Abstract The study examined the variations of selected climatic variables (rainfall and temperature) and the perceptions of small-scale farmers on the effects of extreme climate condition on cropping activities in the rain forest ecological region in southwest Nigeria. The area is characterized by three different subecological strata (the mountainous Akoko region in the north, the southern coastal area, and the middle, relatively lowland and more urbanized area) whose effects on the climate are made explicit in the relatively different values of the climate variables. Analysis of the responses to questions on perceptions of extreme climate effects indicated that about 70% of the farmers were aware of the effects of extreme climate events on crop production and yield, and over 50% indicated that too early rainfall, late rainfall, prolonged dryness after an initial rainfall, excessive rainfall, and windstorms were the common weather-related causes of low crop yields. More than 76% of the farmers changed planting dates and diversified their crops as mitigation measures, while about 72% adopted mulching and intercropping as adaptation strategies against extreme weather conditions. Only less than 20% had access to government support facilities and modern infrastructure. The study concluded that although the farmers respond to variable and extreme climate events in the study area, the responses, being not adequately supported by adequate farming infrastructure, do not guarantee sustainable food security in the region.

The economic damage function of the integrated assessment model (IAM) is used to quantify the economic loss caused by climate change, and it is quite important for coupling the economic system and natural system in a model. However, there are many shortcomings of the damage function in the current IAM. The most important shortcoming is that the only climatic factor in the damage function is the global annual mean temperature rise, which would result in the estimation deviating from reality. We improved the damage function by introducing extreme climate change events. Additionally, the improved damage function is applicable to the regional characteristics by using regional climate change data. The extreme climate event information is extracted with the categories of the disasters. The damage function is set up by using the Ordinary Least Square (OLS) method based on the climate data and economic loss data. The results show that the improved IAM damage function can better reflect the actual climate change economic loss in China, making it more reasonable. This paper provides an important method and technical solution for the realization of an effective connection between the disaster damage function of the integrated assessment model and the climate elements of the Earth system model.

The problem statement (relevance). The article illustrates the outcome of analytical research in the area of substantiation of organizational and managerial structures of cement companies on the basis of conducting an integral estimation of complex conditions of operation (manufacturability of mining and geological conditions of cement production, level of production and technical conditions and social conditions) and outputs (production and technical level and financial level). Integrated assessment is provided by the appropriate methodology, the purpose of which supports an increase in the objectivity, reliability and reliability of decisions in the development of technological systems of cement enterprises.Purpose: development of an enlarged flowchart of the decision-making procedure algorithm for development strategies for cement enterprises. Methods used: the work used the method of “vector norm”, based on the methodological principles of the theory of complex decision making, utility theory, game theory, qualimetry, expert survey method and other generally accepted methods and principles.Novelty. The elements of novelty include an improved method of integrated assessment of the technological structure of cement enterprises in the conditions of external and internal environments of operation.Result. The article presents an iterative algorithm and decision-making procedure for structurally selected groups of cement enterprises with the choice of a specific form of their development. The results of the work made it possible to form the key areas of training and a list of information technologies that ensure technological readiness for the implementation of the directions of digitalization in relation to cement enterprises.Practical significance: the organizational and management apparatus with the appropriate mathematical reinforcement for the selection and justification of strategies for the development of cement enterprises. The practical implication of the outcome of the study due to the possibility to increase the effectiveness of organizational-technological and managerial solutions based on the developed methodology, technique and algorithm of formation of innovative strategy of development of the mining enterprises of the cement industry. The main provisions of the work are used in the holding “EUROCEMENT” in the development and implementation of plans for the development of industrial production in the short and long term.
