Abstract This paper deals mainly with some of the difficulties the translator might encounter when translating some culturally bound pieces of information. These would include the translation of some idioms, and some culturally bound concepts. The paper starts with definitions of translation, language and culture followed by an extensive analysis of the examples provided. All the examples are drawn from Arabic and English. The examples include the translation of some idioms which violate truth conditions, which are easily recognizable, and some others which may be translated either literally or idiomatically with obviously different results. Then the analysis moves to the translation of some culturally bound expressions from both Arabic and English. Here, we find examples that cannot be translated into the other language simply for lack of cultural equivalents. The skill and the intervention of the translator are most needed in this respect because above all translation is an act of communication. Résumé Cet article traite principalement de certaines difficultés que le traducteur peut rencontrer quand il traduit des textes d’information qui présentent un aspect culturel. Ces difficultés ont trait à certaines locutions idiomatiques et concepts culturels. L’article commence par définir la traduction, la langue et la culture, puis analyse en détail les exemples fournis. Tous les exemples sont tirés de l’arabe et de l’anglais. Ces exemples comprennent la traduction de certaines locutions idiomatiques qui trahissent les conditions de vérite et sont facilement reconnaissables, et de quelques autres qui peuvent etre traduites soit litteralement, soit de manière idiomatique, mais avec bien sur des résultats différents. Puis l’analyse passe à la traduction de certaines expressions de nature culturelle, en arabe et en anglais. Nous y trouvons des exemples qu’il est impossible de traduire dans l’autre langue, tout simplement parce qu’il leur manque des équivalents culturels. L’habileté et l’intervention du traducteur sont des plus nécéssaires dans ce cas, parce que la traduction est avant tout un acte de communication.

Senegal is a melting pot of several civilizations mainly originated from the West (Europe) and the East (the Arab world). Assuming that language and culture are intrinsically related, the settlement of those people and their status as dominant minority sparked and strengthened the use of their languages in formal domains. In the long ran, as they became domesticated, thus now considered African languages because they have contributed to mold the cultural identity of younger generation, they involve in all linguistic interaction. Arab, in its classical form, remains a symbol of Islam which earns it a certain degree of sacredness. Nevertheless the contact situation with the other languages forced it to crossbreed in special ways like borrowings and interferences. As for the other foreign languages, namely French, English, Spanish, and German at a least extent, they are made to carry the weight of local cultures.

Natural entities—plants and animals, on the one hand, society, language, and culture, on the other—emerge through an assiduous diachronic effort, respond to diachronically developed needs, exist and function diachronically. However, through the instruments at his disposal, man can only perceive and grasp the “fragment”, seizing it for a prolonged instant, which explains his objective tendency to segment the spatiotemporal reality according to his own proportions and abilities. Reality itself, however, cannot be subjected to the unnatural segregation of one of its own products and elements, and cannot be fully comprehended in any other way than how it exists: as a whole. At the end of the synchronic road, what offers comprehension and understanding of the ontologically-becoming whole is the path of the diachronic method.

The present article attempts to present a succinct and circumspect comparison between two different translations for Mourice Blanchot’s book « L’écriture du désastre ».The first translation was performed by Ann Smock in 1995 and was from French into English, while the other translation was skillfully produced by Azzedine Chentouf from French into Arabic in 2018. The contrast in attitudes and translational fertilization has provided us with ample opportunities to study, reflect on, and rethink the nexus of  Blanchot’s philosophy from different linguistic perspectives. However, in our attempt to formulate our judgments on the English and Arabic versions of the book, we can judge by an escapable logic and with analytical evidence that the English translation entitled « The writing of the disaster » has intensified the hold of a literal translation that makes the chances of being close to the original meaning of the source text depressingly small. Chentouf’s translation, on the other hand, remains profoundly meaningful; it is capable of going down into the marrow of  Blanchot’s thought to assert understanding of his intellectual complexities. In brief, despite the triviality of the advanced examples, we are certain that Azzedine Chentouf, through his Arabic translation, knows the hard philosophical portrait of Mourice Blanchot in its inclusiveness. Therefore, it is no surprise that every choice he makes in this translation explains his tremendous efforts as a philosopher first before being ranked as a translator.

