The article provides information regarding the problems of cultural development and professional training of prospective officers. The results are presented in two main sections. The first section contains the discussion of the importance of competent approach and cultural competence in the system of cadets’ professional training in the course of their future professional activity. It also contains the analysis of cultural competence of the prospective officers in modern system of higher military education in the conditions of active phase of the Ukrainian Armed Forces reforming. In the research the cultural competence appears as a basic element which determines the system of prospective officer professional competences. The professional activities requires of the military specialist to be effective and creative in different interpersonal relationships according to modern cultural education requirements (building mutual trust relations, effective communication, collaboration with people of different background and successful adaptation to social environment in any circumstances; revealing critical thinking, making a systematic analysis of the problem situations, making decisions quickly in the conditions of vital threat; identifying conflicts and solving them by making unconventional decisions; generating original ideas, expressing creativity) being major addition to professional competences. The second section provides the short analysis of the expected outcomes (that is competences) in cadets’ academic development according to the appropriate level of higher education. The results of the theoretical analysis present the contradictions and drawbacks in cultural education and professional training of the prospective officers, which require special research and development of an acmeological model of the cultural education and professional training of a prospective military specialist for achieving the highest level of development. In the light of acmeological approach the continuous self-development and self-improvement, high achievements motivation and good results and success aspiration in professional activities appear the compliment personality features of an officer.

The specific of the communicative approach is highlighted and its influence on the professional communicative competence of international relations students. The results of the research are described, and it is proved the effectiveness of communicative techniques, improving the level of foreign communicative competence of the students of international relations based on TED talk materials. It is mentioned that the formation of a professional communicative preparation was provided on the different stages of the professional communicative competence approbation of students of international relations. The TED talk video is created from TED presentation (technology, entertainment, design) conferences or important events which took place in the world. TED talks are mostly limited till 18 minutes but there are exceptions. TEDx website's explanation of selection criteria: TED looks for engaging, charismatic speakers whose talks expose new ideas that are supported by concrete evidence and are relevant to a broad, international audience. The first TED conference was in 1984; the conference has been held annually since 1990. Over the years, presenters of TED talks have included Al Gore, Bill Clinton, Bill Gates, Bono, Jane Goodall, Malcolm Gladwell, Gordon Brown, Richard Dawkins Mike Rowe, Larry Page, Sergey Brin and Vint Cerf. So, the intensive communicative approach in teaching English is of great value and has great retrospect into the future, which allows the real and natural communicative process and approaching to the foreign communicative environment on condition of realization the system of communicative preparation by means of audiovisual resources in educational process, creating the authentic atmosphere.

The article discusses the main issues related to the study of important aspects of management of pedagogical staff in vocational and technical institutions in the process of labour activity. The tasks, principles, organizational forms, content, directions and the mechanism of control teaching staff in the new socio-economic conditions of functioning of vocational and technical institutions are lighted on the basis of the detailed analysis of literary sources by the author and the main concepts of the identified problems are analyzed. The necessity of revitalization of the strategy and policy of personnel management of vocational schools is proved, their essence, tasks and principles of the vocational and technical education system are revealed. The tasks of team personnel management which were given to the conditions of such activities are clarified. In the research work the considerable attention to the main roles and respective functions of the head of the educational institution in the management of the teaching staff is paid; the typical features of activities of effective leader and affecting its effectiveness factors are highlighted; compulsory skills and necessary qualities of the modern leader that form the foundation of effective personnel management  are classified. In the conclusions the author summarized the results of a study on this stated issue.

