Vernacularization, globalization, and language economics in non-English-speaking countries in Africa

Research into language policy in Africa has addressed the impact of colonial language policies on efforts to formulate and implement post-colonial language policies aimed at vernacularization, defined as the use of indigenous African languages in higher domains such as education. What seems to have received very little attention to date, however, is the effect of globalization, through the medium of English, on vernacularization not only in Anglophone but also in non-English-speaking countries in the African continent. Focusing on the latter territories, this paper explores this issue from the perspective of recent theoretical developments in the field of language economics, an area of study whose focus is on the theoretical and empirical ways in which linguistic and economic variables influence one another. It argues that the spread of English to these historically non-English-speaking territories in Africa represents the second challenge to largely symbolic language policies aimed at promoting vernacularization, the first one being other western languages (e.g. French, Portuguese, Spanish). Drawing on language economics, the paper argues that the prospects for the indigenous languages will continue to be bleak, especially in the era of globalization, unless these languages are viewed as a commodity rather than as a token for cultural preservation, and are associated with some of the advantages and material gains that have for decades been the preserve of western languages. Resistance against, and successful case studies of, vernacularization informed by language economics in various parts of the world are presented in support of the proposed argument for the promotion of Africa’s indigenous languages in education.

During the Spanish regimen, Puerto Rican education was limited and restricted to Spanish language as the medium of instruction. It was not until the U.S. colonization of the island that public education was introduced. As a result, English replaced Spanish as medium of instruction in the new educational system. Immediately after, Puerto Rican elitists and politicians ignited a political movement against using English (Algren de Gutierrez, 1987), resulting in a language battle fought through a series of educational language policies. In the end, policymakers enacted a language policy that reinstated Spanish as the official language of Puerto Rico’s education system. Consequently, policymakers also strengthened the use of Spanish instruction in Puerto Rican schools and universities while English was taught as a subject through all grade levels (Canino, 1981). Thus, this policy secured the island’s status as a “monolingual Spanish speaking society”. In addition, the enactment of this language policy also legitimized English as a de jure second official language, with the possibility of recognizing Puerto Rico as a “bilingual speaking society”. This paper discusses the impact of these language policies on the use of Spanish and English in education and presents a case study of Guaynabo City to exemplify the effects of these language policies on a contemporary Puerto Rican society and its acceptance of or resistance to becoming an English-speaking society.

The article considers the impact of the colonial past of some countries in sub-Saharan Africa and its effect on their development during the post-colonial period. The negative consequences of the geopolitical legacy of colonialism are shown on the example of three countries: Nigeria, the Democratic Republic of the Congo and the Republic of Angola, expressed in the emergence of conflicts in these countries based on ethno-cultural, religious and socio-economic contradictions. At the same time, the focus is made on the economic factor and the consequences of the consumer policy of the former metropolises pursuing their mercantile interests were mixed.

Phonological awareness is a skill which is crucial in learning to read. In this paper, we report on the challenges encountered while developing a digital application (app) for teaching phonological awareness and early literacy skills in Dhuwaya. Dhuwaya is a Yolŋu language variety spoken in Yirrkala and surrounding areas in East Arnhem Land. Dhuwaya is the first language of the children who attend a bilingual school in which Dhuwaya and English are the languages of instruction. Dhuwaya and English have different phonemic inventories and different alphabets. The Dhuwaya alphabet is based on Roman alphabet symbols and has 31 graphemes (compared to 26 in English). The app was designed to teach children how to segment and blend syllables and phonemes and to identify common words as well as suffixes used in the language. However, the development was not straightforward, and the impact of the linguistic, cultural and educational challenges could not have been predicted. Amongst these was the inherent variation in the language, including glottal stops, the pronunciation of stops, the focus on syllables as a decoding strategy for literacy development and challenges of finding one-syllable words such as those initially used with English-speaking children. Another challenge was identifying culturally appropriate images which the children could relate to and which were not copyrighted. In this paper, we discuss these plus a range of other issues that emerged, identifying how these problems were addressed and resolved by the interdisciplinary and intercultural team.