This chapter illustrates the backwardness of Yiddish in the easternmost province of the Habsburg Empire. In Galicia, Yiddish language and culture developed quite differently and at a much slower pace than in the other parts of Poland and Russia. At a time when the works of Isaac Leib Peretz, Mendele Mokher Seforim, and Sholem Aleichem were flourishing elsewhere, Yiddish culture in Galicia was still underdeveloped, emerging only fleetingly at the beginning of the twentieth century, inspired by the political and social movements that encouraged Jewish national self-awareness. No doubt one reason for this long period of dormancy was the particular historical situation that resulted from the policies of the Habsburg regime. Thus, a history of the Yiddish-language movement in Galicia and the Austrian capital, Vienna, must also be an account of its failure. The chapter shows that it was precisely in Galicia that a thriving cultural symbiosis emerged among the coexisting national groups, and this symbiosis had a substantial impact on the Yiddish cultural movement. Yet competition from the Polish and German languages ultimately ousted Yiddish almost completely.

This paper examines the linguistic landscape (shop names) of Chinatown in Bangkok, a prosperous minority language (Chinese) community of diverse commercial establishments. Informed by an ethnographic framework, it explores the preservation of Chinese language and culture under the circumstance of language contact with Thai, the majority language, and globalization influence of English. Unsurprisingly, the inherited Chinese language (dialects as Teochew or Cantonese) was lost in the 2nd or 3rd generation of the Chinese descendants in Chinatown. However, the shop names suggest that in part because of its commodifying value and cultural awareness of the current proprietors, the Chinese shop owners are inclined to preserve the Chinese language and culture of the shops through the use of traditional Chinese characters, colors, layout and other marks of the shops. On the other hand, an analysis of the mutual translations of Chinese and Thai indicates that Chinese has more of a symbolic rather than informative function for Thai monolingual customers. Moreover, the ascendancy of English has contributed to the complexity of the multilingual landscape in Bangkok’s Chinatown.

Latgale is the essentially most different and most peculiar Latvian region from the perspectives of language and culture and their interaction with the cultures of other nations. Hence, this article attempts to reveal how the images of werewolves in Latgalian folklore and the means of their expression used in traditional tales differ from the rest territory of Latvia. The aim of the article is to understand the use of this relatively little studied mythical image and the features of their characters in Latgalian folklore. Previously, the author studied the features of werewolf depictions in Latvian folklore in general, and also compared it to Lithuanian folklore. The main source used in the research are five tales of werewolves, which can be found in an electronic version of Pēteris Šmits’ collected fairy tales and tales on http://valoda.ailab.lv/folklora/pasakas/saturs.htm, recorded in the dialect of the Eastern part of Latvia. Different dictionaries and encyclopedias, for example the „Interpretative Dictionary of the Latvian Language” („Latviešu valodas skaidrojošā vārdnīca”) (http://www.ailab.lv/Vardnica/), the „Dictionary of Latvian Etymology” (“Latviešu etimoloģijas vārdnīca”), the „Encyclopedia of Mythology” (“Mitoloģijas enciklopēdija”), and the „Dictionary of Foreign Words” (“Svešvārdu vārdnīca”) were used to describe the symbolical and etymological meaning of a werewolf image. The main methods used in the paper are semiotic and comparative. The semiotic method is used to explain the symbolical meaning of the werewolf image and the semantics of the word. The comparative method is used to compare the comprehension and interpretation of the werewolf image in the tales written in the Latvian and Latgalian languages, as well as to compare the structure of these tales and the use of artistic means of expression. As the result of the research, it is possible to conclude that the Latgalian tales of werewolves show features that both agree with and differ from tales of other regions. However, the means of expression in the Latgalian tales of werewolves are rather different from texts written in other regions. One of the major differences is the language which the tales are written in, as well as emotionally expressive elements in the colloquial speech of the narrators, such as the lexis of the region, dialectisms, similes, hyperbolization, and russicisms.Just like in the majority of tales from other regions, special introduction and conclusion formulas are used. The introduction formula takes the listeners into the world of fairy tales and magic, and the conclusion fromula brings them back into reality. In addition, the use of particular toponyms to gain the effect of credibility is quite common. The motive of shapeshifting wedding guests in a number of Latgalian tales is more characteristic and more common in Lithuanian folklore, but not in the folklore of other Latvian regions. Only in one of the analyzed tales a person turns into a werewolf of his own free will. What’s more, he is not a Latgalian, which subtextually implies dislike and prejudices against an alien, which is relatively typical of Latgalian folklore in general. Also, a special shapeshifting formula – a curse – is found in one tale only. Few techniques are mentioned for retrieving human form – jumping over another shot werewolf’s skin, eating a piece of bread given by a human, or cross-cutting a wolf’s skin. Among these methods the bread technique is the most common also in the tales from other Latvian regions. Also, it should be noted that the word „werewolf” is mentioned in one tale only and an expressive description of a werewolf’s appearance is missing. This probably means that this character was not very popular in Latgalian folklore, which is also proved by the small quantity of these texts. Only one tale is narrated by a man, whereas male narrators are predominant in the other regions. In addition, in some Latgalian tales there are relatively distinguished features of patriarchy, relationships between the rich and the poor, and a peculiar sense of humor for this region and its means of expression. Having conducted the research of the tales of werewolves it is quite safe to assert that the narrator’s place of residence and the region that he/she comes from has a relatively essential meaning in the choice of folkloristic motives. The social and cultural environment, the language, and mutual relations are those preconditions that form a person’s weltanschauung, perception of life and basic values. With their special mentality, emotionally colorful means of expression and an exciting, different language, the Latgalian tales are for sure distinctive from the other ones and are very important for Baltic folklore in general.

