This article explores vertical and horizontal dimensions of the work of public, private and civic leaders involved in economic development in England, in particular, those working in the complex terrain of Local Enterprise Partnerships, a key partnership tool in the UK central government’s localism agenda for driving growth. It offers insights into innovative ways in which state, non-state and citizen agents navigate a complex set of vertical, legal authority structures within fragmented, horizontal and largely informal new ‘spaces’ of interactions/interrelationships to collaboratively co-produce strategies and plans for transforming local areas. To advance our knowledge of collaborative leadership requires new methodological approaches to investigating multi-accountabilities and how co-production works within ‘loosely coupled’ networks. It is imperative to appreciate the problems associated with leadership working across sectoral boundaries within complex networks of vertical, legal structures and horizontal, informal action spaces. In such networks, leaders, as institutional representatives, work collaboratively to achieve objectives not readily attainable by member organisations acting alone. They also need to compromise and negotiate their representative role back to a parent organisation while protecting and promoting the priorities, aims and interests of the new entity, in this case, a Local Enterprise Partnership. Theoretically, then, the article is located in recent debates on the theory and practice of New Public Governance, to show the inadequacies of New Public Management models for capturing the complexities between formal authority structures and fragmented informal sets of relationships. It also draws on accountability models, notably, from the Utrecht School, to identify social relations between collaborative leaders on Local Enterprise Partnerships, and to show how they assert agency and individual actions within the boundaries of participating institutions. Points for practitioners The findings should benefit professionals, public managers and policymakers in understanding formal and informal linkages on partnerships for economic development. The article should facilitate an appreciation of the importance of greater accountability for actions in cross-boundary working. Moreover, in exploring vertical and horizontal dimensions of public, private and civic leadership in the complex terrain of Local Enterprise Partnerships, the findings show their feasibility as key vehicles to develop collaborative, co-produced strategies in transforming sub-national localities.

The book includes interdisciplinary, comprehensive reviews on central aspects of the current digital age. Aside from a look into the methodology of the ESRC project, the book contains chapters discussing individual and relational domains to more organizational, community, and citizenship domains, and then to more societal and governance domains. The chapters within each section provide a solid foundation for understanding the current state of research and theory in each of these areas, and for grounding future research, theory, and practice. They also bring to bear literature from a wide variety of disciplines, necessary for understanding the interrelationships between digital technology and society.

Purpose – Entrepreneurship is increasingly recognised as a crucial element in fostering economic development and growth, especially at the regional level. The purpose of this paper is to examine the evolution of regional enterprise policies and associated governance mechanisms in the UK to address the following questions: How are evolving systems of regional governance in the UK impacting on the capability of regional policy to foster entrepreneurship? To what extent does enterprise policy form a key part of the overall economic development strategy of regions? and are different forms of regional enterprise policy and priorities emerging? Design/methodology/approach – The study draws on a series of key interviews with policy makers across the regions of Wales, Scotland and England (using the case study of the Yorkshire and the Humber region). The approach adopted in this study facilitates an exploration of the perspectives of those responsible for the formulation and delivery of such support. The paper seeks to ascertain and analyse policy maker opinion on the nature of previous policy, as well as future requirements if policies are to become more effective. It focuses on the period from 1997, with the election of the Labour Government, and the period from 2010 to 2015 represented by the Conservative-Liberal Democratic Coalition Government. Findings – The paper finds that regional entrepreneurship differentials emerge due to the spatial and place-based nature of three underlying factors: first, the nature of markets; second, the nature of innovation systems; and third, the nature of place-based cultures, communities and the institutions they establish. In the regions studied, failings and limitations in these factors suggest two potential requirements: first, the introduction of public policy in the form of a range of interventions and support mechanisms, second, the introduction of a system of policy governance to establish appropriate interventions and support mechanisms. In the case study regions, clear attempts have been made to address each of the three limiting factors through a range of policy and governance systems, but due to a complex range of issues these have often achieved limited success. Originality/value – From an intellectual perspective, the paper positively points toward the establishment of governance and policy frameworks that have been both led and informed by the theory underpinning an explanation of regional differentials in entrepreneurial capacity and capability. However, from a more applied perspective it questions the effectiveness and strategic implementation of the policy frameworks and the sustainability of the associated governance mechanisms.

Two workshops were part of the final steps in the Economic and Social Research Council (ESRC) commissioned Ways of Being in a Digital Age project that is the basis for this Handbook. The ESRC project team coordinated one with the UK Defence Science and Technology Laboratory (ESRC-DSTL) Workshop, “The automation of future roles”; and one with the US National Science Foundation (ESRC-NSF) Workshop, “Changing work, changing lives in the new technological world.” Both workshops sought to explore the key future social science research questions arising for ever greater levels of automation, use of artificial intelligence, and the augmentation of human activity. Participants represented a wide range of disciplinary, professional, government, and nonprofit expertise. This chapter summarizes the separate and then integrated results. First, it summarizes the central social and economic context, the method and project context, and some basic definitional issues. It then identifies 11 priority areas needing further research work that emerged from the intense interactions, discussions, debates, clustering analyses, and integration activities during and after the two workshops. Throughout, it summarizes how subcategories of issues within each cluster relate to central issues (e.g., from users to global to methods) and levels of impacts (from wider social to community and organizational to individual experiences and understandings). Subsections briefly describe each of these 11 areas and their cross-cutting issues and levels. Finally, it provides a detailed Appendix of all the areas, subareas, and their specific questions.

As woodworking and construction technologies improve, the construction of multi-storey timber buildings is gaining popularity worldwide. There is a need to look at the design of existing buildings and assess their sustainability. The aim of the present study is to assess the sustainability of modern high-rise timber buildings using multi-criteria assessment methods. The paper presents a hierarchical system of sustainability indicators and an assessment framework, developed by the authors. Based on this framework, the tallest timber buildings in different countries, i.e., Mjøstårnet in Norway, Brock Commons in Canada, Treet in Norway, Forte in Australia, Strandparken in Sweden and Stadthaus in UK, were compared across the three dimensions of sustainability (environmental, economic/technological, and social). Research has revealed that none of the buildings is leading in all dimensions of sustainability. However, each building is unique and has its own strengths. Overall multi-criteria assessment of the buildings revealed that the Brock Commons building in Canada has received the highest rank in all dimensions of sustainability. The paper contributes to the theory and practice of sustainability assessment and extends the knowledge about high-rise timber buildings. The proposed sustainability assessment framework can be used by both academics and practitioners for assessment of high-rise timber buildings.

This research extends bribery research toward entrepreneurial theory and practice by examining how bribery impacts new venture disbanding in China. Existing research suggests that bribery may enhance firms’ competitive advantage; however, building off of resource-based view and taking into consideration the institutional context in China, the current study proposes that firm bribery activity hurts new ventures by increasing the hazard of venture disbanding. Further, guided by resource dependence theory, this study examines how local economic development and organizing activity moderate the relation between bribery and disbanding. In particular, it is proposed that when local economic development is suffering, or when firms are not engaging in appropriate organizing activities, bribery will lead to higher chance of new venture disbanding. Data from Chinese entrepreneurs support these hypotheses.