This article shows the structure and content of the methodological support for future social sphere specialists' bilingual training, developed by the Department of Social Technologies of the Zhytomyr Ivan Franko State University. To implement the principle of integrity, designing a system of bilingual professional training for future social sphere specialists, the process of bilingual teaching at the university was divided into stages: covering stage (I-IV semesters of studying), additional stage (V-VIII semesters of studying), parity stage (I-II semesters of master’s degree), evolutionary stage (III semester of master’s degree). Teaching materials have been developed to each of these stages that are generally formed a package of teaching materials for bilingual training of social sphere future specialists, featuring by variety, complexity, meeting the educational program of social sphere specialists training, covering all learning activities of students in bilingual teaching. It was proved that bilingual education is a necessary part of modern teaching system in higher educational institutions, which requires further studying and development from the scientific and methodological points of view. The key to successful implementation of bilingual training in the educational process must be carefully designed methodological support, which is the main component of the whole process of training in modern university. Implementation of bilingual training within university will provide conscious attitude of future social sphere specialist to the profession and expand opportunities for adaptation of future specialist in different social, informational, scientific realities.

In the article the author investigates the problems of forming of communicative competence in secondary schools. The concept of communicative approach is analyzed in the scientific literature, defined the importance of communicative competence of pupils of secondary schools, focuses on issues of competence of language education, including pupils’ poor motivation training . The author analyzes the process of formation of communicative competence in the context of the current Ukrainian language policy, focuses on the communicative approach as one of the priority and emphasizes the importance of the relationship between school language education and real needs of our society. The author notes that modern communicative focus of the educational process in educational institutions will create opportunities to realize value, development and educational aspects of the Ukrainian language as a school subject. In modern teaching methodology the implementation of communicative approach ensures the creation of a special space for child’s training; in which any pupil choose his own way of activity. Linguistic competence is a broad term which includes linguistic or grammatical competence, sociolinguistic or socio-cultural competence. Linguistic and communicative competence must combine to produce, general, overall, language proficiency which can be referred to as integration Although language competence does not determine the success of communication, but creates the conditions for participation in the communication process, which affect both extralinguistic (psychological, social, national, history, age, etc.) and intralinguistic (complexity of the language system) factors.

The issue of making the city of Zhytomyr attractive to visitors from Ukraine and abroad is directly related to the resources available for tourists. Despite the rich cultural heritage, having no tourist information office, the city cannot provide its visitors with information materials, tourist information and other resources required to promote the city. Therefore, there is a current need to teach and prepare future managers in the sphere of tourism who are capable of developing the materials for tourists and presenting them in the way to draw visitors to Zhytomyr and the region. The article is aimed at defining the scope of knowledge and skills to be acquired by students specializing in tourism management in order to develop information boards and materials for English-speaking tourists. For that purpose the author develops the project task that takes students through the stages of developing an information board for tourists; compiles the list of most common words and phrases in English to be used in the tourist product developed by the students; and develops the framework of local heritage knowledge to be internalized by students specializing in tourism management. The suggested project stages are as follows: 1) gathering and analyzing information on local heritage and logistics; 2) acquiring language material, analyzing English-speaking resources for tourists to ensure proper linguistic appeal of the final product; 3) developing information materials for tourists (selecting the subject matter, categorizing information, developing the textual matter and design); 4) Preparing and presenting the information board for tourists visiting Zhytomyr.

The purpose of this article is to point out the need to consider a number of criteria and skills required for the formation of speaking competence of students-philologists and pupils of secondary schools. The article emphasizes the need of mastering speech competence. There are shown basic communication skills to be in shape for training students in higher education teaching areas. The author interprets different points of view concerning the problem; considers scientific principles of creating situational tasks and the role of the latter in simulating pupils’ coherent speech; analyses the experience gained in solving the problem and substantiates some ways of its employment at language lessons with good prospects. There is highlighted the importance of systematic work on enriching speech reserve of students, the basic criteria for the formation of high-quality speech utterance are determined (thematic, informative content, linguistic and structural, situational, heuristic, activity oriented, etc.). In terms of mastering specific language activities, particularly at the methodology lessons in Ukrainian language, it is important to pay attention of students and teachers to the list of necessary communicative skills and skills to take into account a number of criteria that will facilitate the ability to correctly build own statement, realize the communication process, achieving this desired communication goals. Prospects for further development of this problem lies in the detailed examination of each of these criteria, expanding their range, identifying and analyzing the factors, activities that contribute to the formation of speaking competence of students-philologists.

