Training citizen translators

Abstract Translators and interpreters have been shown to play an important role in supporting the activities of NGOs involved in crisis communication scenarios. However, there is little evidence of whether standardized training materials or technological assistance are required by or would be beneficial to quickly recruited ‘citizen translators’ working in these environments. This article will present a study of the design, delivery, and preliminary evaluation of a set of training materials developed for use in a citizen translation project run by New Zealand Red Cross (NZRC) with the support of the EU H2020-funded International Network on Crisis Translation (INTERACT). The article describes the training materials and discusses the epistemological and didactic issues that were faced in their design and delivery. Findings from the article will be of interest to those seeking to understand citizen translation and issues involved in working with an NGO on translator training.

Brexit is likely to lead to the largest shift in Britain’s economic orientation in living memory. Some have argued that leaving the EU will enable Britain to revive markets in Commonwealth countries with which it has long-standing historical ties. Their opponents argue that such claims are based on forms of imperial nostalgia which ignore the often uncomfortable historical trade relations between Britain and these countries, as well as the UK’s historical role as a global, rather than chiefly imperial, economy. This book explores how efforts to promote a ‘British World’ system, centred on promoting trade between Britain and the Dominions, grew and declined in influence between the 1880s and 1970s. At the beginning of the twentieth century many people from London, to Sydney, Auckland, and Toronto considered themselves to belong to culturally British nations. British politicians and business leaders invested significant resources in promoting trade with Australia, Canada, New Zealand, and South Africa out of a perception that these were great markets of the future. However, ideas about promoting trade between ‘British’ peoples were racially exclusive. From the 1920s onwards colonized and decolonizing populations questioned and challenged the bases of British World networks, making use of alternative forms of international collaboration promoted firstly by the League of Nations and then by the United Nations. Schemes for imperial collaboration amongst ethnically ‘British’ peoples were hollowed out by the actions of a variety of political and business leaders across Asia and Africa who reshaped the functions and identity of the Commonwealth.

Abstract On 5 October 2020, as part of the Capital Markets Union (CMU) project, the European Parliament adopted, in second reading, Regulation (EU) 2020/1503 on European crowdfunding service providers for business (‘ECSP Regulation’). This Regulation, which shall apply as of 10 November 2021, consists of rules which aim at improving access to crowdfunding for EU businesses in need of capital, particularly start-ups, while, at the same time, providing a high level of protection to investors. To attain that it builds on three sets of measures: clear rules on information disclosures for project owners and crowdfunding platforms; rules on platform governance and risk management; and a coherent approach to supervision and enforcement. The focus of this article is on the disclosure-related set of provisions. Its aim is to demonstrate how the new rules embrace a more behavioural approach to primary market disclosure which, in contrast to the paradigm of full disclosure, focuses on the content, quality and framing of disclosure as an alternative means of enabling informed and, thus, allocatively efficient investment decisions. In a second step, it seeks to provide a preliminary evaluation of these measures both from a practical and a normative perspective.

In Resolution XVI (The role of the Central Tracing Agency and National Societies in tracing activities and the reuniting of families), the Twenty-fifth International Conference of the Red Cross (Geneva, October 1986)… “recalling the role which the Central Tracing Agency (CTA) of the ICRC plays as a co-ordinator and technical adviser to National Societies and governments, as defined in the report presented by the ICRC and the League and adopted by the Twenty-fourth International Conference of the Red Cross,”… and “recognizing that, in order to take effective action, the Movement must be able to rely on a sound network composed of all the National Societies' tracing services and the CTA, in liaison, when necessary, with the League Secretariat,”… encouraged the CTA “to continue its efforts to co-ordinate activities, to harmonize operating principles and working methods, and to train responsible tracing personnel,” and requested “all National Societies to carry out to the best of their capacity the role which they are called upon to play as components of the international network for tracing and reuniting families”.

Chapter 11 discusses the EU legacy of taxing public bodies, illustrated by the African experience. The EU’s out-of-scope approach is bedevilled by distortions arising from the self-supply bias, the investment disincentive, and, somewhat more remotely, unfair competition vis-à-vis the private sector. Outside Africa, countries with VAT have addressed these issues differently. Various EU countries and Canada, for example, have designed input tax refund mechanisms to eliminate the self-supply bias and the investment disincentive. Still other countries, such as New Zealand, tax governments and activities in the public interest in full and have thus come to terms with the unfair competition issue, too. A concluding section summarizes the characteristics and effects of the various approaches and attempts to formulate a recommendation for African countries.

There were six of them. Six individuals who with their skills, their hands and their hearts brought shelter, care, comfort and a smile to the wounded of the conflict in Chechnya. They came from Norway, Spain, Canada, the Netherlands and New Zealand, all under the banner of the Red Cross. They worked in the ICRC hospital at Novye Atagi. And they are no longer with us. A seventh lies wounded by the bullet which was intended to kill him. The grief of those who witnessed that carnage is felt by us all.

Using data from a large-scale survey of employees in Ireland, we estimate the extent to which people who have emigrated from Ireland and returned earn more relative to comparable people who have never lived abroad. In so doing, we test the hypothesis that migration can be part of a process of human capital formation. We find through OLS estimation that returners earn 7 per cent more than comparable stayers. We test for the presence of self-selection bias in this estimate but the tests suggest that the premium is related to returner status. The premium holds for both genders, is higher for people with postgraduate degrees and for people who migrated beyond the EU to the US, Canada, Australia and New Zealand. The results show how emigration can be positive for a source country when viewed in a longer-term context.

Significance The stability of the Five Eyes intelligence sharing partnership between Australia, Canada, New Zealand, the United Kingdom and the United States is under stress over Chinese participation in the members’ 5G telecommunications networks. Impacts Possible US concessions on the supply chains of Chinese firms would ease strain within the Five Eyes alliance. European corporates will redouble efforts to burnish their security credentials to capture 5G market share. London’s eventual decision on Huawei will influence the EU and Asian democracies.
