Background: The majority of countries in sub-Saharan Africa are ill-prepared to address the rising burden of cancer. While some have been able to establish a single cancer referral center, few have been able to scale-up services nationally towards universal health coverage. The literature lacks a step-wise implementation approach for resource-limited countries to move beyond a single-facility implementation strategy and implement a national cancer strategy to expand effective coverage. Methods: We applied an implementation science framework, which describes a four-phase approach: Exploration, Preparation, Implementation, and Sustainment (EPIS). Through this framework, we describe Rwanda’s approach to establish not just a single cancer center, but a national cancer program. Results: By applying EPIS to Rwanda’s implementation approach, we analyzed and identified the implementation strategies and factors, which informed processes of each phase to establish foundational cancer delivery components, including trained staff, diagnostic technology, essential medicines, and medical informatics. These cancer delivery components allowed for the implementation of Rwanda’s first cancer center, while simultaneously serving as the nidus for capacity building of foundational components for future cancer centers. Conclusion: This “progressive scaling” approach ensured that initial investments in the country’s first cancer center was a step toward establishing future cancer centers in the country.

PEBB (power electronics building block) systems are typical nonlinear systems. Under the conventional but still popular linear control design, the system stability margin varies from one operating point to another. This paper introduces a novel approach to monitoring the DC bus stability margin of a PEBB system online. At the steady state of the system, a small-signal perturbation current î p is injected into the DC bus, and the load-side response current î L is measured. By checking the validation |î L ( jw)| < |î p ( jw)|, the system stability margin can be examined. Experiments on a 48 V DC DPS demonstrate the proposed measurement approach. An implementation approach is also proposed for an 800 V DC PEBB-based testbed system.

The purpose of this study is to prove that the use of the environment around the school can improve students' understanding of the subject Civic Education in Elementary School student 39 Class II Gompong Market. This study uses a class action approach. The study population was taken of all students in grade II , the data collection techniques used artificial teacher learning achievement test. Actions performed a total of two cycles. Data analysis techniques used analysis of the percentage of change in the results of the evaluation study before and after tutoring services with peer tutors. Thus there is an increase in students' mastery of the first cycle and the second cycle. Based on the above, it can be made a conclusion as follows: " Improving Student Creativity activeness And Implementation Approach In CBSA On Civics Lesson Grade II SD Negeri 39 Lengayang Gompong.Kec Markets Academic Year 2016/2017 " .

The article treats a concept of the formalized modeling of the dividend policy scores and company marketing performance scores derived (stock market position) within neutral dividend policy implementation approach conditions as an instrument of the scores analysis and forecasting. The methodology of the research consists of the Dividend Irrelevance theory, Dividend Policy Significance theory and sustainable company development concept. It has been stated that a formalized approach of the dividend policy implementation presumes a construction of the basic relevant scores models characterizing the company dividend policy and its marketing performance as Dividend Payout, Dividend Cover, expected Share Price, Dividend Yield, Price / Earnings Ratio (common stock price/earnings ratio). The formalized models of the scores mentioned are applicable for a forecast-analytical scores evaluation and their variances as well by estimating an impact of the models defining factors exercised by the appropriate factoring analysis method within the neutral dividend policy implementation approach conditions. The conclusion is drawn, that the formalized models of the dividend policy scores and company marketing performance scores derived, having been developed, are an effective instrument for their forecasting and analysis so that proactive decisions to manage the company dividend policy implementation within neutral approach conditions are ensured.
