Presbyterianism, through two significant personalities, provided an important impetus to the formation and development of the early University of Pretoria. Their contribution has to be understood in terms of the contexts of their Scottish Presbyterian heritage, South Africa in the early years of the twentieth century and the state of higher education prevalent at that time. Together these contexts may be described as political, religious and educational. Prof AC Paterson made significant contributions both in teaching and administration at the institutional level. Prof E Macmillan made his contribution in the field of teaching, but never divorced from the very context where ministry has to be exercised.

AbstractWe present the state of Astronomy in Mozambique and how it has evolved since 2009 following the International Year of Astronomy. Activities have been lead by staff at University Eduardo Mondlane and several outreach activities have also flourished. In 2010 the University introduced its first astronomy module, Introduction to Astronomy and Astrophysics, for the second year students in the Department of Physics. The course has now produced the first students who will be graduating in late 2012 with some astronomy content. Some of these students will now be looking for further studies and those who have been keen in astronomy have been recommended to pursue this as a career. At the university level we have also discussed on the possibility to introduce a whole astronomy course by 2016 which falls well within the HCD that the university is now investing in. With the announcement that the SKA will be split between South Africa with its partner countries (including Mozambique), and Australia we have been working closely with the Ministry of Science and Technology to make astronomy a priority on its agenda. In this respect, an old telecommunications antenna is being converted by the South Africa SKA Project Office, and donated to Mozambique for educational purposes. It will be situated in Maluana, Mozambique.

This second edition of 2006 offers an interesting range of topics, in this instance all covered by South African authors.In her analysis of the "institutions supporting constitutional democracy" established by the South African Constitution, Professor Christina Murray of the University of Cape Town argues that thethe institutions share the roles of providing a check on government and of contributing to transformation.  The newness of democracy, the great demands on the state and the political dominance of the governing party in South Africa are identified as the greatest challenges of the institutions discussed.

PurposeThe purpose of this study was to investigate the state of appraisal with regard to compliance with archives and records management legislations (ARML), the archives and records management policy (ARMP), reappraisal of records, capacity building, archives building and electronic records management (ERM) and to make a recommendation based on the research findings.Design/methodology/approachThis study was based on the qualitative research technique. The research approach was a multiple case study comparing the previously advantaged and disadvantaged universities in South Africa.FindingsThe study found that ARML, ARMP, reappraisal of records and capacity building are essential for the appraisal of university records. The lack of appropriate appraisal theory/strategy led to a loss of institutional memory.Research limitations/implicationsThis research was limited to the University of the Witwatersrand (WITS) and the University of Venda (UNIVEN). These two institutions are representatives of the state of archiving in South Africa.Practical implicationsThis research will serve a benchmark for other South African universities, intending to implement systematic disposal of records in compliance with legislations and policies.Social implicationsFailure by universities to appraise records will lead to the loss of institutional memory. This implies that history of institution will be lost if necessary measures are not taken.Originality/valueThere is very little, if any, research on the appraisal of South African universities’ records. The outcome of this research will benefit universities that are seeking to develop and implement appraisal strategies.

This special edition consists of a selection of contributions delivered during a conference "Towards an integrated approach to the interpretation of legal documents: contracts, wills and statutes", hosted by the University of the Western Cape, on 23 March 2018. The aim of the conference was to take stock of the state of legal interpretation in South Africa five years after the watershed judgment was delivered in Joint Natal Municipal Pension Fund v Endumeni Municipality. The papers in the special edition provide a clarification, contestation and application of the Edumeni approach to the interpretation of legal documents.

In the second half of the nineteenth century, the nature of the national policy of Russia is significantly changing. After the events of 1863 in Poland (the Second Polish uprising), the government of Alexander II gradually abandoned the dominant idea of ​​anathematizing, whose essence is expressed in the domination of the principle of serving the state, the greatness of the empire. The tsar-reformer deliberately changes the policy of etatamism into the policy of state ethnocentrism. The manifestation of such a change is a ban on teaching in Polish (1869) and the temporary closure of the University of Warsaw. At the end of the 60s, the state's policy towards a five million Russian Jewry was radically revised. The process of abolition of restrictions on travel, education, place of residence initiated by Nicholas I, was provided reverse.