The paper highlights the main motivation aspects of military highly specialized language training of future intelligence officers of Ukrainian Armed Forces. The motivation resources for forming the professional foreign language competence of military students of higher military educational establishments are determined. The effective conditions for studying professional terminology as the basis for the skills of a future expert are specified. The necessity of organizing an effective training process of studying professional terms is substantiated with the aim of creating the most effective conditions for learning professional terms for terminology, the latter being the basis of professional communication. The algorithm for introducing highly specialized terminology is outlined in order to better comprehend and reveal the essence of the concept and structure of the terms. The emphasis is laid on the technique of introducing highly specialized terminology. Thus the process of foreign language classes organization makes it possible to master professional texts in the original. The authors maintain that main methods of rendering contemporary English military vocabulary (single- and multi-component terminology, abbreviations and shortenings, set terminological units, neologisms) into Ukrainian are as follows: lexical equivalent translation, transformation translation borrowing (transcription / transliteration), descriptive translation, loan translation and others. The difficulties in rendering military vocabulary of the NATO publications are related to the pragmatic aspects of translation.

The article states that in order to create a competitive educational institution, management needs to use team management technologies. The research considers the issue of creating systematic support for pedagogical teams, namely assessment and analysis of a number of factors influencing the successful work of the pedagogical team and the formation of systematic support for team development using retrospective techniques and team adjustments. According to the results of the research, which is based on the Michigan model of leadership, the existing difficulties in the functioning of college teams were analyzed. The survey identified that at this stage of development, not all members of the college staff teams have a clear understanding of the overall goal (86.9 %) and the impact of teamwork on the overall result (78.2 %). Their unequal contribution to achieving the goal was also noted (73.9 %). The survey indicates that not all teams have a combination of skills at the highest level, and team members who have certain skills are not always interested in helping colleagues (82.6 %). Teams are quite high spirited and motivated even in difficult periods (82.6 %), the teams hold constructive discussions about misunderstandings and problems, regularly find new opportunities to find information and solve complex problems, appreciate the achievements of colleagues (86.9 %). Thus, it turned out that team leaders motivate not all team members to successfully implement projects (78.2 %), but provide management and prompt feedback, consult with team members to remove obstacles and difficulties in the work and ensure team progress (86.9 %). Given the identified weak spots of the pedagogical teams of the college and the factors influencing their work, systematic support, which consists in the formation of psychological security, constant analysis of team development and retrospectives, swell as models of adjustment for team development to improve their efficiency were created.

In globalized and progressive world more stringent requirements to high institutions are set. Future specialist in international relations not only should be familiarized with professional business competences including a certain number of skills, but due to the principles of the State Educational Standarts in Ukraine they should be able to read foreign scientific and technical literature, find out necessary information and apply the results in a proper way in their professional activity in foreign languages as well. The students’ level of mastering the language directly depends on the teaching methods being used. It could be observed during all its history the foreign business language teaching methods changed a lot of times emphasizing reading, translating, audition or combining these processes. Each method possesses its own certain importance and answers the specifically set pedagogical tasks e.g. brainstorming, audio-visual aids, group activities etc. The teaching literature review makes it possible to state that nowadays there is no an ideal, universal method yet that would enable to cover all the aspects in such a short time given to the foreign business language teaching-learning in higher institutions. The known combination of the existing methods and the teacher’s qualification, therefore, enables to make the lectures interesting and more effective. Methods: The given research paper is based on the theoratical material of the appliance of various teaching business foreign language methods for the second bachelor's degree students based on the faculty of international relations, as well as on the basis of the results from questioning the second bachelor's degree students who study foreign languages for special purposes in the field of international relations professions, and also of the results from questioning teachers specializing in teaching foreign languages for special purposes. Results: In the students’ opinion, the most effective methods of teaching foreign languages for special purposes in the field of international relations professions are the following: brainstorming method, in-group committee work and audio-visual aids.
