One of the main motivations for establishing Pacific Conservation Biology was to provide a forum where ecologists in government agencies could express their views about environmental issues, including shortcomings of current conservation policies and practices. In this context, it was interesting to read recent coverage of statements by a regular visitor to Australia, Professor Paul Ehrlich, about suppression of ecologists employed by government conservation agencies (e.g., New Scientist, 18 November, 1995, pp. 4?5) . Needless to say, this interpretation was vigorously disputed by representatives from Federal and State agencies.

Paul Ehrlich has a clear message for the economics profession: humanity faces a number of serious environmental problems and economists have a central role to play if we are to successfully address them. The article lays out an important research agenda for economists, which includes climate change, loss of biodiversity, release of toxic substances, epidemiological concerns, population, and over-consumption. Even if one disagrees with some of the particulars, and my guess is that many economists who read the article will, the big ideas contained in this article and the main messages are worthy of close attention. Rather than being on the periphery of the economics profession, those of us in economics who focus on environmental issues, whether called ecological economists, environmental economists or resource economists, should be at the heart of an economics profession focused on the most important and relevant issues facing society.

In From the Inside Out: The Fight for Environmental Justice within Government Agencies (MIT Press, 2019), Jill Harrison offers a nuanced study of why U.S. state agencies fail at implementing robust environmental justice (EJ) policies. Through a rigorous interview and ethnographic based methodology Harrison details the discourses, ideologies, and everyday practices and through which government agency staff, daily, undermine and even outright reject EJ policies and programs. The book is a richly empirical study that makes valuable contributions to academic and activist understandings of the government's failure to respond meaningfully to environmental injustices, and offers specific recommendations for how to reform government agencies. It is a timely monograph as EJ advocates seek to reimagine government agencies in the wake of the Trump administration, and in the context of an expanded public consciousness of racism following the killing of George Floyd and subsequent uprisings during the summer of 2020.

Academics, corporations, and government agencies have begun to take greater interest in conducting Indigenous Knowledge (lK) research in response to environmental issues and failures of "development projects." Indigenous scholars and communities, however, are concerned about how these research projects may affect their communities and goals towards autonomy. In order to protect their IK and minimize the possibility for misrepresentation and/or misuse, some communities insist on equal control and participation in the entire research project. This article examines the debates surrounding the definition and use of lK. I then explore a research framework based on "relationships" as one possible model that may address indigenous concerns about control, authorship, ownership, and benefits. I discuss two variations of a relationship model: one based on "reciprocity,'" the other on "covenants." I conclude that a collaborative relationship research model complements indigenous expectations and conceptions of research and begins to address indigenous concerns.

Large amounts of time and money are currently being expended in "restoring" damaged bushland in many parts of Australia, particularly those remnants in or near large centres of population such as Sydney. This paper argues that it is time to critically examine policies and practices of bushland conservation for the range of bushland values they are serving. Since the introduction of minimum intervention "bush regeneration" in Sydney in the 1960s "restoration" has developed to encompass a much broader range of disturbed areas from lightly weed invaded bush to totally cleared sites, and there has been a blurring of distinctions between regeneration and other restoration practices. In particular, both restoration and regeneration now include planting as widely accepted practice. Focusing on New South Wales, particularly the Sydney region, this paper reviews the role of values in current conservation planning and bushland management in New South Wales, the development of "regeneration", and "restoration" and the nature of scientific and educational values of remnant bushland, and examines how the practice of planting in bushland is degrading those values. Alternative methods to achieve natural regeneration, particularly the use of fire, are discussed. The paper concludes with an emphasis on the importance of developing a planning process for bushland conservation and management which establishes significance based on its specific values, and adopts integrated objectives and strategies, policies and practices, to protect that significance and ensure that restoration does not degrade the values for which the bushland is being preserved and restored.

Terrestrial ecosystems in Iceland have undergone tremendous alterations and degradation ever since the Norse first settled there in 870 C.E. Soon after recognizing the value of their land, the Norse tried to restore the damage they had done. Initial environmental protection efforts like these eventually gave way to a deep-rooted Icelandic environmentalism in the early 1900s that was both resolute and idealistic. A widespread ecological movement in the 1970s then later brought forth an ideological shift: calls for Icelandic environmental policy to be more heavily rooted in the sciences. Nevertheless, there are a number of nonscientific factors still contributing to the development of current land conservation policies and practices in Iceland. This article analyzes two case studies: The first considers the development of the 2004–2008 Nature Conservation Strategy of Iceland, while the second examines reforestation policy regarding nonnative Alaskan Nootka Lupin. Both cases speak to these nonscientific factors and how they are intrinsically embedded in environmental policy development in Iceland. These factors include the issues of conceptual clarity (or lack thereof), aesthetic values, conflicting interests, and personal values. Anthropogenically induced environmental impacts have been continually and increasingly felt all across the globe. This case study is therefore not only timely, but it also exemplifies how environmental policy may be developed in responses to these impacts.

Abstract Religious philanthropy is now in a new age. In 2012, the State Bureau of Religious Affairs and other 5 state agencies published a document to encourage and regulate religious philanthropic activities. It means that the central government’s new religious policy is to cultivate religious philanthropy. However, many religious groups, since their engagement in philanthropy, have encountered a series of problems, such as the immaturity of theory, the inefficiency of resource use and search, the shortage of organizations and staff with experience, and the unclear division between serving and preaching. Even if the religious environment in Taiwan is different from that in Mainland, the success of the waste sorting and recycling program of Tzu Chi, the largest Humanistic Buddhist group in Taiwan, still brings some valuable experience to religious groups doing philanthropy in Mainland. First, Tzu Chi’s leader, Cheng Yen, was good at linking Buddha’s teachings with recognized environmental issues. Her style of speech might be learned by other religious leaders who intend to generate philanthropic discourses. Second, Tzu Chi’s waste sorting and recycling program always made use of contingent opportunities and resources outside it to develop itself. This way of expansion should be noted by religious groups that want to establish philanthropic organizations. Third, the division of labor among Tzu Chi’s leader, volunteers, and professionals and their high level of autonomy could be taken by other religious philanthropic organizations. Finally, Tzu Chi’s religious philanthropic practices prioritize public interests and set an example for the separation between serving and preaching.

In this study, we integrate data from field investigations, spatial analysis, genetic analysis, and Generalized Linear Models (GLMs) to evaluate the effects of habitat fragmentation on the population dynamics, genetic diversity, and range shifts in the endangered Yunnan snub-nosed monkey (Rhinopithecus bieti). The results indicate that from 1994 to 2016, R. bieti population size increased from less than 2,000 to approximately 3,000 individuals. A primary factor promoting population recovery was the establishment of protected nature reserves. We also found that subpopulation growth rates were uneven, with the groups in some areas, and the formation of new groups. Both the fragmentation index, defined as the ratio of the number of forest patches to the total area of forest patches (e.g., increased fragmentation), and increasing human population size had a negative effect on population growth in R. bieti. We recommend that government conservation plans prioritize the protection of particular R. bieti populations, such as the Baimei and Jisichang populations, which have uncommon haplotypes. In addition, effective conservation strategies need to include an expansion of migration corridors to enable individuals from larger populations such as Guyoulong (Guilong) to serve as a source population to increase the genetic diversity of smaller R. bieti subpopulations. We argue that policies designed to protect endangered primates should not focus solely on total population size but also need to determine the amount of genetic diversity present across different subpopulations and use this information as a measure of the effectiveness of current conservation policies and the basis for new conservation policies.
