institutions and from teachers. Based on the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

The article highlights the possibility and feasibility of the use of cloud technologies by teacher in the educational process of higher educational institutions, modern schools or institutions of additional education. The advantages and disadvantages of using cloud technologies in the learning process are indicated. After all, cloud technologies are one of the perspective directions in the development of modern information technologies. Under cloud technologies are understood distributed data processing technologies, in which computer resources and power are provided to the user as an Internet service. The use of cloud technologies is not only associated with a huge reduction in costs and intensification, but also with significant consumer risks (especially the risks of storage and data transfer). On the other hand, cloud solutions are being improved all the time, and the cloud provider can now reach an acceptable level of security by adhering to a number of conditions. The use of cloud technologies in the educational process will, above all, make it possible to solve the problem of ensuring equal access of students and teachers to high-quality educational resources both at classes and in extra hours. Cloud computing has wide-ranging prospects for applications in education, research and applied research, as well as for distance learning for professionals, postgraduates and students. Cloud technologies are not only the future, it is in many respects also the present. The use of cloud technologies (cloud computing) by higher educational institutions is a promising direction, which allows to increase the efficiency of the educational process, reduce the cost of its implementation. Significantly reduced capital costs associated with the creation and maintenance of educational institutions of their own data centers, provides flexible scalability and high availability of services used in the learning process, which ultimately increases the level of satisfaction of users needs: students, faculty, teaching staff, as more time is spent on solving educational and research tasks.
