THE NEW ZEALAND PETROLEUM INDUSTRY'S EXPERIENCE UNDER THE RESOURCE MANAGEMENT ACT

There has been recent interest shown by Australian State and Federal Ministers in New Zealand's Resource Management Act. 'What does this Act require of industry? where did it come from? what does it do and how much support does it have?', are the main questions asked by these Ministers. It appears that some Ministers in Australia may want to copy parts of the Act. The main thrusts of the legislation, its disadvantages and suggestions for improvements are discussed.The main points are summarised:Prior to 1991 the management and planning of resources and the environment within New Zealand was controlled by a myriad of Acts. In 1991 the Government repealed 54 pieces of legislation and replaced these with the Resource Management Act (RMA) and the Crown Minerals Act (CMA). These two pieces of legislation have had an enormous impact on petroleum exploration.Prior to 1991 the Town and Country Planning Act was the main Act responsible for providing guidance for planning processes with a focus of managing activities, whereas the focus of the RMA is the sustainable management of the effects of activities on natural and physical resources (land, water and air). The RMA provides that the harvesting of minerals is exempt from the sustainability requirement, but that the effects of exploration and mining activities on the environment are not.Industry is supportive of the approach that effects are to be managed, not the activities themselves, as it places all activities on a level playing field.There are some disadvantages of the RMA. If parts of the Act are to be copied by other countries, then it would be wise to avoid these.

The purpose of this research is to see the open selection mechanism in the government of Bantul district. Because the success of bureaucratic reform is a part of human resources within the government bureaucracy. Therefore it is necessary to have human resource management to realize a state of civil apparatus with integrity, professionalism and competence. In this study, researchers used qualitative approach methods. Where in the technique is done in-depth interviews to get information and gather other supporting documents on this research. Human resource management could be done by structuring employees through an open selection mechanism. The Government of Bantul District has conducted an open selection in structuring employees who are in their government. Because the open selection is considered a solution in the screening of the state civil apparatus. Moreover, the Bantul Government in the open selection process uses several stages including administration selection, competency tests, interviews, and paper presentations. With the existence of several stages carried out in the open selection process by the Bantul Government, it is expected to capture and create a state civil apparatus who are professional and competent in running of bureaucracy in the government. So the existence of the state civil apparatus competent then will be influenced in its performance.

This paper describes an international biosolids management initiative, known as the Australian and New Zealand Biosolids Partnership (ANZBP). The ANZBP - known formerly as the Australasian Biosolids Partnership – comprises 33 members dedicated to promoting the sustainable management of biosolids across the two nations. Two critical research projects are described, each of which contributes to the ANZBP goal of promoting the sustainable management of biosolids. The first is a review of community attitudes to biosolids management, the outcomes of which will be used to refine communication tools and methods of community consultation and which will provide input to policy development over time. The second is a review of regulations in place in Australia and New Zealand carried out to identify inconsistencies and improvements that could be made. An outcome of this initiative is potentially the development of a best practice manual. The relationship of the two projects to a sustainability framework adopted by the ANZBP is also described, as is the relationship of the two projects to each other.

Previous planning for rural revival in towns has emphasized construction and government-led policies. However, we argue that the dilemmas of peri-metropolitan rural areas, such as Desakota in China, are far more complex faced with rural super village and hollowed village transformations. Rural revival planning needs to coordinate with the development of urbanized and rural areas towards multifunctional goals and plans as a whole. Therefore, we selected the town master plan of Lijia, a typical peri-metropolitan village in China, as a case study. Through a historical–interpretative approach involving analysis of planning policies, questionnaires, and in-depth interviews with the key stakeholders involved, we structured the process and mechanism of rural revival in Lijia into three phases: resource identification, capitalization, and financialization. In different phases, different stakeholders adopt different roles. The government takes a leading role in resource identification and capitalization, while firms take a leading role in the process of financialization. “Market-dominant and government-guided” planning stimulates villagers to participate in rural revival. We highlight the importance of multifunctional land-use in terms of rural revival in the master planning of peri-metropolitan villages and provide a practical reference for uniting multiple stakeholders, including governments, firms, and villagers.

Every year, hundreds of U.S. citizens patrol the Mexican border dressed in camouflage and armed with pistols and assault rifles. Unsanctioned by the government, these militias aim to stop the movement of narcotics into the United States. Recent interest in the anthropology of ethics has focused on how individuals cultivate themselves toward a notion of the ethical. In contrast, within the militias, ethical self-cultivation was absent. I argue the volunteers derived the power to be ethical from the control of the dominant moral assemblage and the construction of an immoral “Other” which provided them the power to define a moral landscape that limited the potential for ethical conflicts. In the article, I discuss two instances Border Watch and its volunteers dismissed disruptions to their moral certainty and confirmed to themselves that their actions were not only the “right” thing to do, but the only ethical response available.
