The paper presents the results of research and assessment of the degree of restoration of vegetation cover in reclaimed areas with the use of coal preparation waste in Kuzbass. Reclamation of disturbed lands was carried out by backfilling the depleted pits of the former coal mine with coal preparation waste and forming a root layer on the leveled surface of the waste using materials of the fertile soil layer (FSL) and potentially fertile rocks (PFR). During the field survey of reclamation sites, it was found that when sowing perennial grasses (Bromopsis inermis, Medicago sativa, etc.) or planting trees and shrubs (Hippophae rhamnoides, Pinus sylvestris, etc.) on the root layer formed of FSL and/or PFR, favorable conditions are created in the reclaimed areas for the formation of the primary phytocenosis. Studies have also shown that in reclaimed areas where a fertile soil layer was used to form a root layer, a gradual restoration of soil properties is recorded in the surface fill layers, which in some parameters are close to natural soils common in the adjacent territories.

This paper describes the results of the study of the Mokhovsky coal mine undisturbed soils in different horizons of the soil profile. The study was conducted on the Sartakinskoe, Mokhovskoe and Karakanskoe fields. In each field the authors have determined the species composition of phytocenoses and soil types, and studied soil horizons and agrochemical characteristics (particle size and soil composition, humus content, hydrogen index, nutrient content, hydrolytic acidity, the amount of absorbed bases, absorption capacity, etc.). It has been established that the vegetation of the phytocenoses of the studied fields is represented by birch tree trunks with the inclusion of pine, sections of meadow and small fragments of steppe communities, where perennial herbaceous plants play a significant role, which is typical for temperate floras of the northern hemisphere. The results of the analysis of the structural and particle size distribution of the agrochemical characteristics of undisturbed soils in the Mokhovskoe, Sartakinskoe and Karakanskoe fields of the Mokhovsky coal mine indicate that these soils are of agronomic value, therefore it is recommended to remove and store the fertile layer from these sites with a view to their further use in biological reclamation to increase quality, productivity and environmental value of the restored lands in the Kemerovo Region. The fertile soil layer (PRP) and the potentially fertile soil layer (PRSP) from the Mokhovskoye field is recommended for forestry while the Sartakinskoe and Karakanskoe fields for agricultural restoration.

Freeze roadway cooling technology is delivering cold quantity to cooling underground face by storage cooling energy in strata, and the effect of storaging cold is critical. The geographical position and geological condition of coal mine in Heilongjiang Province has remarkable characteristics. The feasibility of freeze roadway cooling measure was demonstrated on temperature, geothermal, constant temperature strata and frozen soil layer, etc. by analyzed its advantage adequately. The measure provides a new idea which suits the native situation for prevent the heat-harm in coal mine, it also has the realistic reference value and is worth popularizing.