AbstractStructural problems of communities affected by the “Slovak Reformation,” issues with accepting the situation or simply the relationships among various cultural phenomena, like literacy or language policies, are key aspects in studying the impact of the Reformation in Hungary, especially with respect to Slovaks. Information gathered from the Reformation had a direct and long-lasting impact on the formation of vernacular language, as well as on the search for and the construction of an ethnic identity. Searching for evidence left by the Slovak presence in the Reformation movement thus presents challenging though notable problems for Slovak historiography. The confessional division and its political as well as cultural implications have evoked long-lasting discussions among historians as well as politicians. This study focuses on the most relevant issues within these processes.

The West, chiefly Europe, left political footmarks in Africa from the Colonial Era, along with varying economic footprints and surviving engagements in the immediate Post-colonial Era. However, the relationships between Africa and her former colonial masters have hardly yielded much to the former following the wave of independence, leading to the perception of failed relationships. This perception of failure to deliver on their undertakings has left Africa with only one option—China. The latter has been addressing some of Africa’s urgent infrastructure needs in return for natural resources and agricultural products. These engagements on the surface appear to be good business, but on further examination seem questionable notably as it relates to debt distress on vulnerable economies. To increase her footprint within the continent, China extended her Belt and Road Initiative (BRI) to most African nations who have signed a memorandum of understanding for future development projects. Though the commitments usually are unspecified, China’s investments have seen rapid growth since the early 2000s, largely owing to the implementation of the BRI. The memoranda have had the potential to strengthen ties with partner nations. The expansion to include Africa in its economic participation in the BRI has left the West questioning China’s motives while reinforcing suspicions about possible future US-China conflict. The impact of BRI on the African continent is quite visible in all the subregions, especially in their improved gross domestic products. A burning question has been whether these partnerships represent win-win relationships for sustainable growth or debt-growth dynamics.

ABSTRACT Purpose: There has been growing research on the effects of language on voice characteristics; however, few studies have examined the impact of language on vocal features within bilinguals. This study aimed to compare vocal parameters among bilingual Hebrew/English speaking individuals when speaking in Hebrew versus English. Methods: Forty bilingual participants (17 males and 23 females) between the ages of 23-60 years were asked to spontaneously speak about a neutral topic. Voice samples were digitalized into a tablet for perceptual and acoustic analyses of selected parameters. Results: Results show that there are changes in resonance, glottal attack, fundamental frequency variation and speech rate when adult bilingual speakers talk in Hebrew as compared to English. Conclusion: These findings provide evidence that language plays a role in affecting vocal characteristics of bilingual individuals when they speak different languages.

<p class="Default">“Refugee war trauma” is a poor adjunct to post-traumatic stress, lacking context for a civilian survivor of war. The “therapeutic mission”, or consolidating a therapeutic agenda with political reconstitution, has its tensions: Such founders embody politics of “emotionology” (Humphrey, 2005, p. 205) bound largely to pharmaceuticals, from a land of “freedom” (where emphasis is on market) and “democracy” (where emphasis is on autonomy of choice, not accountability). Additionally, how people “cope” or “solve problems” is not universal: Therapy speaks of self-empowerment, self-actualisation, and self-control; reconciliation speaks of collective citizenship, national participation, and group reform. Instituting participation in rituals that ‘help” according to predefined norms of an American prescription to suffering speaks more to the globalisation of the American psyche (Watters, 2010; Venne, 1997) than of humanitarian relief. This paper looks at the absence of cultural and socio-political specificities within the dominant discourse on “war trauma”, that are however of ultimate relevance for people affected by war. Using a case example from my own practice with a Rwandan woman living now in Canada, I question the “helpfulness” of post-traumatic stress treatment with this instance of refugee war trauma, and the impact of power systems in mental health care. How can the therapeutic encounter, given its genesis in Eurocentric, patriarchal, enlightenment thought, pause to better consider its potential for injury, especially within contexts of post-colonial genocide? How to avoid a new “mission to civilise”? What tensions to note as the advent of “trauma counselling” seeks more global application and transnational legitimacy?</p>

Abstract The Nile, one of the longest rivers in the world, has not been subjected to a uniform legal regime yet, despite the pressing needs. The hitherto proposals presented by the riparian states of the lower and upper reaches have not been unanimously accepted. Egypt and Sudan face particular difficult situation since the Nile river is their main source of water supply. It is argued that the lack of necessary coordination among all the States in the basin may in the future lead to significant damage and consequences both in terms of access to water and its quality. This short study critically examines past and present initiatives undertaken to solve one of the most controversial aspects of international law in Africa.
