What Makes Government Workers Tick? Reinforcing Motivation through Workplace Trust to Attenuate Effects of Perceived Politics on Outcomes

In research on trust in the organizational context, there is some agreement evolving that trust should be measured with respect to various foci. The Workplace Trust Survey (WTS) by Ferres (2002) provides reliable assessment of coworker, supervisor, and organizational trust. By means of a functionally equivalent translation, we developed a German version of the questionnaire (G-WTS) comprising 21 items. A total of 427 employees were surveyed with the G-WTS and questionnaires concerning several work-related attitudes and behaviors and 92 of these completed the survey twice. The hypothesized three-dimensional conceptualization of organizational trust was confirmed by confirmatory factor analysis. The G-WTS showed good internal consistency and retest reliability values. Concerning convergent validity, all of the three G-WTS dimensions positively predicted job satisfaction. In terms of discriminant validity, Coworker Trust enhanced group cohesion; Supervisor Trust fostered innovative behavior, while Organizational Trust was associated with affective commitment. Theoretical and practical contributions as well as opportunities for future research with the G-WTS are discussed.

Volunteers are considered a core component of special events and they have proved to be an asset to the execution of special events. Although motivations of volunteers have received a great deal of attention from many organizations and individuals in the private sector, little research has been done on motivations of volunteers in the public sector, or within the federal government. Therefore, this article identified motivational factors that prompt federal government workers to volunteer at a government-related special event. A survey was used to gather data from a volunteer sample of 263 individuals who had volunteered for public sector special events in recent years. Exploratory factor analysis and t test were employed to establish motivations that stimulate public sector employees to volunteer for special events and further determine the differences in motivation between females and males. The results showed that government workers mostly volunteer for purposive motive and external motive. In addition, gender played significant roles on egotistic and purposive motives. Thus, this research provides a unique theoretical contribution to research in event management by advancing our understanding of the process by which factors associated with motivation can lead to federal government workers volunteering at a government-related special event; subsequently, impacting how event planners and organizers of public sector special events market to and recruit volunteers.

The world is at a pivotal crossroad in energy choices. There is a strong sense that our use of energy must be more sustainable. Moreover, many also broadly agree that a way must be found to rely increasingly on lower carbon energy sources. However, no single or clear solution exists on the means to carry out such a shift at either a national or international level. Low Carbon Energy Transitions: Turning Points in National Policy and Innovation takes an in-depth look at four energy transitions that have occurred since the global oil crisis of 1973: Brazilian biofuels, Danish wind power, French nuclear power, and Icelandic geothermal energy. With these cases, Dr. Araújo argues that significant nationwide shifts to low-carbon energy can occur in under fifteen years, and that technological complexity is not necessarily a major impediment to such shifts. Dr. Araújo draws on more than five years of research, and interviews with over 120 different scientists, government workers, academics, and members of civil society in completing this study. Many countries place restrictions on the political rights of government workers. This includes limitations on political activities such as taking an active part in political campaigns. Are such restrictions desirable? We present a formal welfare analysis of this question. Bureaucrats’ political activities affect voter perceptions of the government and this can have informational benefits. However, they can also induce policy mistakes and are susceptible to ‘noise’ from some bureaucrats’ innate desire for political expression. When politicians have limited control over bureaucrats and successfully coordinate with voters, bureaucrats’ political activities can be desirable. In most cases, however, banning political activities is optimal.

The business world everywhere including those in Indonesia cannot but felt the brunt of economic slowdown caused by the public health emergency (the COVID 19 pandemic). Quite a few national and local businesses have had to close their operation and lay off all its employees. Although the consensus between the government, workers (individuals and unions) as well as employers is to prevent and avoid termination of employment at all costs, the Law No. 11 of 2020, re. Job Creation allows massive dismissal of employees due to economic necessity or state of emergency. This article shall critically examine how the prevailing law, Law No. 11 of 2020 re. Job Creation regulates termination of employment in case of state of emergency.
