Abstract Proceedings of the International Research & Practice Conference “Transboundary Areas of Russia’s East: Development Factors, Opportunities and Gaps” Ulan-Ude, Russia, 6-8 September 2021 On behalf of the Organising Committee and the Editors of this volume, we are delighted to present the Proceedings of the International Research & Practice Conference “Transboundary Areas of Russia’s East: Development Factors, Opportunities and Gaps” (TTER-2021), which was held in Ulan-Ude, Russia, 6-8 September 2021. The Conference was organised by the Baikal Institute of Nature Management SB RAS, Banzarov Buryat State University, with the support of Siberian Branch of the Russian Academy of Sciences, and Association of Russian Geographers and Social Scientists (Buryat Regional Office). The Conference was held in a mixed, full-time and remote participation format at the Banzarov Buryat State University, and consisted of a plenary session and four thematic sessions. TTER-2021 was attended by more than 100 scientists, professors, government officials, representatives of businesses and public organisations from Russia, Mongolia, and China. The article deals with the little-known pages of the history of archaeology and education. It reveals the main aspects of the teaching of archaeology and other disciplines of the relevant profile at the Belarusian State University in the period from 1940s to the beginning of 1950s. Lectures were conducted by full-time staff members of the Belarusian State University. Moscow scholars as well as fellow workers of the Institute of History of the Academy of Sciences of the BSSR were also invited for teaching. Scientific activity in the field of archaeology and closely-related disciplines was constrained by personnel problems and restricted material resources. University intellectuals carried did their best to restore the Museum of history and archaeology, however, due to the lack of exhibition space, the renewed exposition had not been opened.

Corruption, understood as a special means by which private agents may seek to pursue their interest in competition for preferential treatment by government officials or politicians and where the “means” are valued by the recipient, is viewed by most social scientists as a major obstacle to economic, political, and social development and a source of inefficiency. This chapter presents a framework and taxonomy for the study of corruption. Within this framework, corruption is conceptualized as a particular instance of the more general social phenomena we call influence-seeking activities. The chapter provides an overview of theoretical models of corruption, summarizes cross-country evidence on the causes and consequences of corruption, and evaluates the recent literature on laboratory, field, and quasi-natural experiments.

Shubin to the coverage of the typology of revolutions and the features and chronology of the Great Russian Revolution of 1917 and the Civil War of 1918-1922. Alexander Vladlenovich Shubin is Doctor of Historical Sciences, Chief Researcher at the Institute of World History, Russian Academy of Sciences, Professor at Russian State University for the Humanities, author of more than 20 monographs and about 200 scientific publications on the problems of Soviet history and history of leftist ideas and movements.

The article is devoted to the study of the scientific and pedagogical activities of the famous Slavist A. N. Yasinsky in the last – Moscow-Minsk – period of his life based on the materials of the Belarusian archives. Revolutionary events of 1917–1921 forced him, like many other representatives of the capital’s intelligentsia, to look for work in new provincial universities. Since 1922 he has been teaching at the Belarusian State University, becoming one of the founders of Belarusian Medieval and Slavic studies. In 1928 he was elected an academician of the newly created Belarusian Academy of Sciences, where he continued his studies of both the Czech Middle Ages and the history of Belarus in the Middle Ages. However, external circumstances did not allow A. N. Yasinsky to create his own scientific school in Belarus, and his research of the 1920’s remained little known to specialists.

The article is devoted to the problem of multicultural education at the university, considering the personality-oriented approach to teaching. Here are the results of the implementation of the program aimed at increasing the educational motivation of students. The program and research are being implemented in the pedagogical areas of training full-time students of the Kaluga State University named after K.E. Tsiolkovsky. The discipline “Pedagogy” and its modules have, according to the authors, ample opportunities for the implementation of the idea of multicultural education in a higher educational institution, taking into account personality-oriented technologies and taking into account the multinational student environment of the university. The authors propose to strengthen the multicultural aspect of the content of the discipline under consideration by introducing changes into the program that will significantly increase the motivation of students to learn. The implementation of this approach is to develop the content of the discipline “Pedagogy” considering the multicultural student environment of the university.