Request for information (RFI) is considered as one of the important administrative tools in construction projects. It can be used as an indicator on how well the coordination between parties, especially between contractors and engineers and/or supervisors, performed in a project. Delays in a construction project could be identified by analyzing the RFI documents, but on the other hand, they could also be caused by poor administrative in handling the RFI documents and by delays in processing RFIs. This paper reviews the performance of four building projects in handling their RFI documents. The four buildings were constructed by a national joint-operation contractor, designed and supervised by an international joint-operation consultant. The RFI responses and wok-in-process were used to measure the project’s performance in handling the RFI documents; from the contractor’s and the engineer’s point of views. The analysis results show that the engineer had been very responsive in processing RFIs, while the contractor had difficulties. In general, the contractor was lack of capable personnel in handling RFIs for all four buildings. Moreover, communication problem was the key of the project’s performance due to different language and culture. The authors believed that the results of the analysis would influence to the overall project performance.

Naïve subjects performed a direct out-of-the-box assembly and installation sequence for two models of hunters' tree stands. Their actions were timed and monitored in detail using an array of video cameras. After extensive analysis of their assembly errors and interactions with the packaged instructions, two alternative instruction sets were written, one with modified language, the other with additional user-friendly graphic material. Two additional groups of naïve subjects who assembled tree stands packed with these alternative instructions took significantly less time and made significantly fewer errors.

In recent years there have appeared a number of books about the Etruscans. These have for the most part been devoted to Etruscan art and culture of the historical period, and touch only lightly on the so-called mystery of Etruscan origins. This mystery is a peculiar thing, for no one regards the origin of other ancient peoples such as the Greeks or the Romans as mysterious. It is simply assumed that they developed where they are found at the beginning of history out of various prehistoric elements that had already arrived.The Etruscan mystery arises in part from the remarkable differences both in language and in civilization between the Etruscans and the other peoples of pre-Roman Italy. The ancients also speculated about it, and the puzzle is in part due to contradictory statements made by them. Herodotus in the 5th century B.C. said that the Etruscans came from Lydia, and Dionysius of Halicarnassus in the 1st century B.C. said that they did not come from anywhere but originated in Italy. The aim of much discussion in recent times has been to determine which was right. I should say at once that it seems to me that there is something in both views. But the statement of Herodotus can hardly be taken literally, since there is insufficient specific connexion between the ancient language and culture of Lydia and anything in Etruria. I shall return to that part of the story later.

Two kinds of meanings are usually associated to the Basque particle bide.1 On the one hand, it has been taken to point to the indirect nature of the speaker’s evidence for the truth of the proposition put forward. According to this view, it would be a sort of inferential particle. On the other hand, bide has been associated to the expression of a certain degree of belief or certainty on the truth of the proposition. This double dimension of bide resembles various aspects of the meaning and use of another Basque particle – omen. The morpho-syntactic behaviour of these two particles is practically identical, and their semantics and pragmatics invite a close comparison. Thus, starting from our conclusions regarding omen, we explore the similarities and differences between both particles. We find two main differences. First, bide encodes a doxastic dimension that is absent from the semantic meaning of omen. And, second, bide can be taken to be an illocutionary force indicator that does not contribute to the proposition expressed, while omen does contribute to the truth-conditions of the utterance.