Based on generalization of literary sources, normative legal, stock materials and experimental data, the complex situation of soil degradation is highlighted. Different types and intensity of the manifestation of soil degradation, their distribution and characteristics are described. The threatening situation of manifestation of degradation processes in some regions of Ukraine is shown, among which soil erosion occupies the leading place. More than 4.5 million hectares are occupied by medium and strongly ground soils, including 68 thousand hectares completely lost their humus horizon. Particularly large areas of eroded soils are distributed on arable land in the Vinnytsia, Luhansk, Donetsk, Odesa, Chernivtsi and Ternopil regions, where the average annual ground wash is 24.5–27.8 t/ha with a tolerance of 2.5–3.7 t/ha. As a result of erosion processes from the total area of agricultural land, about 500 million tons of fertile soil layer is washed out on average annually, which contains about 24 million tons of humus, 0.96 million tons of nitrogen, 0.68 million tons of phosphorus and 9.4 million tons of potassium equivalent to 320–333 million tons of organic fertilizers, and ecological and economic losses due to erosion exceed 9 billion UAH. Flat soil was associated with linear erosion. The main indicators characterizing the degree of damage to land by linear erosion are the density of ravines, the distance and area between them, the slope, the properties of soils and rocks, the morphometric parameters of the ravines and their catchment areas. According to various estimates, the area of land affected by linear erosion in the country increases by 5–10 thousand ha annually. The effect of the ravines on the complete destruction of the land, deformation of the soil cover is highlighted. Information on various types of soil pollution by poison chemicals, industrial waste is given. According to the prediction of scientists in such a situation, 120–150 years on the planet can destroy the fertile soil layer. The article describes results of the microplot field trial to investigate potential use of metallurgical slags for fracture of capillary rim  during reclamation of toxic waste dumping areas, such as enrichment  plants  tailings,  solid  waste  dumps,  etc.,  with  minimal  possible  introduction  of  fertile  soil  layer.  Such  approach  allows  energy-effective  utilization  of  metallurgical  wastes.  Four  slags,  produced  at  EVRAZ  West  Siberian  plant  by  different  technologies  were  used:  white  nonferrous, blast-furnace, converter and electric furnace slags. These slags  were used as an inert material, underlying thin fertile soil layer in experimental microplots, where perennial plants (legume-grass mixture)  were sawn. For each slag there was check variant (no fertilizer added),  and  variants  with  potassium  humic  agents,  and  their  combination  as  mineral fertilizers. Aboveground phytomass at the end of the grow ing  season varied from 17 to128 g/m2. Converter and blast furnace slags,  which had the least phytotoxicity, appeared to be better inert materials.  Mineral  fertilizer,  introduced  itself  and  combined  with  humic  agents,  has  increased  aboveground  phytomass  2 – 4 times  as  compared  with  check  variant.  Used  separately,  humic  agent  did  not  affect  plant  production,  whereas  used  together  with  mineral  fertilizer,  it  increased  phytomass  1.6 – 1.8 times.  Thus  combined  introduction  of  mineral  fertilizer  and  humic  agents  is  recommended  to  stimulate  germination  abilit y  and  phytomass  production.  Converter  and  blast  furnace  slags  can be used as inert materials for reclamation with minimal fertile soil  layer application, whereas white non-ferrous and electric furnace slags  are not recommended for such application due to their high phytotoxicity, negatively affecting growth and development of perennial plants,  used for reclamation.

Proposed scientific and methodological approaches to the development of working projects of land management regarding the implementation of measures for land reclamation, removal and transfer of the fertile soil layer, conservation of degraded and unproductive lands, improvement of agricultural and forestry lands, protection of lands from erosion, flooding, waterlogging, secondary salinization, desiccation, landslides, compaction, acidification, pollution by industrial and other wastes, radioactive and chemical substances, the structure and content of such projects has been developed. A complex of qualitative and quantitative indicators, parameters, regulating the development of working projects of land management, taking into account environmental, economic, social, natural-climatic and other conditions is proposed.

Reclamation suitability evaluation is the basis for determining the reuse direction of damaged land. Limit condition method is the most widely used method in land reclamation suitability evaluation at present. In this paper, the limit condition method is used to evaluate the suitability of land reclamation of damaged land in Pingdingshan Tianan ten coal mine. The evaluation index of damaged area is determined as six main factors: field slope/land flatness, ponding, depth of collapse, soil texture, thickness of soil layer, irrigation and drainage conditions, and finally determine the reclamation direction of the land to be reclaimed in combination with the overall local land use planning and the overall wishes of local residents.

An important indicator of soil fertility is the thickness of the fertile layer, which is significantly reduced during anthropogenic impact and partially restored during reclamation. The data of remote sensing of the Earth (RS) allow to quickly evaluate the thickness of the fertile soil layer of disturbed areas. The purpose of the work is to study the possibility of using the vegetation index NDVI for remote assessment of the thickness of the fertile layer of technologically disturbed soils. The object of research is the soil cover of agricultural land represented on 26 land plots with a total area of 3 ha. According to satellite images, the initial state of the soil cover of the territory was uniform. The NDVI cartograms reflect the dynamics of projective cover by plants in space and time. According to NDVI, a significant change in the projective cover was established compared with the initial state of the territory. It was established that the thickness size of the applied fertile layer affects the rate of development of biomass of herbaceous plants. The closest reliable relationship between NDVI and the fertile soil layer is observed after the appearance of the first seedlings in the reclaimed territiry. The correlation coefficients of NDVI with the thickness of the fertile soil layer are 0.65 on average over the plots and 0.71 at specific points of measurement of the fertile layer.

The article is devoted to the analysis of the legal and economic aspects of the preservation and protection of the fertile soil layer. As a result, changes were made to the current legislation, which will contribute to improving the efficiency of the mechanism for the preservation and protection of the fertile soil layer. Conducted research involves the use of an improved method of calculating in monetary terms the amount of damage caused to the soil as an object of environmental protection.
