Pan-Africanism is Africa’s Third Way: The Cultural Relevance of African Political Economy

This chapter explores the relevance and adoption of spirituality in cybercrime; the roles of spiritualists; experiences of self-confessed youths that are involved in ‘yahoo yahoo’ activities and the future intentions of youths to engage in cybercrime. This was with a view to providing a socio-cultural analysis of the influence of spirituality in cybercrime (‘yahoo yahoo’) activities among Nigerian youths. Vignette based focus group discussions were held with male and female youths (18-35 years), in-depth interviews with ‘yahoo yahoo’ youths and some spiritualists. Findings showed that spirituality attracts high cultural relevance in life achievements and the conduct of cybercrimes. Perceptions on youths’ involvement in cybercrime activities attracted mixed reactions. To the ‘Yahoo yahoo’ youths, they are playing a game, to other participants; ‘yahoo yahoo’ was a criminal act. Cybercrime among the youths have received the support of some spiritualists within a political economy that creates an enabling environment for cybercrimes and related activities. A few participants indicated future interests in cybercrime if their economic conditions remain unchanged or worsen. In conclusion, we argued that a holistic approach grounded in the cultural system would be more effective in re-orientating and empowering the youths to positively utilizes their internet skills. Thus, curbing cybercrimes would require a process that would not rely exclusively on legal and policing frameworks.

The ORDO review group was an influential German-speaking liberal school made up of outstanding economists. One of those leaders was Wilhelm Röpke, who did a critical review of the political economy development during the social policy period. Our aim is to show its advisability in order to reconsider the role of the state political economy at «the post-welfarist age». Röpkean thought is based on a humanistic approach to the economy, from which he criticized both paleoliberalism and socialism. Unlike other liberal and libertarian ideologists —Hayek, Mises, Rothbard or Hoppe—, Röpke is not against the public intervention in the economy, providing an alternative to the nineteenth century ideologies: the Third Way. Resumen: La influyente escuela alemana de pensamiento liberal que se forma en torno a la revista ORDO cuenta con excepcionales economistas. Su pensamiento resulta muy oportuno para reconsiderar el papel de los poderes públicos en la economía de la época postwelfarista. La reflexión röpkeana parte de una perspectiva humanista de la economía, crítica tanto con el paleoliberalismo como con el socialismo. The immediate effects of the Euro crisis have been tamed but the crisis has soured the relations between Southern and Northern Member states for many years to come. Comparative political economy explains the frictions between North and South as a result of different institutional configurations of national economies (Varieties of Capitalism), different interests of capital and labor coalitions (growth model perspective) or ideational traditions (ordoliberal vs dirigisme). We argue that the exclusive focus of these approaches on either, rational institutionalism, interest coalitions or economic ideas obscures that these three factors come together in a long-term evolutionary trajectory that has formed national economic cultures within the Eurozone since the 1950s. We examplify our cultural political economy approach showing empircally how the German and Italian political economies developed in different ways since the end of WWII. In the second part of our contribution we develop a conflicts law perspective offering it as a third way that can mediate between the two extreme positions of Wolfgang Streeck (back to the nation state) and Juergen Habermas (federation) in the debate on the future of the European Union. We show how the culturally grounded diversities of European capitalisms can be accommodated through a conflicts law.
